Basically, we have a word in the criminal statute which is the wrong word. The use of the word “premise” has kind of hobbled the committee in its efforts to prepare patterned jury instructions for an offense. The offense is the use of a dangerous place for the commission of a controlled substance or cannabis offense. And what this does is it substitutes the word “premise” with “premises”. I know it sounds like a small point, but it is important. And there’s no controversy and I would ask that we all vote Aye.

Thank you, Mr. President. Senate Bill 2283 amends the Illinois Vehicle Code and the Illinois Identification Card Act. The essence of this bill would provide that those that come into possession of information from a driver’s license or an identification card are not allowed to disseminate that information to third parties. It allows for civil action with penalties and fines of two hundred and fifty dollars for providing that information to third parties. There are exceptions to this bill. The first exception - I think all three make sense - the first one allows -- were situations where express permission is given by the owner of that card; secondly, when the owner of the card is cooperating with federal or State investigations; and third, when that information is used in a commercial transaction, including all subsequent payment, processing, collection and other similar actions. I ask for a favorable roll.

Their bill basically would give a tax purchaser or an assignee and the county sheriff more time to serve certain notices. There’s no opposition to the bill and it would increase the time in which a tax purchaser and assignee may serve notice of a redemption period to six months from five and allow an order of possession motion to be brought by a tax deed grantee or the grantee’s successor in interest, currently just a grantee. Thank you, Mr. President. Last summer, we -- the Higher Ed Committee held a hearing on graduation retention rates in the State’s colleges and university. And one fact that came to light was -- during the discussion, was that there are about one hundred sixty thousand undergraduate students aged twenty-five years of age or older in the State of Illinois. Senate Bill 2312 would provide that one of these students would become a member of the Illinois Board of Higher Education. My rationale is that nontraditional students be -- who have to balance school with employment and family finances and commitments, and I think this sends a message to the general public that higher education is more than just for eighteen- to twenty-five-year-olds. I’ll be happy to answer any questions.

Thank you, Mr. President, Members of the Senate. This is an initiative of the City of Elgin. Senator Althoff is a cosponsor of this bill with me. It was at the request of the mayor, Mayor Schock. It arises from a situation in Elgin where an alderman would like to buy a personal residence but it’s located in a TIF district, and by State law, he is unable to purchase it while remaining in his current position. The mayor wrote in a letter to me that it’s an important piece of legislation to allow elected officials to live without restriction throughout their community and also it’s critical for older revolving communities which are often characterized by one or more redevelopment areas. So, again, had no opposition in committee. Think it’s a good idea and would ask for an Aye vote. And I would emphasize that this is only for private residence - only for a personal residence that this exception would apply.

This legislation was brought to me by the Comptroller’s Office in an effort to streamline the reporting dates to January 31st -- required by the Office of Comptroller in reporting the consumer price index for copying fees and dram shop liability limits and also for setting the effective rate of -- of interest for SURS’ retirees. This bill also reverses 1.4-million-dollar statutory fund transfer in the current fiscal year for the Comptroller’s Office. This bill is supported by the Illinois Federation of Teachers and the State University Retirement System. I know of no opposition to this bill and I ask for a favorable vote.

Senate Bill 2381, as amended, requires that Older -- Older Adult Services Advisory Committee to examine or -- for -- pilot projects operating in Illinois and other states, and that further requires DOA to furnish the Committee with a list of all demonstrations or pilot projects furnished {sic} by the Department and included in the description in rule to -- law, policy memorandums, or funding -- agreements. The Committee must work with DOA in assessing the feasibility of expanding such pilot projects into additional areas of -- of the State. I know of no opposition to the bill.

Senate Bill 2399 amends the Prevailing Wage Act regarding certified 15 STATE OF ILLINOIS 94th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 74th Legislative Day 2/14/2006 payroll. We passed this last year and it didn’t go anywhere in the House. It was suggested that we do this again. Basically, when we passed the piece of legislation certifying payroll, we had a few things that came up. One of them was we needed to eliminate the start and stop times, and we also wanted to make sure that the thing -- the payroll records, instead of making them available after two days, we’ll make them available after seven. So, I think that was a compromise that needs to be done and so we’re back here. Passed last time unanimously. We’re going to try it again.

Thank you, Mr. President. This is a bill that we passed last year. There were unintended consequences to the bill. This agreed language in this bill makes all of that go away now. So, the unintended consequences were taken care of. Labor is happy and also business is happy. I urge an Aye vote.

Senator Crotty, it’s my recollection, and please correct me if I’m wrong, that this bill was in committee last week and is like a bill that you sponsored last year. Last year, you made the commitment to hold the bill until there was an agreement from the Department. Wasn’t there a similar commitment made this year with regards to that? I think there were some serious reservations raised on -- at committee level about the fact that CILAs, as they’re designed right now, are neither for adolescents nor people with autism. Is that not - am I recalling that incorrectly?

My understanding last year when we passed this, that this would be a pilot program for that age group, between thirteen and eighteen, which are adolescents. And we don’t have a program like that. We had testimony last year from a constituent of mine who was a single mom and was able to keep her youngster at home, but once he became thirteen and a teenager, he really became a pretty large boy and it was hard to handle. So, what we’re looking at right now is to have these CILAs set up to help persons with autism, and their families, when they’re adolescents.

And I appreciate that, but I think this is a significant departure from what policy is in this State right now with regards to the community-integrated living arrangements and that’s the reason I’m -- I -- I want us to be careful about this.

Thank you, Mr. President. This bill amends the Department of Employment Security Law. It requires the Department of Employment Security, through its Illinois Skills Match Program, to implement and administer a central clearinghouse for information and opportunities for those seeking employment in Illinois. This basically came from a constituent who had lost their job and they basically called me on the phone and said, “How do I find a job? How do I know where there are jobs in the State of Illinois?” And so we started figuring out that there are many places that you can find out where there are jobs, but they’re all individualized. You could call DuPage County and they will give you a list of the county jobs. You can call the DuPage Forest Preserve and they will give you the list of the forest preserve. But there’s never one place where you could look at any and all jobs that might be in the area of interest that you have. So this is an effort to start putting in place a one central location where you can go and just take a look at the jobs that are available, government and private, in the State of Illinois. I urge your approval.

There’s been a request for -- and you see in the legislation, there’s a word, it says for an individual. It’s not that we’re going to put a sports bar in the -- Abraham Lincoln Museum or Library. It’s for wedding receptions, et al, and it’s -- it includes the Dana House and a couple other historical preservation sites. It came out of committee with no opposition.
