Well, Mr. President, I’d like to introduce the -- the reigning Illinois State Fair Queen, which I’m really honored that -- that Kelly is here today. And this is the third year in a row that the Fair Queen has come from my district. So we know how to -- to raise the -- the beautiful girls in southern Illinois, but -- we’ll overlook Senator Bomke. But she’s the forty-fifth State Queen selected at the annual pageant during the Illinois Association of Agricultural Fairs Convention in January of 2004. She’s the daughter of Carl Niemerg and Glen and Colleen Gephart. And her mother, Colleen, is here today. She will graduate from Illinois State University in May and then pursue her masters in speech pathology. You know, during the midst of this campaign -- as some of you know, I’ve got a five-year-old and a two- year-old, and for the most part, they really have no idea why I do what I do. My five-year-old constantly asks me, you know, why are you working all the time? What are these meetings? What do you actually get done? I am proud that today, I, I believe, in front of my five-year-old and two-year-old, can justify my work in public service, because I have the honor of introducing on the Floor one of the biggest stars of stage and screen. I know the theme song. I know most of the plots of Clifford the Big Red Dog, who is here. Give it up for Clifford. Give it up for Clifford. Thank you. Clifford -- Clifford is here as -- along with the group of -- from the Chicago Children’s Museum, which is in my district. Gigi Pritzker -- Pucker is the Chairman of the -- of the Board for the museum. Everybody, I’m sure, who’s got children or grandchildren have come to visit down in Navy Pier and we just want to make sure that we continue to support that wonderful institution. But we really appreciate Clifford being here. And I’ve already taken my picture to show off to my five-year-old and two-year-old. But Ryan is the President of the State FFA. He’s from Sullivan, which is located in Moultrie County, and he is going to go to the University of Illinois and obviously major in agriculture education and a minor in political science. With these amendments, Senate Bill 2133 permits in 2004 and requires thereafter that the election authorities institute a later voter registration procedure. The amended bill also stipulate that voters who register during the grace period and wish to vote in the first election or primary election after the grace period must do so by absentee ballot.

It’ll give him that option, and it’ll be staggered terms and that’s all the amendment does, reconstitute the Gaming Board.

Floor Amendment No. 2 to Senate Bill 2247, it changes the lease that IDOT can -- currently they can enter into a five-year lease extension. This will give IDOT up to thirty- five years to lease the property to entities. This came out of -- from IDOT. IDOT wants to lease some property underneath the Dan Ryan to the City of Chicago. They asked for a long-term lease, the City of Chicago. I ask for its adoption.

Thank you, Mr. President. Basically, this bill deals with -- changes the provisions from police officers being licensed -- from being certified to licensed. The amendment removes the grandfather clause and makes it clear that the police officer who commits perjury in relationship to a case for the offense of murder shall have his or her license revoked. And, basically, there was some concern based upon the death penalty provisions that we -- we passed last year, that because we were changing it from -- from certified to licensed, that we were not eliminating that provision. So that’s the -- that’s the only change.

It was unanimously supported in committee and I ask for its adoption.

Floor Amendment 1 to Senate Bill 2887 increases continuing education for real estate brokers, including an additional six hours of course work on broker management. If real estate brokers do not wish to engage in the additional course work, they can revert back to a salesperson. Eliminates the grandfather clause and requires all people to obtain continuing education. Defines exclusive broker agreement. Specifies that a broker will provide the minimum service to the client. Deletes the previous exemption for people taking prelicensure courses, such as courses toward a bachelorette {sic} degree. New brokers’ licenses {sic} must complete six- hour broker management course within a hundred and eighty day -- initial licensure. Floor Amendment No. 2 to Senate Bill 2892, this amendment will treat the excess inclusion income of a real estate mortgage investment conduit for Illinois tax purposes in the same way it is treated for a federal tax purpose. Excess inclusion is income above a certain rate. Congress had said that since this -- REMICs pay a higher rate, they will treat their income as accrual income, and no matter whether or not you have losses, you have to pay taxes on this excess inclusion.

Floor Amendment No. 1 creates the Homeowners’ Emergency Mortgage Assistance Program. This is in an effort to lessen the number of foreclosures that are plaguing in our communities. This amendment came about. I worked with citizen groups during our two-week break, and we found just ways that we could strengthen this -- legislation to decrease the number of foreclosures.

Provides that all carnival ride operators, not just full-time, are subject to background checks. Stipulates employees may not operate rides without background -- while a background check is pending and clarifies the definition of carnivals under the Act. Specifically refers to those which are temporary set up in public place or private premise. And appreciate its adoption.

Thank you, Mr. President, Ladies and Gentlemen. The bill - - Floor Amendment No. 1 does three essential things. One, it deletes what was a drafting error relative to the provisions for the Inspector General portion of the statute for the Toll Highway Authority. The second is that it removed a portion of the bill that permitted, in certain cases, the Authority to establish a lien on -- on real estate or any personal estate for debts of more than five hundred dollars. And third and finally, the amendment adds a provision, greater clarity about penalties for people who use photo block or spray on license plates to avoid using tolls. I urge your adoption.

I understand the concerns that have been raised and I’m willing to work going forward, including in the House if necessary, to try to accommodate those concerns.
