I rise for -- to make a motion for immediate consideration of a death resolution, Senate Resolution 53, which deals with the 4 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 12th Legislative Day 2/27/2003 tragic tragedy at E2 nightclub. If I could get suspension of the rules for immediate consideration of Senate Resolution 53.

Thank you, Mr. President. This is a death resolution, so I’d like, if we could, to have control in the Chamber. Thank you, Mr. President, Members of the Chamber. This resolution is joined not just by myself, but Senator Obama, Senator Hunter, Senator Lightford, President Jones, and all Members. As you know, we had a great tragedy in the City of Chicago where twenty-one young people lost their lives. There are several Members who would like to speak on the resolution. I would like -- if we could recognize Senator Barack Obama, whose district in which this tragedy occurred, who will speak on the resolution, and then other Senators, as -- as they wish. And I will come back and -- and close it, Mr. President.

Thank you very much, Mr. President, Ladies and Gentlemen of the Senate. I’m going to be brief. All of us, I think, were stunned and shocked by what occurred several weeks ago at the E2 nightclub. I think that the expressions of grief that have taken place not only in the City, not only in the State, but across the country, have been difficult to participate and observe. So many young people whose lives were lost senselessly. Many of them were from my district, but many of them were from districts throughout the City. Obviously, this resolution is a very small gesture relative to the extent of the pain that was caused, but I think that it is appropriate and necessary that we, as the Legislature, acknowledge the magnitude of this tragedy, that we provide a resolution to the families of the victims of this tragedy, letting them know that we, as a State, are concerned about what happened, that our heart goes 5 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 12th Legislative Day 2/27/2003 out to them, that the loss of so many young lives should have been prevented and that we are paying enough attention to this matter that we’ll make sure that these kinds of tragedies do not occur again. And so not only are my prayers, and I think, certainly, the Senate’s prayers, with the families of the victims, I think that this is also an appropriate gesture and resolution for us to send a signal that we’re going to be paying much closer attention to the circumstances in which these kinds of tragedies occur and can be prevented. So with that, I would urge the adoption of this resolution.

…you, Mr. President. I’d also like to just extend my most humble feeling of that it could have been me. Most of the time we hear a lot of negativity that comes from the press, but actually this was a group of mothers, a group of college students, a group of fathers and workers across my district. Some were quite young and I just -- just want to just emphasize the nineteen-year-old, because I’m sure there was a time when we all grabbed one of our siblings’ identification and went to a nightclub to have a good time. And I believe that’s exactly what this group of young people were looking to do and had no idea that it would be a time for them to go home, so… I have met with some of the family members. Memorials were held all across the City of Chicago and also at the Rock of Ages Church in my hometown of Maywood, where two of the individuals were members. And just -- I’m deeply touched. Never know the right things to say. But I just want all of you to know that it could have been any one of us or one of our children or grandchildren. So we just want to make sure that we send our deepest prayers and sympathies to the families. Thank you.

Thank you, Mr. President. I’m -- I join my colleagues in -- in this resolution. I attended a wake last week in -- in my district, on the west side, and it was -- it was really quite profound. I walked in and -- just a beautiful, young, strapping 6 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 12th Legislative Day 2/27/2003 kid who never should have been in a casket, and I -- I hope that no other family needs to go through that and I hope that we can act here in Springfield to help make sure that never happens. Thank you.

Thank you, Mr. President. I, too, join my colleagues in acknowledging this resolution. As -- Senator Lightford mentioned, you know, there’s hardly words that you can say when -- when various situations occur like this, however I’m looking beyond this incident now and looking at the children that are left behind, you know, all -- all the siblings. And -- and right now a lot of love and a lot of attention is going to have to -- to be focused on the children, you know, in terms of -- of educational benefits, the support that they would need emotionally and the physical support and all the love. I do know that there is a fund that was set up to acknowledge the family members and to -- and to give them some financial support. So, I think that if any kind of donations can be -- can be given, then I’d appreciate any kind of support that anyone else can give. But I just think that prevention and public safety is -- is probably going to be something that’s going to finally come out of this whole situation, you know, and -- and a whole lot of education, because it’s unfortunate that this situation has occurred, but we will learn from it, as the incident in Connecticut, as well. But thank you, Mr. President.

