This this is Mrs. Parker, here. She 's our honored guest. Superintendent Allen Price. This is Ms. Julie Nye, and Ms. Virginia Vaughn. Oh. She 's down here. Okay. And I have Regional Superintendent Sam White and his wife, Karen, here with us this morning . I 'd like to read this proclamation that I 've put together for -- for M rs. Parker. And they dre from down in Crawford County . know there 's one Senator from the north that knows where C rawfo rd County is . Senator O 'Malley has a farm down in Crawford County . He may be the next one to give a sizable contribution down there to ou r school systems. Anyway , I 'd like to read this proclamation . It 's presenked by myself to Mrs. Pauline Parker and her late husband, George Parker. Says: Whereas, it gives me great pleasure, on behalf of my colleagues in the Illinois Senatez to recognize individuals in my district for their outstanding contributions; and Whereas , M rs. It is a bipartisan task force looking at a number of projects, as far as transportation , highway construction , how we fund it , how we distribute the dollars - what we really do for highway and mass transportation in Illinois . As you know , there 's been a request for tax increases . As you know z we 're short for dollars fo r construction under our highway fund because of the absence of money from the federal government . This is a task force that would look into that , make its recom endations by December 1st . 1* 's seven M embers - three for the Minority e three for the Majority, with the Leaders appointing those positionsr with the Chairperson by the President of the Senate . . . . you , Madam President . The First Conference Committee Report on House B ill 597 does five things. It clarifies and corrects two changes which occurred under House Bill 2211, a major rew rite of several lending laws which passed during the 1997 spring Session . It co rrects a drafting error in House Bill 1283 , wbich passed durîng the 1997 spring Sessîon, in which would extend to lenders who are not even escrowing property taxes , penalties for the delinquent property payment of property taxes. It removes the prohibition against using the word l'housingn in a corporate name . It corrects a number of provisions contained in Senate Bill 406, Which passed during the 1997 spring Session and Which provided for the registration of check-printing companies and a process for verifying the accuracy of check-printing orders. And it creates the Financial Institutions Digital Signature Act to establish that electronic or computer-generated documents shall have the same force and effect as those recorded on paper and that dig ital signatures shall have the same force and effeck as manual signatures. I don 't know of any opposition.

There are -- Califo rnia has This is a -- a -- an initiative of the -- of the Ha rris Bank . There is an A ttorney General task force that is looking at digital signatures , kind of across the boa rd . What We have done here is that we have taken it -- and we are allowing FDlc-insured banks: savings and loans, anybody that 's insured under the FDIC , to use diqital signatures. It 's it is a relatively new idea .

Maybe you don 't know thise but how does it work? I mean , does it allow for someone to have -- on a computer to have a -- some klnd of a -- of a code or a signature, like a fingerprint, that you can therefore communicate over -- over the computers w ithout actually having -- having someone in person? Does this apply just to banks? Does it apply to everyday activities? Can people sign wills and -- the same Way that they would do this in person?
