It allows a person who has completed the requirements for a master’s degree in speech-language pathology, but has not yet received the degree, to apply for a temporary license. It also allows the applicant to begin his or her supervised training without having received the temporary license for a hundred and twenty days after the date of application or until the disposition of the license application.

Senate Bill 318, House Amendment No. 1 authorizes the Sanitary District of Decatur to enter into an agreement to sell, convey or disburse treated wastewater to a private entity located within fifty miles of its boundaries, not to exceed the thirty years. Permits the Sanitary District of Decatur to accept wastewater for treatment from a private entity within fifty miles of its boundaries and it grants eminent domain powers to the Sanitary District of Decatur. This particular project is for the City of Taylorville for the Taylorville Energy Center that is in the process of being built at this time. And this is to bring the water into the City of Taylorville for that project for economic development.

Yes. Thank you very much, Mr. President. I certainly echo and support the efforts of Senator Demuzio. This is a huge thing for us in our area. Senator Brady, Senator Demuzio, myself, House members have all worked together on this. There’s four hundred permanent jobs that are going to be created as a result of this new -- coal gasification electric power plant. The water, as -- as Senator Demuzio mentioned, will be coming from Decatur, which is in my district, going to her district, which is in Taylorville. So, it’s a -- it’s a great economic engine for us in central Illinois and appreciate Deanna’s work on this. Thank you.

The reason being, that the City of Peoria is the only election jurisdiction in the State required by federal court to -- to elect five at-large city council members and the -- the voting machines aren’t able to tabulate those votes.

They call it 9 STATE OF ILLINOIS 94th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/29/2006 at-large. The at-large councilmen - every vote they get is five votes. It’s too bad all of you don’t have this system. They put this together long before we had electronic voting. The machines will not count the votes for the at-large councilmen. We’re having an election pretty soon. We’d appreciate it if you’d let us do this so we can count ’em by hand and make it a nice legal election. Thank you.

11 STATE OF ILLINOIS 94th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 115th Legislative Day 11/29/2006 Thank you, Mr. President. Senate Bill 2427, as amended by the House, cleans up to two technical issues that were inadvertently created when dextromethorphan was added to the Illinois Controlled Substance Act as a Schedule II substance. The first issue is a storage issue that would require pharmacies to store cough medicines in a cage and vault setting. And the second is a prescription issue. Schedule II substance abuse {sic} cannot have automatic refills, which means the patient would have to go to a doctor for a second refill of -- of that prescription. This restriction was never intended for cough medicines containing dextromethorphan, commonly referred to as DMX {sic} (DXM). The cost to families in the State’s medical program would be substantial if the fix is not made. There is no opponents to the bill, and I would respectfully recommend concurrence with this House amendment.

Main concern: the regulation of domestic stock companies, domestic mutual companies, reciprocals, risk retention companies, fraternal benefit societies, and there’s several others similarly affected. Thank you, Mr. President, Ladies and Gentlemen of the Senate. Much attention has been paid of late to what we will do with the electricity rate freeze. Whatever we choose to do, whether it’s doing nothing or extending the rate freeze for some period of time, I think it’s important that we not simply deal with the -- the rate, but we deal with the fundamental problem, which is that deregulation has not resulted in -- in retail competition. This bill, House Bill 4977, as it passed the House, attempted to do just that. It would create within the ICC the Office of Retail Market Development. Essentially, we would give the ICC both the tools and the direction to break down some of those barriers to competition and to develop true competition for the retail ratepayer. We, again, added a housekeeping amendment here in the Senate at the request of the ICC. I should perhaps not be so accommodating to the request of folks to amend House bills in order to deal with housekeeping issues. But the House has rejected that. So, especially given the urgency with which we are tending to larger questions on utility rates, I would ask you to join me and -- and support my motion to recede from our Senate Amendment No. 1.

Deputy Dorwart of Waverly was killed in a traffic accident on April the 5th of 1994, while on duty as an undercover narcotics officer for the Morgan County Sheriff’s Office. We’d like to designate this highway in his memory.
