Thank you, Madam President, Ladies and Gentlemen of the Senate. The underlying bill is a map change for the Metropolitan Water Reclamation District. The amendment that the House has offered is the same text as a bill that we passed earlier, Senator Lauzen's House Bill -- 442, which simply changes the maximum time that the Metropolitan Water Reclamation District can use to recover assets from twenty years to thirty years, which is more in line with the useful life of the assets. So this amendment, I presume, will be either amendatorily vetoed out or they will not accept it twice, but I'd appreciate the Chamber's support. As I understand it, 442 went out of this Chamber unanimously. The underlying bill is simply a map change. I'd appreciate favorable support.

It's a good amendment. I'd appreciate this Chamber concurring in it. As I recall, this bill left the Senate with 58 {sic} (56) votes. There was no opposition.

The amendment simply adds a couple of very technical changes; specifically, adding a period and a couple of words. But inasmuch as this bill is extremely important to the Muslim community, I'd like to once again acknowledge the following organizations and individuals who have assisted us in getting this bill to the Governor's desk. They are Dr. Sabri Samairah, President of the United Muslim American Association; Dr. Muhammad Chaudry, President of the Islamic Food and National -- Nutrition Council of America; Dr. Amin Dada, President of -- Board of Directors of the Islamic Society of Greater Springfield; Mr. Syed Mustafa, Board of Directors of the Islamic Society of Greater Springfield; Mr. Abdul Aziz BelFellah, Religious Leader of the Islamic Society of Greater Springfield; and Ms. Maryam Mostoufi, Chaplain of patients of the Islamic faith at Memorial Hospital and St. John's-Springield Hospital. In closing, I'd like to quote one statement recently made by Mr. Nihad Awad, Executive Director of the Council on American-Islamic Relations. "Muslims believe that by involvement with the larger society, they can do service to America and they can break down fear and ignorance as people view Islam as a godly religion, a comprehensive way of life and a diverse community committed to equality." Back in 1994, I spent a summer down here helping write the MediPlan Plus program that was supposed to break new ground on how we ran our Medicaid program in the State of Illinois. It was subsequently never used. It's never been implemented. No one has ever used any part of the statute. The underlying bill repeals the MediPlan Plus program. The House suggested that it also needed to repeal references to the MediPlan Plus program in other statutes and added an amendment that technically makes the bill better. I would appreciate enthusiastic support of Senate Bill 873, as amended.

The amendments weaken the bill, Senator. The one that I'm primarily concerned with is -- we initially moved language over that would require four -- four tests a year in this area. We put a three-year sunset. So, it's not a draconian approach at all. The House decided that they thought maybe two tests a year would be better. There's some language that the House has that improves the bill, Senator. The problem is the good ideas are mixed in with the bad ideas. So, in my opinion, I think it would be best just to nonconcur, get this to a conference committee, and then I think we can drive towards a consensus.

Well, Amendment No. 1 establishes requirements to inhibit the potential spread of mad -- mad cow disease. What would be wrong with prohibiting the spread of -- inhibiting the spread of mad cow disease? What's wrong with doing that?

Well, Senator, that's what the whole bill is about, so any amendments are attempts to improve the ideas that the Senate came up with. They came up with some technical improvements on the bill, which I agree to. I -- I think there are some improvements that they had. The weakness, in my view, is that they came up with an approach that doesn't require testing frequently enough. So, in my opinion, I -- I think we can get this done. I think everybody can be happy, but it's not going to work, in my view, with those three amendments on the bill.

There's a confusion of which would prevail, and we'd like to correct that, so we're asking it to go on nonconcur, have it corrected in a conference committee so that we can make the common sense that the Bar Association and ourselves want to work out. So I ask for your support in nonconcurring with the House amendment on Senate Bill 727.
