We have a special guest here with us today. I'd like to recognize the former Governor of the State of Illinois, Governor Dan Walker.

Ladies and Gentlemen of the -- of the Senate, Mr. President, the Chair, Senator Jones. I count it as an honor to be invited onto this Floor. I'm a great believer - and was in the few years that I had the honor to serve as Governor of the State of Illinois in a word called tradition. believe in tradition. I believe in tradition in government. And I believe that walked throuçh these doors only When I was invited to dc so by the President of the Senate. And I never walked on the House Floor unless Was invlted to do so by the Speaker of the House. And I commend to you the traditions that go with this august Body, the traditions that that sometimes can get changed too rapidly. And while am known as a reforner and known as one Who flaunts tradition from time to time, there is a place for it. And certainly, in the right occasion: this is a place for it, and I commend to you the traditlons of the Senate of the State of Illinois. And I salute each and every one of you on both sides of the aisle. Thank you very much.

Thank you, Mr. President. House Amendment No . l to Senate Bill 947 deletes the effective date.. And in House Amendment No. 2, it does three things. Ie adds a supplemental transfer of sixty thousand nine hundred and fifty-two dollars to provide the payment to the spouse cf Represent Robert -- Representative Robert LeFlore, and also it allows thirty-two million dollars in a legislative transfer within the Department of Public Aid . This desiçned to maximize the Medicaid funding for our federal match . It's approved -- or agreed to by the Governor, as well as the Comptroller and the Department of Public Aid. And it adds an immediate effective date. I would move that We concur in House Amendments No. l and 2 tc Senate Bill 947.

Thank you, Mr. President. I have a point of parliamentary inquiry. have before me copies of two motions to reconsider the votes by which House Bill 5 and.House Bill 282 passed. They were signed by President Philip and they 're dated June 24th, 1993. In light of our Senate Rule 7-l5(a), I believe that we have a right to vote on those motions immediately. The Senate Rule 7-l5(a) on page 28 of the Senate Rules specifically grants any Member the right to request that a vote on these motions be taken immediately. This rule explicitly prevents a Senator, during this period of time of the Session, from inhibiting the process by flllng a motion to reconsider, simply to delay receipt of the bill by the other Chamber. And so, it's at this time that I Would, as a Member of the Body, ask that we immediately vote on these motions which were filed on the 24th, by Senator Philip. They are on House Bill 5 and 282.
