(Prayer by the Reverend David Andreasen)

PRESIDENT PHILIP

... tmicrophone cutoffl...just like to give the Membership a little comparison - a little historical perspective . If you would look at June 28th, 1991, which have done, We had on concurrences, a hundred and ninety-three bills; on non-concurrences, sixty-five. That's two hundred and fifty-eight separate pieces of legislation. Today, happy to report to you, May 26thy we have on concurrence, four bllls; on non-concurrence, nine. A total of thirteen. Want to compliment the Members. We're in better shape than we have ever been. We are still negotiating with the Governor and the City of Chicago. Hopefully, we can come to some conclusion, if it -- -- if we could get some -- a little more cocperation from the City of Chicago, we could get out of here. Let's hope that they have gotten the message. Reading of the Journal. Senator Butler.

House Amendment 1 to Senate Bill 25.

PRESIDING OFFICER (SENATOR MAITLAND)

PRESIDING OFFICER: (SENATOR MAITLAND) Senator Cullerton.

SENATOR CULLERTON

Thank you, Mr. President, Members of the Senate. I would move to concur with House Amendment No. 25 <sic> (No.l). The House did delete the bill that we passed over to them , which dealt w1th parking tickets and allowing for some cost to be recouped by a person who appeals a parking ticket and who wins. They did cut that out; however, they did provide some relief, with regard to the issue of parking tickets, in their amendment. And I would think that it would be a good idea to approve of it. The parking adjudicatlon law, which allows for the cities of our State to have administrative adjudications of parking violations, provides, in part, that when -- when someone has ten or more parking violations, a notice of an impending driver's license suspension is sent to them . And What this amendment does is to say that that notice shall also state that the person may obtain a photostatic 4 STATE OF ILLINOIS 88TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 61st Legislative Day May 26r 1993 copy of an origlnal ticket that imposes a fine or a penalty, by sending a self-addressed, stamped envelope to the municipality, along with a request for the -- photostatlc copy. So this may be of some assistance to a person who feels that they Were the wrong person to have received a . -- a parking tlcket. So# for that reasonr think it is a good addition, and would be happy to answer any questions, and move that we concur in the House amendment.

PRESIDING OFFICER (SENATOR MAITLAND)

PRESIDING OFFICER: (SENATOR MAITLAND) Is there dlscussion? Is there discussion? The question is, - - this is final action, Ladies and Gentlemen. The question is, shall the Senate concur in House Amendment No . to Senate Bill 25. Those in favor will vote Aye. Opposed, -- Nay. The voting is open. Have a11 voted Who wish? Have al1 voted who wish? Have a11 voted who wish? Take the record, Mr. Secretary. On that question, there are 56 Ayes, l Nay, no Members voting Present. The Senate does concur ln House Amendment No. 1 to Senate Bill 25y and the bill, having received the required constitutional majority, is declared passed. Senate Bill 207. Senator Cullerton. SECRETARY HARRY: House Amendment 2 to Senate Bill 650. PRESIDING OFFICER: (SENATOR MAITLAND) Senator Cullerton. SENATOR CULLERTON: Thank you, Mr. Presidentr Members of the Senate. The bill makes a number of changes regarding the termination of the right of possession after a foreclosure sale. The amendment that the House put on was really a very ninor amendment. It changes the definition of occupant to be a person in lawful physical possession, rather than just physical possession. And so, it clarifies that the rights of occupants apply to those in lawful possession versus adverse possession. I believe it's very -- a noncontroversial'amendment, and I would move that we concur in it. It's a very good bill. PRESIDING OFFICER: (SENATOR MAITLAND) Is there discussion? Is there discussion?
