And what we had to do Was to -- a while back Senator Bill Peterson, myself sponsored the bill and what it did was we had to go out to find fifty-one percent of the voters to allow a front-door referendum . We could not find, in our wisdom, the people that own the property in the area. Some of tbe properties were in trust. Mr. President and Ladies and Gentlemen of the Senate, this bill affects only the residency of legally registered voters. What it attempts to do is freeze the residential status of a voter twenty-eight days, which is now common for voters, prior to a general election, instead of the current sixty days. And it allows khe municipal annexations and disconnections to occur closer to a general election and have the status of those newer fewer voters be effective on election day, and I ask for a favorable vote .

This legislation amends the Cemetery Care Act in those areas dealing with the use of -- of perpetual care fundsr and it also deals with when there's a transfer or change of ownership of that private cemetery, that they must make application for a license withkn thirty days. It addresses problems in Senator Sowles' district, in my districtz Senator Hawkinson's district. I know of no opposition to the legislation.

Senate Bill 1267, as amended, would allow taxpayers in Coök County to receive interest on taxes that they paid after a certificate of error was filed and found that they did not owe that amount. Currently , I believe they pay one-and-a-half-percent-per-month penaltyz and this amendment that was suggested by Senator Berman would make that same amount be paid to the taxpayer while their money was tied up with the county. And I defer to Senator Berman for additional comments regarding the bill r as amended .

If you lre late in paying your taxes, you pay one-and-a-half-percent penalty. If khe county is late in givin: you a refund for overassessment , you get one and a half percent . The Cook County Assessor is in support of this bill. We ask your afflrmative vote .

What this bill does is gives park districts the same authority to waiver the bingo -- daily bingo without a license that Municipalities currently have. This stemmed from a situation in my district where a volunteer fire department wanted to conduct a one-day bingo on a park district property and they had to file for the two-hundred-dollar bingo fee . If they were doing it w ithin a municipality, they would they would have been able to waive that. So, the fiscal impact is very minimal, and I just ask for a favorable vote .
