Senate Bill 1186. (Secretary reads title of bill) 3rd Reading of the bill.
PRESIDING OFFICER: (SENATOR MUNOZ) Senator Sullivan, please explain the bill.
Thank you, Mr. President. Which bill number are we doing? There it is, 1186. 1186 and also the next bill, 1197, are shell bills, appropriation shell bills, that we are putting in position so that when the time comes for us to -- to go ahead and appropriate the federal stimulus dollars that they are in a position that we can go ahead and attach an amendment to -- to get those federal stimulus dollars.
PRESIDING OFFICER: (SENATOR MUNOZ) Any discussion? Senator Murphy, for what purpose do you rise?
Thank you, Mr. Chairman {sic}. We understand the desire to be able to move quickly on this, but there’s a little hesitation on our side, a little concern about sending empty shell bills for appropriations out of this Chamber. I would encourage everybody on our side to either be a No vote or a Present on these. Again, we’re sensitive to the situation, but we think it’s important that there be content. Things are moving fast. 100 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/24/2009 The Senate President calls time-out and I guess things change. It -- who was it from -- who was it from Saturday Night Live? The old character? Never mind. I think that’s where we’re at. Vote your conscience, folks, thanks.
PRESIDING OFFICER: (SENATOR MUNOZ) Seeing there’s no further discussion, Senator Sullivan, to close.
Just ask for an Aye vote.
PRESIDING OFFICER: (SENATOR MUNOZ) The question is, shall Senate Bill 1186 pass. All those in favor will vote Aye. Opposed, Nay. The voting is open. Have all voted who wish? Have all voted who wish? Have all voted who wish? Take the record. On that question, there are 38 voting Aye, 15 voting Nay, 0 voting Present. Senate Bill 1186, having received the required constitutional majority, is declared passed. Senate Bill 1197. Senator Sullivan, do you wish to proceed? Mr. Secretary, read the bill.
Senate Bill 1197. (Secretary reads title of bill) 3rd Reading of the bill.
PRESIDING OFFICER: (SENATOR MUNOZ) Senator Sullivan, to explain the bill.
Thank you, Mr. President, Members of the Senate. Same situation here with 1197, also a shell for an appropriation for stimulus dollars that we anticipate in the very near future. We simply want to get the bills in position to move. 101 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/24/2009
PRESIDING OFFICER: (SENATOR MUNOZ) Is there any discussion? Seeing none, Senator Sullivan, to close.
Just ask for an Aye vote.
PRESIDING OFFICER: (SENATOR MUNOZ) Question is, shall Senate Bill 1197 pass. All those in favor will vote Aye. Opposed, Nay. The voting is open. Have all who -- voted who wish? Have all voted who wish? Have all voted who wish? Take the record. On that question, there are 38 voting Aye, 14 voting Nay, 0 voting Present. Senate Bill 1197, having received the required constitutional majority, is declared passed. Senate will stand at ease for a moment. Senator Hendon, for what purpose do you rise?
Thank you, Mr. President. Just an observation, I did turn my light back off, but I -- I just find it interesting that the Republicans are voting No, but all the rumors around here is they have a lot more in the stimulus package than any Democrat could ever imagine. So I thought it was kind of disingenuous that they would be voting No on these bills and they have -- are getting all the money. Perhaps we could redirect some of that money from President Obama to this side of the aisle.
PRESIDING OFFICER: (SENATOR MUNOZ) Senator Burzynski, for what purpose do you rise?
Thank you. I guess it would be a point of personal privilege. It‘s my understanding, there’s nothing in these bills at this point. And I think that explains why we’re voting 102 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 29th Legislative Day 3/24/2009 No. Thank you.
PRESIDING OFFICER: (SENATOR MUNOZ) Senate Bill 1221. Senator Trotter, do you wish to proceed? Indicates he wishes to proceed. Mr. Secretary, read the bill.

PRESIDING OFFICER: (SENATOR MUNOZ) Senator Trotter, explain your bill.
Thank you very much, Mr. President, Members of the Senate. Senate Bill 1221 is like the two previous bills. It appropriates two dollars to {sic} GRF to the Department of Commerce and Economic Opportunity. It’s a shell bill. We’re posturing legislation so we will be in -- in the position to accept the stimulus moneys that will be coming in, and no more than that.
PRESIDING OFFICER: (SENATOR MUNOZ) Is there any discussion? Seeing none, Senator Trotter, to close.
It’s already been explained.

Thank you very much, Mr. President, Members of the Senate. 1252 appropriates two dollars of GRF Department -- to the Department of Healthcare and Family Services. Like the previous bills, this is a shell bill. Again, posturing the Legislature and the Governor to accept the federal stimulus dollars.
