Thank you. Good morning, Madam President. Point of personal privilege.
PRESIDING OFFICER: (SENATOR LIGHTFORD) Good morning. Please state your point.
Thank you. I have two extraordinarily special guests with me today. It’s a brother/sister team. We have Brynn and Steven Schwab. Brynn is a junior at Jacobs High School, who loves Senator Kotowski’s Senate Bill 53. She actually is a volunteer at our local Helping Paws, which is an animal shelter. And Steven, her brother, is a freshman at Jacobs, and he’s a cross- country track star, also won the gold medal -- thank you. Also won a gold medal at the State of Illinois Science Fair. Their mother and father, Ravelle and Bob, are also in the gallery 5 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day 2/27/2009 directly behind us. May we give them a warm Springfield welcome, please?
PRESIDING OFFICER: (SENATOR LIGHTFORD) Yes. Please welcome Senator Althoff’s guests. Good job, students. Would their parents in the gallery rise? Senator Righter, for what purpose do you rise?
Thank you, Madam President, Ladies and Gentlemen of the Chamber. I’d like to make an announcement, please.
PRESIDING OFFICER: (SENATOR LIGHTFORD) May I have your attention, please? Senator Righter has an -- an -- I’m sorry, an important announcement to make. Ladies and Gentlemen of the Senate -- Ladies and Gentlemen of the Senate, good morning. May we please have your attention? Senator Righter, please state your point.
Thank you, Madam President, Ladies and Gentlemen of the Chamber. I rise on a point of personal privilege to talk about, briefly, the two soldiers from the Illinois Army National Guard who were killed in action in Afghanistan on February 24th. They were riding in a Humvee when an IED exploded underneath their vehicle. The two soldiers - one is from Galva, which is represented by Senator Risinger. He was Sergeant Schuyler Patch. My information is that Sergeant Patch was not married and his only family in Illinois was a sister in Kewanee. The other soldier was Sergeant Scott Stream from Mattoon, in my district. Sergeant Stream was married to Rasa, who is also from Mattoon. Sergeant Stream and Rasa have two children, a sixteen- year-old and a five-year-old. I wonder, Madam President, if it 6 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day 2/27/2009 would not be appropriate at this time for a moment of silence to reflect upon the sacrifice that these soldiers have made on our behalf.
PRESIDING OFFICER: (SENATOR LIGHTFORD) Thank you, Senator. Senator Righter requests a moment of silence for our officers who were just -- lost their lives in Afghanistan, and let’s please have a moment of silence. (Moment of silence observed) Thank you. Senator Steans, for what purpose do you rise?
On a point of personal privilege.
PRESIDING OFFICER: (SENATOR LIGHTFORD) Please state your point.
Yes, I have with me today a Page for the Day, gentleman by the name of Britt Conte, who’s a sophomore at Hinsdale Central High School - football, baseball, basketball and -- no -- yeah, and track athlete. And we’re happy to have him today. And thank you for welcoming him.
PRESIDING OFFICER: (SENATOR LIGHTFORD) Would you please welcome Senator Steans’ Page for a Day? Thank you for coming to Springfield. Senator Clayborne, for what purpose do you rise?
Point of announcement, Madam President.
PRESIDING OFFICER: (SENATOR LIGHTFORD) Please state your announcement.
If Members have vehicle bills they intend to use, we would 7 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 19th Legislative Day 2/27/2009 request that they submit amendment -- amendment language by the close of Wednesday of next week.

For the Body’s information, Executive Committee will send the shells out so that they can be placed on the Order of 2nd Reading.
