We . fought quite a -- an argumentative process last year in movin: this bill out of both this Chamber and the House ChaRber. The Governor's changes basically remove the -- the broad-based single I survey and change thls into a pilot program so that both the Department of Publtc Health and Department of Public Ald can learn to play well together in our nurslng homes. The industry though i is -- is hopeful that this is a first step. It's the folks in the industry who have justifiably complained to us for years that -- khat duplication and they solve -- they have one inspection and everything is okay and then the other agency comes in and something has to be changed. So what this amendment does now is set up a pilot program after Whlch - and that's where I'm not clear - our analysis says that ''unless otherwise determined by the Governor''. What does that mean? Does the Governor then decide Whether we actually implement Ehis? And if Ehatfs the case, then lt sounds to me as if the end of this is still in question.

As to whether there were opponents to this, sure there are people in the industry that are stilt very frustrated that the Executive Branch, the Department of Public Aid and Department of Public Hea1th can 't get together and work on thls single survey process. Thls could have been done without leqëslation by the Executive Branch the single survey. The -- khe adminlstration has -- the two departments have chosen not to do that. Tt frustrates me. So there there probably are still some opponents. think very reluctantly the -- the industry representatives worked With the Governor's Officer hopefully in a process to -- to nove this all forward. And the Governor has amendatorily vetoed to make a couple changes and also to give SURS members the right to have a consultation before making an election to opt into the opttonal retirement plan. There going to be some trailer legislation next year to make sure that we have the ORP plan working properly. And with an agreement on that in handy do favor the Governor going forward and approvlng the Governor's changes, and I'd appreclate a favorable vote.
