May 7, 1997 Thank you so much, Madam President. And as you know, having been there all these years yourself at this important day, the Governor convened, again, a Day of Remembrance for the victims of the Holocaust, at the Old State Capitol Building in Springfield. Once again, this was a very historic occasion, to be in the building where Lincoln worked as a Member of the Illinois General Assembly and to remember those who perished during World War II, both Jew and Gentile alike. Let me just take a moment, if I might, to bring to your attention a small part of that ceremony, as I said, at which the Governor spoke. Representatives of all faiths were there doing presentations. But most importantly, probably, a victim of the Holocaust spoke, an elderly gentleman by the name of Adam Starkopf, who I have known for maybe thirty years, who had a very interesting life. And while he said time did not permit that -- for him to take us through all of the experience he had had, he had been twice arrested and jailed during the early part of the Holocaust, in 1939 and again in '41, when living in Warsaw, in Poland. But he mentioned the fact that this is all about the children, and that's what his goal was as a victim, and his goal today, to teach others, and told the story of during his second arrest, he was in the jails of Warsaw when he knew that the Nazis were coming in to move the prisoners to the concentration camps. And they knew from past experience that they would bring trucks to the hospitals and to the schools and to the kindergartens and to the prisons, take the healthy ones to the camps and -- and take the less-than-healthy directly to the Jewish 14 STATE OF ILLINOIS 90TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 43rd Legislative Day May 7, 1997 cemetery, where they would be mass-murdered and -- and dropped into mass graves of three and four hundred at a time. Knowing there would be some confusion at the prison, he and a few others, when they got to the yard, as the trucks pulled up, for his second time, he escaped from the prisons of Warsaw and got back into the ghetto to get to his family and his year-and-a-half-year-old daughter. A friend of his was a doctor who lived in the next apartment, and he convinced that doctor as the only way to save his child was to inject her with a medication that would slow down the heart rate and make it look as if she had died. And he got a casket, and they gave the girl the shot and they, then, presented to the Nazis as if she were dead. They put her in a shroud, put her in this casket, and started a funeral procession to the Jewish cemetery. He, of course, had to stay in hiding, and his wife took this child, in the casket, to the cemetery. When they got to the cemetery, though the gravediggers were all Jewish, they had said we will not -- we're not allowed to do ritual burials, so we will place her in the mass grave. And the mother then said, in Yiddish, to these undertakers, "Please, don't. She's really alive." The Nazis came and wanted to inspect the casket. And as they went to open the casket, she thought quickly and said, "My daughter died of typhoid fever." And they were afraid, therefore, to open the casket, for fear of contamination. So the -- the gravediggers took this casket into what had been, before the war, a ritual cleaning room. They weren't allowed to use it anymore, because they weren't allowed to do any ritual funerals. And they took the casket in there. The Nazis then left. They took the girl out and waited till that evening when the medication wore off and the father was able to smuggle his way in and smuggle the two of them out to an area seventy-five miles away, where he had made prearrangements, through righteous Gentiles, to live as a Pole for the remainder of the war. These righteous Gentiles, Polish 15 STATE OF ILLINOIS 90TH GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 43rd Legislative Day May 7, 1997 people, had given him forged passports and documents, and he moved his wife and, now, alive child to this location, where they stayed for two years till they were, in fact, liberated by the -- in that case, the Russian Army. But he went back to the ghetto three nights after escaping, through the cemetery, back through the Wall, to try and save his parents and his in-laws. When he got there, he found that the building in which he lived and in which they had a bunker where they were hiding the parents and the in-laws had burned down. Two of the parents, one of his and one his wife's, had been taken to the concentration camp and never seen again. The other two perished at the time of the fire. And he said to us in that room, and to the Governor, the importance of the lesson was, it was worth everything to save one child. It might have been his, it might have been someone else's, but that that was the lesson of the Holocaust: that there are righteous people of all faiths that will help those in time of need, and what we must teach our children is to never forget. Yes. Madam President and Members of the Senate, I hope that all of you took note of the Marimba musical ensemble that we have today in the Rotunda. They are residents of my district, and it is known as the Holy Cross Marimba some of you may say "Marimba" - that's okay - Ensemble. They're here to help us celebrate Cinco de Mayo, a May 5th Mexican national celebration. Thank you, Madam President. Two points. I wish that Senator Garcia would have repeated that in -- in Spanish, so we could all get our names, maybe, in the Wall Street Journal, which he did very nicely. But I have a point of parliamentary procedure, Madam President.

I know our normal procedure is to wait until these motions are placed on the Calendar, but I have put in a motion in writing to move for immediate consideration that the six-day posting notice required in Senate Rule 3-11(e) and any other applicable rule be suspended, in order for the following House bills to be posted on May 8th, 1997. And the only reason I make this request, Madam President, is because these bills were left -- let out of Rules on Thursday, which would not have met our normal hearing time, but beings the meeting is recessed until tomorrow, we feel that it does meet the six-day posting requirement and would like to have these bills heard as soon as possible.

Thank you, Madam President. Earlier, whenever I brought up my motion, I think that you said something about after we got through with 2nd Readings, we would address the motion. And let me just reiterate that Friday is the last day to get bills out of Rules I mean - excuse me - to have bills out of committee, and inasmuch as these bills were let out of Rules last Thursday, subject to posting, we feel the six-day requirement has been met, and because of - of the time restraints, I'm asking for a setting-aside of the rules, if you will, in order to be able to allow us to consider the motion now, rather than waiting until it comes on the the Calendar tomorrow.
