Kenny has worked for -- in excess of thirty-four years on behalf of the organization with which he belongs. He's been responslble for fire -- smoke detectlon leglslation, for fees for nonresidents fire diskricts, the regulation of cost of water, and so forth. He has been instrumental in the formation of over sixty-nine fire protectton dkstricts in the State of Illinois. He has exenplified, by his service, the highest standards of gocd leadership. Elrst met Kenny quite a number of years ago, and he and found a -- a very quick empathy due to the fact that served as a small rural fire distriet trustee for over flfteen years. And I just wanted to join With Senator Boules in certainly the recoqnitëon for Kenny and wife, who have contributed so much to the rural fire districts ln our State. I -- those kinds of people are -- are hard to find any nore, Kenny. And and we want to thank you for What you dve done for - - not only for fire protection districts and the firemen and fire associations a1l over this State, but the people that are served by those associations. Does three things: It ereates the Viatical Settlements Act; amends the Regulatofy Agency Sunset Act; and amends the Medicare Supplement Section of the Insurance Code. Viatical settlenents have to do With newly emergent conpanies that are specializing in purchase of life insurance pollcies of termtnally i11 lndividuals. This creates -- or puts these companies under the jurisdiction of the Department of Insurance with those rules and regulations to be promulgated . It extends the sunset of the thirteen Articles of the Insurance Code to January 1st of 2007. And in regards to the Medicare supplements, it just brinqs Illinoisl Statute into complianee with federal changes, which needs to be done, which was supposed to have been done about five days ago. When we originally created this particular body: back in the 1980s, most surgical procedures were done in a hospital setting, wherein they were inpatients. Today, it's estimated that slxty percent of the total personal health care spending is now on outpatient carez and this will expand the research abllity of thls partlcular body so Ehat we 'may have better data, hopefully, to -- to hold health care costs down. This bill exempts competitive bidding procedures for some downstatç districts for contracts for construction of a facility or a structure for a district when that facility will be designed, built, or tested before belng conveyed to the district. Although this provision may be intended for only one district, it is applicable to a1l districts under -- organized under the Act of 1917. And if you have a concern about it and your district has a concern about 1t, I think you need to vote accordingly. Thank you.
