House Bill 1612 adds language Which permits a divorce court to enter a Qualified Illinois Domestic Relations Order in situations ' where a divorcing spouse is a member of a public pension system. The Order directs the pension system to automatically cut tWo checks. This bill affects only those persons who become members of public pension systems after the bill's effective date. It creates the legal concept of electronic records and signatures and provides that they are to be given the same legal . 1 and commercial effect as manually created and signed documents for signature , evidentiary and recordkeeping purposes. Second, House 1 Bill 3180 deters fraud by encouraging the use of appropriate security procedures and by creating a class of computer crimes. It creates a subset of electronic records and siqnatures, known as : secure electronic records and secure electronic signatures, which 1 are afforded high evidentiary reliability and validity. Third, it allows, but does not require, State and local government agencîes . to use electronic methods of receiving and storing information. It is the legislative intent of the amendment to require that the I initial contact with respect to obtaining a mortgage come from the consumer and not -- not a result from the consumer being solicited - - and not result from the consumer being solicited by a third j party. Ordinarily I would not rise in opposition to a shell bill, but this is a rather unique situation whereby I don't think the citizenry is well served by this issue going to conference 1 comm ittee at this time . I would strongly urge the -- the sponsor ( to take the bill out of the record and extend the deadline - sure the Senate President would be willing to consider that - maybe have some hearings on this issue over the summer and come back in the fall . It 's a very controversial, very emotional issue for a ! ! lot of people, and I'n just fearful that if *e get to a conference comm ittee report, the opponents to this legislation won 't really get a fa ir opportunity . It 's a complicated , complex, emotional ! issue that takes some time. So I rise in opposition. Well, we have the same goal, that is to keep the bill alive so we can have a vehicle lf there is an agreement. If you can tell me that the President of the Senate 's going to extend the deadline on this bill right now , I -- 1 '11 be happy to take it out of the record. But in the absence of thatr I thought that I1d pass the bill to the House, they would nonconcur, be available for a conference committee. Under the rules: any -- as you know, any conference committee would have to come back to the same committee that we were in front of yesterday, which is the Judiciary Committee. We pre not qoing to be sneaking anything through on the area of adoption. It's just a Matter of keeping the bill alive. So, seems to me the best way to do that is to -- is to pass a -- a ! shell bill and put -- and have it available for a conference E committee, whether it be next Week or whether it be in the fall. So I -- I don ft know how else to -- to do it . I mean, it 'd be j very unusual , it seems to me, for us to extend the deadline on this particular bill: when, instead, we just should put it in a conference committee. No. Actually, what it is, is a recommendation to abolish the existing Code that has, from what I understand, seven nillion words, compared to Lincoln's Gettysburg Address at two hundred and sixty nine words, Declaration of Independence at thirteen thirty-seven. It's really a retooling of the entire Code.

The wording in the resolution itself says that -- that we urge the Congress of the United States to enact legislation which will abolish the Code by December 31st of 2000, and replace it with a new method of taxation Which in essence will lower taxes to create job opportunities, foster growth by encouraging work and savings, be fair to all taxpayers, be simple enough for all taxpayers to understand, be neutral allowing people and not government to make choices, be v isible , so people know the cost of government, and be stable z so people can plan for the future .

The trouble is I'm j i really not comfortable in voting Yes in an official document of 1 this Body unless I know what a11 that translates into y because the devil is in the details. And until I see a proposal, I Will know whether I support it and Whether it's bekter than the existing one. I'm not happy with the present Internal Revenue Code, but I haven't seen the alternative. Thank youp Mr. President. This resolution deals with the subject matter of -- of waivers. As you know, we have a 1aw that - - that promotes local control , and if local school districts find some provision of the law/administrative rule onerous, they can request a waiver. School districts throughout the State this year have made hundreds of requests for waivers from various rules and laws. Of a1l of those requests, seventy-nine were subm itted to the General Assembly . Of the seventy-nine that were subm itted , We are denying twenty-nine . Of the twenty-nine , twenty-four deal with the adm inistrative cap , and there is a -- a waiver of administrative contracts requested by Norridge School District. There is a calculation of the average daily attendance in the formula for two -- for -- for Matteson School District in Cook County , there are two waiver requests. Norridge is also asking for an exemption from IGAP . And Beach Park School D istrict is asking for a waiver from the rule that requires employing substitute teachers up to a hundred and eighty days.
