Thank you. Ladies and Gentlemen of the Senate, if I could have your attention, please. It is -- it is with great sadness that I rise this morning to announce that a gentleman, a young man from my district, from Romeoville, Illinois, gave his life recently, on January 13th, 2010, in Kandahar, Afghanistan. This young man’s name, Kyle James Wright. Last night they had a memorial at 7 o’clock in Romeoville that was attended by many of my constituents, the residents of Romeoville, and his family. United States Army Specialist Kyle James Wright gave his life to his country in support of Operation Enduring Freedom in Kandahar. He was a 2006 graduate of Romeoville High School and he attended Timber Ridge Middle School. It is with great sadness that his family met last night. It is with great -- a heavy heart that I rise this morning. As we start our Session for 2010 this -- this day, this morning, I think it’s -- it’s very important to remember that what we do here as State Senators, as Members of the Illinois General Assembly, is not simply to win a legislative battle. It is not simply to win an election, but it’s to preserve our idea of freedom and 3 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 80th Legislative Day 2/9/2010 democracy. And that while we will have battles this year, no battle will ever compare to what my constituent, Kyle James Wright, faced in Afghanistan. So, Mr. President and Ladies and Gentlemen of the Senate, I ask for a moment of silence in memory and in honor of our brave soldier, our American hero from Romeoville, Illinois, United States Army Specialist Kyle James Wright. I would like to announce that longtime Rock Island County Clerk John Gianulis passed yesterday. John was a forty-year chairman in the Democrat Party and he was also the head of the Illinois County Chairmen’s Association. He was a great Democrat and a great citizen of Illinois. I want to give condolences to his wife, Mary Jane, and his beautiful family. Thank you, Mr. President, Ladies and Gentlemen of the Senate. The underlying bill would allow municipalities to issue special service area bonds to refund or advance refund special service area bonds without meeting all the notice requirements as long as the interest rates, the maximum principal, and the maximum period of time over which the refunding bonds will be retired are not greater than that which was stated on the original notice. The Governor, in his amendatory veto, removed language that would require the principal to not exceed the original principal of the -- of the original SSA bonds. It also added language stating that the debt service of the new bonds cannot exceed the debt service of the original bonds. The key here is that we don’t want the debt service to increase. We’re not so much concerned about the actual principal, interest rate, et cetera. We just want to make sure that the burden on the taxpayer is not increased. So, for that reason, I move to accept the specific recommendations of the Governor on Senate 25 STATE OF ILLINOIS 96th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 80th Legislative Day 2/9/2010 Bill 1936.
