Convention on the Elimination of all Forms of Discrimination Agalnst Women, and it's an important inkernational human righks ltem. Over a hundred and twenty-two countries have ratified this treaty, and this is important, to show that vtolence and dtscriminatton agaknst women don't just victimize the individuals; they hcld back whole societies by conf ining the human potential of half the population . And I urge the favorable passage of this resolution .

Senate Resolution 1012 resclves that any person or entlty affected by a 1aw relating to the acquisition, continued availability or disbursement of public monies is placed on notice that reliance upon the continued or unamended presence or existence of the 1aw is unwarranted. The need for clarification in this General Assembly grew out of our Senate Revenue Comnittee hearlngs cn tax reform, especially with respect to our discussions concerning sunset laws and -- and potentially imposing sunsets on -- on certain exempticns. Additionally, the resolution is in keeping with the following concepts: that the General Assembly has authcrity to make laws consistent with the Constitution, and may alter or repeal those laws, and no General Assembly may blnd a subsequent General Assenbly. Senate Resolution 1112 is very similar to tWo resolutions that we passed in the Veto Session last fall - one by Senator Topinka; the other by Senator Dunn - the first encouraging the federal Congress to deslgnate Fort Sheridan as a national cemetery; the second to use part of the land ak Jollet Arsenal as a cemetery. I did not know at that time that part of the process that we should use to proceed in encouraging Congress dealt with the need to pass a resolution. A community in my district, Cissna Park: has a two-hundred-and-fifty-acre site that quite a number of people in that community have worked on for a number of years to seek desiqnation as a national cemetery. There is a need for this ln the State . We eertainly have an awful 1ot of veterans and not nearly enough space in cemeteries for their burlal between now and the year 2030 . What this resolution does is to encourage Congress to at least consider and look at that site at Cissna Park as a national cemetery , and I would urge adoption of this resolutëon .

Illinois Congressional Delegation to work for the adoption of the recommendaticn of Justlce Powell's committee in 1988 that examined issues related to death penalty appeals. Basically what it does is wedre urging them to adopt these -- to adopt these -- the -- the rules of Justice Powell that speeds up the appeals system in the death penalty, instead of people sittin: on death row fcr fifteen to twenty years. I rise in support of Senate Resolution 1164, and I thlnk this is an important resolution. Several years ago, we passed legislation in Illinois which redueed the post-convtction appeal period from ten years to three years, in an attempt to do something about the outrageous delays in the carrying out of executions in this Statez as Well as nationally. The Supreme Courtr through former Justice Powellr studied this issue and has proposed a solution to the problem of delaytng appeals at the federal level by making sure that the states provide adequate counsel at trial, provide adequate counsel on appeal, but then saying that When you provide adequake counsel, that there are going to be limits on the number and the length of the federal habeas corpus appeals. No single provision could do more to make punishment occur at a tlme mcre reasonably attuned to the crime than this provislon. It is not currently in the federal crime bkll in conference. It Was originally discussed and voted on as part of the original crime b111. It's important that it be 10 I  STATE OP ILLINOIS 88TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 120th Legislative Day May 17: 1994 lncluded in a crime bill passed by Congressr and I think it's imperative that we in the states let Congress know that We# and ' certainly the public: are no longer going to tolerate j : fourteen-year delays between the imposition of sentence and the carrying out of the sentence. And I think the recommendaticns of -- of Supreme Court Justice Powell were certainly overlookedr I thinkr at the proper time years ago. T think wlth what's happened today in the current and recent cases that have cone before the public's attention, certainly calls again attention to the desperate need I think the citizenry needs for Congress to address this issuer and I do ask for its support.

Thank you. I1m not sure Why we're naming this building after Ms. Norton. I'm sure she was a great superintendent: but she Was never elected to office. She was never a individual on the level of Thurgood Marshall or Martin Luther King. In factr What We dre going to have is we 're going to have the Capitol Building that we're in right now surrounded by a building named after a forner Governory William Stratton, and then another bulldlng next to named after a bureaucrat. don 't think that makes a 1ot of sense, to just start naming buildlngs after people who worked there. think that probably applies to the Willard Tce Building, as well. I think that just naming these buildings after indivlduals whc worked there may work well on college campuses, where they like to name the buildings after people who are on the board of trustees, but think State buildings should be named after individuals who were either elected officlals, served as leaders in the comnunity or leaders nationwide. Inskead of just picking out somebody's name and naming a State building after khem, think we should have some policy. Unlike Senator Madigan's proposal, which was a conservation area in his district, that makes some sense to name it after some local individual. But to me, this doesn't make any sense. I don't think elected officials have the market on Who a building should be named after, or just because we're elected, makes us any more wcrthy of any designation than anyone who does not run for office. Margaret Norton Cross may not be a familiar household name, but she certainly was more than just a bureaucrat who happened to work for State government. She was very distinguished around the country as an archivistr and brought Illinois into the light on some of the archival reconstructions and the programs that Were instituted under her leadershlp. And I think today, still reflects the Work that she did from 1922 to 1957. Whlle you mention that the other resolution made sense because it was in Senator Madigan's districty this is in my district, and while we banter about bureaucrats a lot, would have to say that there are thousands of them who do work for State government and do an excellent job. The Secretary of State has recommended this, and I fully concur with his selection. would ask for a favorable vote.

That is lower than five percent now, but of course, it's possible, if interest rates go upy that that Would exceed five percent. So this provision expands the scope of the conflict-of-interest prohibitions. The first came at the request of the House Democratsy and that's to require that a person uho is eliçible to circulate a nominatin: petition or a petition proposing a publlc question, only can do so if they have lived at the address that is on their nomlnating petition the entire time they circulate the petition. The second change was a committee amendnent that authorizes a permissive signature digitization for election authoritles. It permits doesn't require them to do it: but it allows an election authority to develop and implement a computer-based voter registration file, lncluding some types of digitizatlon for imaglng of those signatures. And those are the twa things that doesr and would sollcit an Aye vote.

I think it's important I to recoqnlze that lf we find ourselves kn noncomplkance with the federal legislation here ln Illinolsw we Will have a twc-tier voter registration system wheze certain individuals are -- are I registered to vote only ln federal elections but not in local electionsy or only in local elections and not in federal elections. I think we should reexamine the apparent decision to 1et this go by. Illinois must be in compliance if we are to go i forward with the rest of the country. And, Senator Lapaille, with respect to motor-voter, I'm told that there are a couple of other vehicles in place to use that, should the Senate decide that changes are needed to be made to make Illinois in compllance With federal law. But on the digitization, I believe that this guarantees voter security better than in some cases today. It eliminates preclnct registration binder, eliminates a number of cost savings and moves Illincls forward, if the local election authority deems it to be -- to keep up with today's technology. And above all, it -- it is a good Way to verify that people actually live Where they're goinç to vote, and I would solicit an Aye vote. Thank ycu.
