He 's a gentleman who was first elected after the revolution in Romania. His name is Petru Filip - P-E-T-R-U - Filip - F-I-L-I-P - and he is the Mayor of Oradea - O-R-A-D-E-A, Romania. Romania is a country of twenty-three million people, strategically placed at the border between Central and Eastern Europe, very rich in resources - has oil, minerals and a good industry and rich agricultural land. Although it was devastated by the foolish projects of the late dictator Ceausescu, Romania has no foreign debts, and it can becone a very prosperous country. It has just signed an association treaty with the Common Market. Although its present government is rather to the left, the commitment to private economy and democracy is there, and it will not turn back. Oradea is a city of two hundred and thtrty thousand people, located northwest of Romania, near the border of Hungary. Seventy percent of its population is Romanian; thirty percent is Hungarian and other ...tinaudiblel... Some of them are already in partnership with Western European companies. The Mayor of Oradea is a young engineer, age forty-two. His name, as I said, is Petru Filip. He is a nember of the Front of National Salvation, who split with President Iliescu a year ago. The Front of National Salvation Party considers themselves a center party and they seek alliance with the Liberal Party. The Mayor is concerned with the development of the infrastructure of his city. He's also interested to attract investments into Oradea companies and partnership for these companies. The Mayor is open to cooperation with different religious groups in the City of Oradea, and supports the building of new churches and Christian schools and institutions and missions. Mayor Petru Filip was brought here by Daniel Coltea - C-O-L-T-E-A , who ls the head of Electrocom GARD Ltd, and by Reverend Nornan Schneller and also by Reverend Garrison fron Zion. And at this time, I might tell you that we -- my seatnate happens to be of Romanian extraction, Senator Lauzen, who was able to speak the language with him . Senate Joint <sic> Resolution 134, Mr. President, deals with a subject matter that we debated on the first day of Session, and what it does is require that the Rules Committee hold hearings on the amendments that myself and several Members have filed. As you know, we did ask for an Attorney General's opinion on the Rules, and the -- that attorney opinion Attorney General's opinion indicated that the Rules Committee, which is al1 powerful, which everything must go to - motions, amendments and everything else - that the public is totally excluded fron input. So what Senate Resolution l34 does is require that the Rules Committee hold hearings on the proposed changes to the Rules on or before March the 11th of next week. You indicated that you will be considerlng changes in the Rules; you will welcome any input. This is an opportunity for a1l Members on both sides of the aisle to have their input into the Rules which does not give the Body any opportunity to be heard.
