Thank you, Mr. President. Every year there’s a year that we, unfortunately, commemorate. It’s called Yom Hashoah. It’s observed in Israel, and it’s also observed, unfortunately, in the United States. It’s the Holocaust commemoration, memorial of those individuals who died in the Holocaust over some -- almost sixty years ago. We just finished a -- a moving presentation at the State Capitol, and what I'd like to do, if I just can indulge the Senate’s attention for a -- a minute, is to read a -- a poem that was written by a child from one of the concentration camps and I believe the title is I Never Saw Another Butterfly. The last, the very last, so richly, brightly, dazzlingly yellow. Perhaps if the sun’s tears would sing against a yellow stone. Such, such a yellow is carried lightly way up high. It went away I’m sure because it wished to kiss the world good-bye. For seven weeks I’ve lived in here, penned up inside this ghetto. But I have found my people here. The dandelions call to me and the white chestnut candles in the court. Only I never saw another butterfly. That butterfly was the last one. Butterflies don’t live in here, in the ghetto. Again, this is a day that, unfortunately, I wish we did not have to think of or commemorate, but my hope is that we should never, ever know another atrocity like that in the future. House Bill 194 is a simple piece of legislation that would simply allow the superintendent of schools to sign off on driver’s education reimbursement claims rather than requiring both the chief administrative officer, such as the superintendent, and a member of the school board to do so as well. There’s no known opposition and I don’t believe it’s received any opposition in the House or in Senate committee as well.

Well, I’d just -- I’d just like to point out here what this bill does, and that’s it’s giving more duties to the regional superintendent to justify their existence. The budget that we have purposed has the regional superintendents being zeroed out of the budget. I’m not sure why the people who are currently signing these certificates can’t continue to sign ‘em. This isn’t a great burden, for gosh sakes. What it -- this bill is, frankly, is a bill to try to give the regional superintendents a reason for existence. And to me, it seems like it’s -- it’s just make-work for the regional superintendent, when the work is already being done. So I would urge a No vote.

Well, I appreciate the Senator’s comments, even though they’re not correct factually. The regional superintendent already has this duty. This simply provides more flexibility for the local school district, rather than to trying -- trying 7 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Legislative Day 5/1/2003 to obtain a signature of the board member and the chief administrative officer, to simply have the superintendent sign off on it. House Bill 2105 amends the School Code by requiring that if the election of the board of education of a new school district occurs at the general election or the nonpartisan election or the consolidated 9 STATE OF ILLINOIS 93rd GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 38th Legislative Day 5/1/2003 election beginning in 2003 and the board of education makes its initial levy in that same year, the county clerk shall extend such levy. In addition, the districts from which a new district is formed, by joint agreement and -- and with approval of the regional superintendent, shall be permitted to amend outstanding levies in the same calendar year in which the creation of the new district is approved and at the rates specified in the petition.

And the way this works is this is -- this is correcting a problem after a -- a consolidation decision has been made? Is that right?

So I would presume that before the consolidation, there would be one tax levy in one area and then another tax levy in another area, and after -- after the consolidation vote and if this bill is enacted, then they -- they become consistent, in other words, in the entire consolidation area. Is -- that’s what the bill does?

The -- actually what the legislation does is -- is address the inconsistencies between the November election or a nonpartisan election with a consolidated election. It -- it does not address -- that’s what you’re asking.

Will taxes go up for anybody after this bill is passed?
