We had to table, unfortunately, the amendment that would have added the talk shows, which could have done even better, but we’re doing a boom business right now and this will keep the business going. Members of our industry are out in -- in L.A. right now trying to drum up more business for Illinois. So, if we send this straight to the Governor, I’m sure he’ll sign it and we’ll deal with the -- the talk shows at a later time. And I’d appreciate an Aye vote. There was one just shot in Aurora and others are scheduled to come. So, the Speaker has indicated that either him and -- they changed their mind. I’m pleased to say that the rate for cures for pediatric cancer has risen dramatically over these past twenty years. But despite that fact, our challenges are great and we need to do more to ensure that pediatric cancer survivors have the long-term medical, financial, psychosocial and neurocognitive help that they need as a result of the 37  STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 145th Legislative Day 4/10/2008 chemotherapy, radiation, and surgery. We all recognize the financial pressures that health care faces {sic} upon our State and upon our society. But if there’s any evidence on why we need to pay tribute to pediatric cancer survivors, you need not look any further than look behind the Republican side of the aisle into the gallery, to see the members of the Children’s Oncology Services, the dedicated parents, staff, and children who are pediatric cancer survivors. They are indeed heroic. We derive a great deal of strength from all of them. We learn from their -- from their grace. This bill is a initiative of the Secretary of State as kind of a cleanup for that bill. It sets the fees that are to be charged by the Secretary. It expands the list of offenses that disqualify a driver from driving with an ignition interlock and it makes a number of administrative and technical changes to facilitate the administration of the program, which is called the Monitoring Device Driving Permit Program. Thank you, Mr. President, Members of the Senate. This is an initiative of the University of Illinois. And this bill amends the Liquor Control Act. Over the years, we have had to come to the General Assembly and pass exemptions in order for liquor to be sold at various locations. This is a different approach. This bill would require the Board to issue a -- a written policy within six months of the effective date of the Act concerning the types of events that would be eligible for an 47  STATE OF ILLINOIS 95th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 145th Legislative Day 4/10/2008 exemption. And it would allow alcoholic liquors to be served or sold in public buildings under the control of the Board of Trustees for events that the Board may determine are public events and not related -- student-related activities. So I think it’s a -- a smart approach to allow them to make these decisions rather than have to have legislation come back here and be subject to the -- the whims of the Legislature and our schedule. Senate Bill 2394 amends the Illinois Public Aid Code to provide that in any calendar year in which there is a cost-of-living increase in federal Supplemental Security Income benefits or Social Security Administration payments, the Department of Healthcare and Family Services shall increase the per diem Medicaid rate by an amount equal to the increase for total SSI benefits or Social Security Administration payments for intermediate care facilities. Every year, the Social Security Administration applies a COLA to SSA/SSI payments to prevent inflation from eroding the benefits. Currently, the State uses these annual COLAs to reduce the State’s GRF obligation to the per diem Medicaid rate to community agencies and ICFDDs. Basically, the intent of this bill is for the federal increases, which are intended to be a COLA to prevent inflation, to actually be passed along directly to the providers. I would ask for a favorable vote.

The amendment outlines the parameters of the program, which is repealed on January 1st, 2010, and requires the Department to issue a report to the General Assembly on the results of their program by December the 31st of 2009. It makes the program subject to appropriation. However, we have estimated and DNR has estimated that the fiscal impact will be around three million dollars for the hiring of a new staff and other expenses related to this pilot program. And this has to be an agreement that is then posted by the mobile park owners in a very conspicuous place for the public to see. This issue came up in a number of issues that were raised by residents of a mobile park in my area. And what we fond out was that the -- the fire district didn’t know what kind of water supply there was if they ever had to come and fight a fire, because the water hydrants at a mobile park, because it’s all privately owned, are not in the public domain. So, this would require that the mobile park owners and the fire districts have that conversation and post in -- in view that the -- on an annual basis at the time of renewal of their license that this, in fact, has happened. So, I’d appreciate an Aye vote on this.

Thank you, Mr. President. Basically what this bill does is it expands the prescription drug coverage under Illinois Cares Rx for individuals with MS. Currently, the covered drugs are the disease-modifying drugs, such as Copaxone, Rebif, Avonex. These are the drugs that help actually treat the disease. Unfortunately, the drugs that are excluded from this are the drugs that treat the symptoms and it’s very often these drugs, the antibiotics, the antispasmodics and the drugs to treat depression, that are not included, and these are the drugs that -- which can give individuals with MS the quality of life to the point where they can get up, they can go to work and they can function on a day-to-day basis.
