Thank you, Mr. President, Ladies and Gentlemen of the Senate. This is a resolution which we’ve passed every year for a number of years. It -- it -- it honors the victims of Shaken Baby Syndrome and proclaims April -- Shaken Baby Syndrome Awareness Week - April 18th through the 24th. It commends the hospitals, child care councils, and all those who are working to increase the awareness of the dangers of the violent shaking of infants. It grew out, actually, of an incident in my county when I was State’s Attorney. And I would ask for an Aye vote.

Thank you, Mr. President. Senate Joint Resolution 2 creates the Parents and Community Accountability Study Committee. It will examine issues related to racial and socioeconomic differences affecting the pro-social development of children, identify ways to engage more parents to be accountable for their children’s actions, and to identify ways to engage more communities in being accountable for investing in pro-social development of children and families. This resolution, joint resolution, was passed in the 96th General Assembly in both Chambers; however, basically, all we’re doing is extending the deadline, because the committee members had not been appointed before the deadline expired. So I would ask for a favorable vote.

Thank you, Mr. President. I -- I had to go get my folder, so I apologize for not being here when you called it. A community in Illinois, Villa Park, that is shared with Senator Sandack and myself, has the Great Western Railroad going right through the middle of it. And over the years, over the past ten years, they have had a couple of children that have passed away because they crossed the tracks where they weren’t supposed to be. It wasn’t that they crossed at the wrong place; it was -- they were accidents. And so this community is very sensitive to railroad safety. They initially wanted to put together a bill requiring that railroad safety be taught in the schools. We have compromised and this would encourage K through 12 schools to put in their student handbook a paragraph that talks about -- a section that talks about railroad safety and the different things that the kids should know and not know. These handbooks go home with the parents every year at the beginning of school, 7 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 12th Legislative Day 3/2/2011 and hopefully this will stir a conversation in their own family about, “Hey, you know, even if you’re late, don’t try and cut across the tracks.” So railroad safety is the purpose of this resolution.
