The original bill simply made it clear that a firefighker or his survivors who are awarded a benefit by a municipality following injury or death on the job may still file a claim under the Workerss Compensatlon or Workers' Occupational Diseases Act. Raises the prizes from two thousand two hundred and fifty to five thousand dollars per day. The Governor vetoed this on the premise that this expands gambling. This only pertains to American Legions, KC, VFW, Moose, Elks, al1 those non-for-profit clubs who do good in the community . They have a 1ot of competition these days from riverboats and professional bingo halls. This will -- will allow them to have a little larger prize. Believe it or not St. Clait and Madison County already have it at five thousand. The other hundred counties do not, so it would bring it up to the same level as Madison and St . Clair County. Be happy to answer any questions. I think we ought to override the Governor's veto.

Great experience in this new -- this new endeavor that she's about to embark upon. If anybody in here thinks that this is the last time We're going to hear from Earlean Collins, you are making a big mistake, 'cause there are a 1ot of I issues that come before the Cook County Board of Commissioners and - - that she's going to be calling, she's qoing to be down here. Ladies and centzemen, it 's been my privileqe and pleasure to have been her seatmate for a number of years. she has always taken kn my advice and counsel, and particularly, she's voted the righ't way, particularly when she's been off in the phone b00th or in the rest room or someplace. But we are truly going to -- to miss her expertise here. And I will tell you that she has gained in -- tn experience, but also sbe has gained in her ability to be a debater on this Floor. And for that, I think welre going to miss her presence here. But if anybody thinks, aqain, that welre going to not hear from her again , I think it 's -- it 's a conclusion We ought not to come to. So I say congratulations to her. ïou know, she just missed being the State Comptroller by a handful of votes. She was the highest vote-getter that -- that year as the -- as the Democratic nominee for -- for Comptroller. And so it just seems apropos that she makes this next step in her career, and we all say congratulations to her and Godspeed in her new -- her new . position . She always represented those who did not have any representation in Ehis aody. She spoke for those who did not bave the lobbyisks down here to speak for them. Earlean has always championed the -- the cause of those who needed someone here to address those issues. And I always respected her for that . She 's leav ing us now . And , Vince: I saw you crying a few moments ago. But welze golng to miss Earlean; we dre goinq to miss her expertise. It was not a easy decision for me to decide to leave this Body. For a long time I had been asked to run for Cook County Board, after Congressman Danny Davise a good friend of mine, moved on to Conqress. But I was late getting in the race because I had to find qthe peace within myself to walk l away from this Body, from , I thinky a very critical time in our history, in the history of government as a whole. bot of changes, transitional times - not just movin: into a new millennium. But there is a move in this country khat touches the fundamental prfnciples by which America is -- was born and conceived through the Constitution and the Declaration of Independence. And I felt that I still had something to offer here and that I should be here to keep working and to keep bugging people and -- and talklng, even when you don't listen. But ten years down the line, usually you al1 come across. But you waited until khey became a serious crisis before you responded to them. And so I felt that I couldn't go and be a commissioner. I started circulating my pekitions to return herer caused a little problems back in the district. 9ut then, I came to grips with it and I said, well, enough is enouqh. And so I've got Emil Jones: and I had to groom Rickey Hendon. Senator Pate Philip, I knew he Was going to continue to be here. And just started to pray and say, well, out of thosez and Vince Demuzio and Art Berman, I'm sure that they can meet the challenges of this State, and so I can move on. Spend time with my grandchildren. I've spent -- since Was elghteen in public service, with my first husband being elected to the House of Representatives and at the local levels. And so noW -- I missed the opportunlty of spending time with my son; I can spend tfme with my grandchildren hopefully . But I will be a diligent worker at the County Board, still representing the interests of the people, because the issues there are not so much different than they are here . Thank you so much, and thank God for the opportunity to serve .
