Senator Wocdyard. I SENATOR WOODVARD: i j House Bill 809 is -- is klnd of tùe -- the first step or the i Band-Aid approach to resolving the Amtrak sltuatlon. This bl11 i does not deal wlth the Governor's proposals that were announced 1 yesterday for a longer-term situation with Amtrak. This bill, as l I an apprcpriation bill, deals onty with subsidizing the Amtrak trains from the end of February to the first of July. The other I i part of wbat we are going to do with Amtrak will be debated both in the House and the Senate in the Appropriations Committees and : I it may or nay not be changed from the Governor's proposal. Thatfs I : beside the point. We had to have this approprlatlon of two and a I half nlllion dollars or those trains Wl1l stop the last of this I i month. And I think it's too lmportant to not only a lot of I i communities, to the State, and ta the universtties served by those I I lines to keep these trains going through, at leastr the first of 1 July, and hopefully on past that. Over forty percent of the I ridershtp on these trains happen to be students. A high ; I percentage, nearly eighty percent, of those students that ride i ' 9 ! So I -- I think it's imperative for a11 of us to support this two and a half million dollars. It is General Revenue Fund; I certainly know that. And -- and yet, it's our only alternatëve at this point in time to keep these trains running to the to the end of the fiscal year. With that, I'd be glad to answer any questions, or solicit your support for House Bill 809. PRESIDENT PHILIP: Senator Demuzio . SENATOR DEMUZIO : ...Mr. President. Thank you thank you very much, Mr. President. I -- Senator Woodyard, I had one question that just popped up here, and I -- I think I know the answerr and the compromise that was worked out. One day the trains are only going to run six days and one day the train is -- is not going to run: I understand that decision has not been made. Who makes that deciston? PRESIDENT PHILIP: Senator Woodyard. SENATOR WOODYARD: Well. I guess, Senator Demuzto, my only answer could be that we will eventually make that final decision and -- and. And it's about -- I guess, kt's about as good as we're going to get. Well, thank you, Mr. Presidenty Ladies and Gentlemen of the Senate. Senator Demuzio, just to answer your question. We've been told that, yes, IDOT will be invalved in this, but the local corridors will be able to have input lnto which days will best serve what their needs are . I rise ln strong support of this piece of legislation. I think many of you know that this -- the Amtrak service into my area, the Ikllnots Zephyr, is absolutely critical. It's the only form of publëc transportation that comes into ny region. And it's important to Western Illinois University because of the students that travel from the metropolitan area down to our area. But I want al1 of the metrcpolitan Legislators to understand that the people from Quincy and Macomb and Galesburg, and whereverr travel to the metropolitan area for buslness and to spend their money. So it works b0th ways. You've çot people coming from your area to oursy and cur area to yours, and it's a crttical connection. And jusb ask for your support. It's an important ptece of legistation.

Thank you very much. For the edificatlon cf the Members: Nunber one, this was a compromise. The original cost fcr those of us who live north of 1-80 was considerably more. We did manage to Work out a compromise. And, Senator Demuzio, is going to be the -- that day that they are taking cut will be based on ridership. They -- they have the figures on -- on the ridership each day: and that's what itss basically going to be based on.

I -- thank you, Mr. Presldent, Menbers of the Senate. I also would rise ln support of this measure and echo the remarks of Senator Donahue. These tralns, when they come into Chicago, they end up in my district. And I agree with Senator Donahue that this is the -- something which we should look at from the point of view of the entire State, not just one region benefitting. Because the - - as she indicabedy pecple come to and from Chicago to these other communtttes, they spend money, they -- they go to school down in those areas, they come up and shop in Chicago. And it's -- it's an example of how we shoukd look upon things as a statewide benefit, not just a regional benefit, and I think we should expand this concept to other -- other -- other bills that come before us in the General Assembly.

I join with Senabor Cullerton saying that this is a gocd neasure for all of Illinoisr and rise support of But do want to remind the Members, and f've told a -- a few our colleagues on this side of the aisle, that do hope that When we look at mass transit and railroad travel in general, that people put things perspective . My constituency in suburban Chicago happen to ride Metra most of the time to and frcm work. And just to put things in perspective, in a half an hcur during rush hour, either in the mcrning or afternoon Chicago; there are more constituents or people from the State of Illinois riding Metra a half-an-hour time period than there are that ride these trains year long. And I join because I do thlngs that are rtght for the State af Illinois and my constituents rlde these trains and theydre vital, but I want to remind especially those Members of this Body from downstate Illinois, that mcre people in a half an hour ride Metra, and we do subsidize Metra and mass translt; that there are needs for those of us who live in suburban Chicago with respect to railroad travel, too. And another reason that is important that we fund mass transit: particularly Metrar in the suburban Chicago area is that you downstaters care about road funds, and we don't want ta build any more raads with our money in metropolitan Chicago, and mass transit, like Metra, keeps us from tapping into the Road Fund as much as you downstaters prcbably don't want us to do. So I rise in support of thisy and just Want you a1l to remember that Metra is an lmportant rall activity in the State of Illinois, as well. Thank you.

Thank youy Mr. President. Al1 of us who have been involved in politics from tlme to time meet people who have a very profcund impact on our political, and scmetimes personal, lives. I was very fortunate to have met Marshall Korshak early in ny political career. And probably the words that I'm saying taday could be echoed by my seatmate Senator Carroll, and probably by the other sponsor - principal sponsor - of this resolution, Senator Palmer. As we heard from the Secretary of the Senate, here was a man whose polttical career spanned decades. He served in this Body for twelve years, from 1951 through 1963. He loved politics. He loved public service. He was a mentor to every person who had the slightest interest in public service. He Was a class act. He Was a gentleman. And he always gave of himself, to encourage people to get involved in public service. He was a unique person, and I think that today with a lot of the negativism that we see in politics, his ability to bridge gaps stood out and would stand out even nore so today . He was one of the leading members of the Democratic organization in Ccok County when the word ''organization'' meant something. And even though he was a Democratic committeeman, and in those days the power of a Democratic commttteeman was -- you couldnft measure the strength of those people, and yet, Marshall Korshak, Democratic committeeman, had the recognltion, support, respect of the independent voting organizations. And I in thinking back tc those years of the ftftkes and the stxties, in particular, where the independents and the machine kept battllng at each otherz Marshall stood out, because he was above the fray. He -- wanted to serve his communlty, his State and his country a1l of his life. And whether it was as a very successful attorney or as a person who held a1l of these very significant public positions and appolntments, he was a man that did each of us great pride because 18 STATE OF ILLINOIS 89TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 74th Legislative Day February 8, 1996 of his compassion and his dedication.
