Thank you, Madam President, Ladies and Gentlemen of the Assembly. What House Bill 25 -- the Department of Public Health now operates the Breast and Cervical Cancer Screening Program. The federal Breast and Cervical Cancer Prevention and Treatment Act of 2000 gives states enhanced matching funds to provide Medicaid eligibility to a new group of individuals previously not eligible for that program. This new option allows Illinois to provide full Medicaid benefits to uninsured women under the age of sixty-five who have tested positive for breast and cervical cancer under the Department of Public Health's Breast and Cervical Cancer 11 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 33rd Legislative Day May 1, 2001 Screening Program. It allows the township board to transfer the interest earned on any of the monies of the township to the fund of the township that is most in need of the interest. It exempts interest earmarked for a designated purpose and interest on funds used for the purposes of the Pension Code and the Local Governmental and Governmental Employees Tort Immunity Act. This just makes sense. It could allow the township to use the money so that they would not have to raise taxes for some other use. And I would ask -- be happy to answer questions. There was a serious accident that occurred in Decatur where they were transporting railroad employees from one location to another, and there was an accident where several workers had died. What this does is, contract carrier vehicles transporting employees in the course of their employment, in a vehicle designed to carry fifteen or fewer passengers, to -- semi-annual tests and other regulations to improve their safety. Provides that after the Council review and initial recommendations that a generic drug product is prohibited from being included in the Illinois Formulary, a hearing must be conducted at -- if the request is by the manufacturer.
