Thank you. We have the Springfield Blues here today. It just happens that their coach is a nephew {sic} to Senator Molaro. And it's interesting that anyone has any athletic ability in his family, but -- but they do. Actually, he's a pretty good baseball player, or whatever that bowling ball you guys play with in the spring. Yeah. But, anyway, I'll let Bobby make a few comments.
Well, we'll bring -- we'll bring the fellows out now. And -- come on out guys. For you -- I see all the young ladies from the AARP here. Most of these young men are single. I want you to know that. So, gentlemen, you have the ladies up here that certainly you can flirt with afterwards. It's my pleasure to introduce Springfield's own, the Springfield Jr. Blues Junior A Hockey Team. Their head coach and general manager is also my cousin, Nick Pollos, from up in the Chicago area. And he's -- here to introduce this year's team, which consists of players from all over the country, including one player from Sweden. For those of you who don't know, Sweden and Russia and a few other places have some great hockey players. The Springfield Blues are a member of the North American Hockey League. They are celebrating their tenth anniversary here in Springfield. The Jr. Blues play their home games at the Nelson Center in Lincoln Park, and most -- most games are Fridays and Saturdays. 10 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 112th Legislative Day November 20, 2002 Thank you, Mr. President, Members of the Senate. This bill passed the Senate 54 to nothing and there wasn't one elected Representative in the House that voted No. And I really don't understand why the Governor vetoed the bill. The bill was strongly supported by the -- an editorial that the Chicago _______________ Tribune had run back when we voted on it. And it has to do with something which I thought was pretty sensible. The -- in 1957, we passed the Open Meetings Act. We didn't have the Internet then. We didn't have websites. So I tried to draft a bill that talked about giving notice to the public when there's going to be a meeting subject to the Open Meetings Act. Right now, the law says in order to post the notice of the meeting and a -- an agenda, you have to put a piece of paper up on the doorway that the meeting's going to be held forty-eight hours in advance. So all I said in this bill was, if the unit of government that's subject to the Open Meetings Act has a website - if they have one - and they operate the website, then they ought to put this information on the Web. That's all the bill said. If they don't have a website, they don't have to go and buy one and put one in and install one. I worked with the Municipal League in the Executive Committee, I believe, got an amendment for them. At one point, we had it for seventy-two hours. They said, "Please make it forty-eight." They were neutral on the bill. And the bill passed, as I said, overwhelmingly. The Governor vetoed the bill. Said that he got some calls saying that it was going to cost local government some money. Well, I don't exactly know how expensive it is to go in and add something to a website, but if you have somebody operating that website now, 'cause that's the only entity this law applies to, I can't imagine it's that much of an effort to just say put it up on the Web. Now, you'd like to think that the governments that have websites would do this anyway, but they haven't. And that's why I got -- was asked to sponsor the bill. There's some -- some 11 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 112th Legislative Day November 20, 2002 units of government that were having meetings that they didn't want the public to come to, and they were posting these notes up on the -- on the wall, you know, forty-eight hours before a meeting and people didn't know about it. They had to physically go by the place where the meeting was being held to see if there was even going to be a -- a meeting. So I -- again, I don't agree with the Governor's action and I would ask that we override his veto. Be happy to answer any questions.

I was just wondering whether, with this override, it would encourage units of smaller cities, villages to do away with their -- their websites, rather than to have to hire staff to put this on -- put all their minutes, et cetera, on the website. Is that -- is that a concern of yours, John?

Well, again, if -- I don't believe that there's a lot of effort necessary to add something to an existing website. It -- the -- the law was amended in committee to make sure that it only applies to a website that you have a staff person operating. If you -- if you -- you know, if you contract out with someone to maintain your website, this doesn't apply to you. So it was meant to accommodate units of local government that have a website, that have a person that's already working it, and it's the least intrusive way. I can't imagine somebody would -- who's gone to the expense of setting up a website would shut it down just -- 12 STATE OF ILLINOIS 92ND GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 112th Legislative Day November 20, 2002 just because they now have to post a notice of a meeting.

I was just wondering, Senator, would this apply to subsidiary bodies and advisory bodies and also public bodies under -- all public bodies under the Act that may not have the website but would answer to the -- to the unit of local government as advisory? Would they be required to get this on the website?

That's a good question. The only thing this applies to is any unit of local government which currently comes under the Open Meetings Act. The entity of local government that's currently posting this notice of the meeting and the agenda, that's the only one it applies to. If they don't have a website, they're not obligated to comply with this law. And if they're -- if it's an entity -- let's say the City of Chicago has some local government subsidiary that has -- is subject to the Open Meetings Act and they don't have a website, then this law would not apply. It would not have to be posted by the City of Chicago's, on their website.

Thank you, Mr. President. Senate Bill 1657 extends provisions found in the Scott Law to road construction and maintenance zones. In addition, Senate Bill 1657 allowed for union representation vehicles to be equipped with amber oscillating lights. The Governor has recommended limiting union representative use of amber lights to when their vehicles are in the construction zone. Originally, it permitted their use while parked on any roadside. Everyone seems to be in agreement on the Governor's recommended changes.
