Yes. Thank you, Mr. President. would ask for a roll call on this motion to non-concur. would suggest to the Members that we should rejece this motion to non-concur and to consider concurring in thls. This bill is a major crimlnal 1aw bill of the Sesslon. If we put this bill in a conference committee, it's very possible that we may not be able to pass the measure. The -- the measure contains provisions to create a spectak State fundy which be used to hire police officers in our communities. It also contains the -- the Safe Neighborhoods bill. And this bill would include allowing for the strengthening of penaltles in juvenile justicer child abuse, gang-related offenses, alcohol and drug abuse, and firearm offenses, which are included in that Safe Nelghbcrhoods provision. It also would provide for the hiring of six thousand six hundred new police officers in this StaEe. And therefore, -- I think if we were to non-concur, put this in a eonference committee, we'd jeopardize the potential for passing these measures. And as a result, I Would ask for a roll call and ask people to vote No on the motlon to non-concur.

Well, thank you, Mr. Presldent. This is actually a major piece of legislation, and -- and what Senator Cullerton has said is partly correct. However, the provisùons of the three-hundred-and-eleven-page amendment that's been added has 4 STATE OF ILLINOIS 88TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 132nd Legislative Day June 14: 1994 never had a hearing, has never had any public lnput ln the Senate. The two proposals that have been added one is the Police Protection Enhancement Distributlon Fund - is estimated to cost the State two hundred million dollars. And the Sace Neighborhoods b111 is an addltional two hundred million dollars that wetre talking about. And I think four-hundred-million-dollar potential impact on the State's budget certainly demands that we have some hearings. And think by putting lt in a -- or not concurring, letting this either go backr and if -- if it must be, to go to a canference conmittee, would at least allow the public scrutinyr allow Members of the Senate and the House to work together ta see if they can resclve i*. I mlght add that these two provisions have been added just about on every Senate bill and House bill that's been coming over here. So this is -- including Democrat provfsions of bills. So really not scmething that is unique to this legislatlon. So I do ask for your support to non-concur with Senate Amendment House Amendment 4 to Senate Bill 1146.

You know, l've been bombarded week in Chicago watching the media talking about crime - who's soft on crine. Here We have an oppcrtunity ko really do something about the problem of crime, but I -- I noticed those TV commercials don't say anything about -- about crime. And now al1 of a sudden we have a bill to come along to deal with the real problem , and we want tc play this soft-on-crime bit. This a good -- this is a -- those amendments are very good amendments. But againr who 's playing games and Who's playlng politics With czime in the State of Illinois? I see ad after ad after ad talk about criminals not servlng their time in jail. This bill would do see ad after ad talklng about who 's soft on crime. Is this the Governor's positionr for you to non-concur in amendments -- who -- when you want criminals to serve their time in jail, and you are opposing that? Let's stcp a11 the hypocrisy as it relate to this issue. Quit playing politics. You should be concurring in these amendments, because these are the amendments that the people of Illinols want. You Want criminals off the street. You Want more policemen out there to protect the citizens of the State of Illinois. And I I encourage each Member to oppose this notion. We really should be voting Yes for it.

My understanding is that that's an amendment that was tacked on after an agreement was reached with the University of Illinois and the other systemsr regarding the need for diversity training for the campus police departments. There's great interest in this, on the part of that campus, and I don't understand why -- if it was agreed to with the University, why we're not proceeding wëth this.

Why are you moving to non-concur? PRESIDISG OFFICER: (SENATOR WEAVER) Senator Geo-Karis. SENATOR GEO-KARIS: . Ordinarilyr I would not have a problem with that. Ordinarily, I would not have a problem with that, Senator Carroll; however, the Department of Revenue feels that it has to be tightened up, and that's why I'm not concurring. PRESIDING OFFICER: (SENATOR WEAVER) Senator Carroll. SENATOR CARROLL: ' Thank your Mr. President. Then I would rise in strong opposition to the motlon. I remember when Senator Maitland stood on this Floor asking for thls money. We jolned ln that request. Department of Revenue has always been against paying out money tc anybody, at any time, any placey anywhere. These people pald a granny tax, something we said we were wrong in initlally doing; that it was abhorrent; tbat we should be not taxing the elderly while ln a nursing home. They paid the six thirty a day . In the fourth quarter, they did not get reimbursed. Thls amendmenk says that we shall pay them back that money that they pald, based on approprlations. And I feel very strongly that We have a maral and, hopefully nowr a legal commltment tc repay these people who had been paying that granny tax, as they had been promised by this General Assembly. General Assembly said that the granny *ax would be reimbursed. The Department did notdoso. Thisamendment 1 says, ''Hey, you're going to do so.'' And I would urge opposition, and ask for a roll call to oppose any motion to non-concur. I think this absolutely has to be the law. PRESIDING OFFICER: (SENATOR WEAVER) j Senator Palmer. Thank you, Mr. President. I suppcrt what has been sald. And I certainly do not understand why, at this tine, We should not keep our promises. We agreed to return the money. We went through a great deal of discussion about whether it was legitimate, and noW we had agreed to return itr and we should keep that promise. Perhaps there are difficulties with thisr and I understand Wedre still in the midst of a Medicaid crisis. But this has ncthing to do with this particular amendmentr and I suggest that We do agree to this Act. And I'm sorry# Senator Geo-Karis. I just can't agree with you on this one.

Mr. President, Ladies and Gentlemen of the Senate, I toc am -- am mindful of the commitment that I made, and I certainly am supporting my commitment to pay back what we 're supposed to pay back. But lt has to be cleaned up, and I give you my word: that I intend to keep in the billr as lcng as -- tiçhtened up and cleaned up the way should be. Now there have been about six bills in these three amendments, and I'm -- all I ask ës non-concurrence, so we can put it in conference and clean up and -- and -- and put it cut whole. cerkalnly made the same commitment as Senator Carroll made, Senator Palmer made, and everyone else nade, to pay back what we should pay back. But it has to be tightened up, and it has to be cleaned up. And if we put it in conference, we'll have both staffs go into it and clean it up, and bring it out. I am -- will support no question about it once lt's cleaned up.