Thank you, Mr. President. I would be remiss if I didn’t say something on behalf of the victims. I was on the scene on Monday morning a few hours after the incident occurred. I was able to go to the hospital and be with several of the family members, as well as to have to do one of the most -- one of the most difficult things there is to do in life, and that is to actually take family members into the morgue to identify their dead. Had an opportunity on Monday, I preached one of the funerals, and the memorial service that the City held that was 7 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 12th Legislative Day 2/27/2003 sponsored by one of the radio stations was actually held at our church and our President, President Jones, was there, as well as the Governor, and our President represented this Body very well and spoke on behalf of all of us at the memorial service. And so I just wanted my voice to be added to the record. And that memorial that has been set up, we personally -- I was able to personally set that up at the Seaway Bank. And so if there are individuals who want to contribute, there are thirty-seven children left without mother or father, and so that fund will be set up -- it has been set up at the Seaway Bank. There’s a post office box, and if anybody wanted to contribute, they could contribute to the children who are left behind.

Thank you, Mr. President. The kind words of all the Senators spoken here today are greatly appreciated by all the families. A large number of the victims were from my district. I went to more memorials and funerals than I care to ever remember. I want to read into the record the names of the twenty-one young people, our citizens, citizens of the State of Illinois, who lost their lives in this tragedy - and it was a tragedy. Before I read their names into the record, I want to say that we’ve heard a lot of the negative things about what happened there, people trampling on each other, but there were a lot of heroes there that night, a lot of heroes who helped people get out, a lot of heroes who showed people the door and helped pull out victims, a lot of heroes, like the pastors and elected officials who showed up on the scene and gave aid and comfort to the family, the firemen, the policemen. It’s easy to dwell on the negative, but we need to think about the positives. We lost a lot of lives, but it could have been a lot worse. And as Senator Hunter said, I hope this gives us an opportunity to get something positive out of this. And some of you may say, “How can you get something positive out of such a tragedy?” Well, Channel 11 did a story on this. And it was -- it was a coldhearted story, in my opinion, but I was able to take some things out of it, and I said this at one of the memorials for two of the victims that I went to. Channel 11 pretty much said 8 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 12th Legislative Day 2/27/2003 they were unemployed, they were high school dropouts, what were they doing out at a club at that time of night. That’s cold. That’s very cold. These were human beings. Yes, some of ‘em were unemployed, so we need to make sure that we have more job opportunities throughout the community. Some of ‘em were high school dropouts, so we need to make sure that there is better GED programs and opportunities to go back to school. We have to do outreach in this State. I have been pushing some time for Scared Straight programs because we can’t get away from the violence that led to the tragedy - two young women fighting over nothing. We have to have conflict resolution programs in this State. We have to get ‘em when they’re -- when they’re young before they hit eighteen and nineteen and… A fight led to another fight, which led to the mace, which led to the stampede and the tragedy. We need to deal with some of the underlying issues here. And let’s remember these twenty-one people in a way where we have something good for these young people out here to do so their self-esteem will rise. We have to deal with black- on-black love. And it takes all of us in this Chamber - Republican, Democrat, downstate, northern Illinois, Chicago - we all have a responsibility as Senators, as people who know and love God, as people who every day before we start, we have a prayer from some denomination. Let’s take that prayer and let’s -- let’s get something meaningful out of this for the following twenty-one people: Nita Anthony, Robert Brown, Demetrica Carwell, Bianca Ferguson, Kevin Gayden, Debra Gill, Danielle Greene, Chanta Jackson, Teresa Johnson-Gordon, David Jones, Charles Lard, LaTorya McGraw, Antonio Myers, Nicole Patterson, Nicole Rainey, DaShand Ray, Damien Riley, Charita Rhodes, Maurice Robinson, Eazay Rogers and Michael Wilson.
