He is the Mayor of Svitlovodsk, in Ukraine. He is the head of the Department -- of the City Council also, in Svitlovodsk. He is a graduate of the Kiev Institute of Politology and Social Management. He is a Politologist. He is -- he's also a graduate of the Kryvyi Rih Politechnic Institute, with an engineering degree. He was born October 14, 1957, and he speaks several languages, unfortunately English is not one of them. That's why he is being accompanied by his interpreter Lansuta Davis, who is joining us from the State Department. And I'd like for the Senate to welcome Mayor Victor Boloban, from Ukraine.
