Thank you, Madam President, Ladies and Gentlemen of the Senate. Amendment No. 4 has four elements. Most of those relate to strengthening and tightening the conflict of interest and financial disclosure provisions of the Act. The first is that it 18 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 9th Legislative Day 2/22/2007 makes all information pertinent to the medical research confidential, not subject to any disclosure to any individual other than personnel of the Illinois Regenerative Medicine Institute. The second is prohibiting a scientific peer review panel or any other advisory committee that’s established by the Department of Public Health that has a conflict of interest in respect to issues from discussing those issues with any other panel or advisory committee members or with the Institute Oversight Committee. The third oversight measure has to do with requiring everybody from the Oversight Committee, scientific peer review panel and advisory committee to file written disclosure with Secretary of State. And the fourth is strengthening the penalties for the ban on cloning.
