Thank you very much, Mr. President and Ladies and Gentlemen of the Senate. This bill, the amendment, Committee Amendment No. 3 STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 77th Legislative Day 7/30/2007 1, it becomes the bill and it has two -- two parts to it. One is it allows my hometown, the City of Alton, to annex a hundred-and- twenty-acre parcel of land that is not contiguous to the City and it’s located in Madison County. They’re allowed one year in order to effect this. There’s an intervening parcel which is tied up in an estate, according to what the City Attorney has written to me. It would allow the City to provide sewer and water services and allow the development of this area, which is a quadrant of 255 and Fosterburg Road. And it would enhance the tax base of the school district, I -- and I think the library district, but I’m not certain about that. I think the library goes out there too, as well as the City. The second part of it is -- and the county board chairman signed off on it; there’s no opposition from the -- the county. They would also benefit from it. The Village of Milan is requesting a TIF extension of seven years, and that’s Senator Jacobs’ portion of the bill. And that’s it in -- in a nutshell. My portion actually went through the Executive Committee, but it was -- it was not germane to the bill that -- that it was attached to, so we went through the Local Government Committee, once again, on the same topic.
