As you know , we 've had a great deal of concern with - - both in Washlngton and Sprlngfield , about eampatgn reform and how cappaiqn contributions and elections are being conducted . This task fo rce Would consist o f five members appcinted as follows : three Sena tors appointed by the Presidentr two Senators appointed by the Senate Majority Leader -- or, exeuse me, Minority Leade r, and the Executor Director of the State Board of Elections would serve as a nonvoting ex-officio member. Amendment No . 1 to that resolution does create a -- the find ing that the task fo rce would report to the General Assembly on or befo re November lst of th is yeace 1997, so that the General Assembly could be -- be in a position to take any actlon on the recommendattons for campaign STATE OF ILLINO IS 90TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day Ap ril 1997 and election reform . SENATOR KLEMM ; Well: that 's -- that 's not my choicer obviously r as you know , but if bllls a re held up, this certainly would be -- T -- my -- I would envision that the task force would try to find areas of campaign reform that b0th sides of the Rotunda , and thls Chamber, would be able to support , naturally . It serves no purpose to have a bill or a press release saying , ''I'm for campaign reform ; however, I just can't vote for this particular bill.'' There is a case in Illinois where this happened . And I believe this is a good resolution. We ought to move forwa rd with it, and I would seek your support .

Tbis is tha t MERS issue that we faced last -- last year . Senato r Myers is well -- familiar with it as well. She and I had long discussions when she was a couney officer in her county .
