Women face both public and monetary barriers when choosing to breastfeed, and this resolution raises awareness that breastfeeding mothers and babies need support from their families, their communities, their employers and their health care providers. Increasing coverage for support services for breastfeeding women is necessary to correct the racial and economic health disparity that currently prevents equitable access to the health benefits of breastfeeding for every mother and child in Illinois. And I would ask for your support.

Now, Senator Rezin, as you’ve also learned in your brief time here, oftentimes Members carry bills with which they’ve had a personal experience. Many times you have people who are former prosecutors here carrying bills related to criminal law or you have former local officials carrying bills with regards to counties or municipalities or townships. I’m going to make some assumption here, but please correct me if I’m wrong, that you have some personal experience in trapping muskrats. Is that fair to say?

They can -- they’re hunted or they’re trapped for their fur and they’re sold as that, but they’re also used as a source of food, being that it’s an aquatic rodent, some consider that, you know, as fish. And before I go into my questions, I just have to say that I find the remarks that were addressed about Captain & Tennille to be incredibly offensive, because the Captain & Tennille, unlike any of the other performers of those one-hit wonders, had a great variety show that was on television every week. And I think, at the very minimum, to make amends for that statement -- I’m not going to ask us to put a formal apology into the record, but -- I -- I -- personally I’d be happy if you would wear your hair like Toni Tennille for a week, as a way of doing penance for that transgression. So speaking about transgressions, you made an earlier statement that for the purposes of Ash Wednesday and Lent, that muskrat could indeed be considered by the Archdiocese as a substitute for fish. Is that correct?

So what I’d like to know is, under what rabbinical authority can you speak to as to whether or not muskrat is, one, kosher and, number two, whether or not -- one of the fundamental principles of Jewish dietary laws -- and don’t take my word for it. You can ask Senator Silverstein, if we can find him. You could ask him as well. He’d speak to the same thing. What the Archdiocese has to say on this is irrelevant to Jewish dietary laws. How would this -- would muskrat, one, be kosher, based on what the Old Testament has to say? Number two, would it be -- if it is kosher, would it be considered meat or dairy?

So, do we have to correct the title of the bill?

It requires organizations who use a movable soccer goal to follow all applicable goal -- guidelines for anchoring, securing, and counterweighting of the goal, as is suggested by the “Guidelines of {sic} (for) Movable Soccer Goal Safety”. A movable soccer goal is a soccer goal used by adults or children without permanent anchoring of support that can be moved to different locations. I know of no opposition. This has been worked out with the Illinois Association of Park Districts. And I’ll be more than happy to answer any questions.

But I just want to verify it for the record that we are referring to those soccer goal posts that are the six and a half to eight feet high to eighteen by twenty-four feet wide are the -- the size that we are referring to here and not smaller, you know, children’s plastic soccer goals.

House Bill 1255 is a trailer bill that amends and clarifies provisions to House Bill 5428 from last year’s Session, which granted adult adoptees access to their birth certificates unless their birth parents specifically requested anonymity. This bill allows for birth parents of adopted children who were adopted before January 1st, 1946, to use the same birth preference form as birth parents of adopted children adopted after January 1st, 1946. However, these birth parents would not be able to choose the request for anonymity. In addition, 1255 allows an adopted person who was born on or after January 1st, 1946, to obtain copies of his or her original birth certificate by submitting a copy of his or her birth parent’s death certificate to the Illinois Adoption Registry and Medical Information Exchange. It provides that employees of a public department -- excuse me, it provides that employees of a police department in any city whose population exceeds five hundred thousand - now it’s two hundred thousand - are not covered by our workers’ compensation statute. And employees of a fire department in any city whose population exceeds five hundred thousand, which it’s now two hundred thousand, are not covered by our workers’ compensation statute. This is because the Chicago Police Department and the Chicago Fire Department have their own independent workers’ compensation system, and in the event that a city like Aurora exceeds the two hundred thousand threshold, they would be unintentionally swept into this independent workers’ compensation system. So that’s why we’re raising the threshold from two hundred thousand to five hundred thousand. Be happy to answer any questions.

I want to clarify for the Members that I -- there will still be a requirement to do an operational plan on an annual basis. This only allows for an extension from two years to five years for the strategic plan, or the master plan. And also, I think it’s really important, and we know this very well in Will County and other parts of the State, that the movement of freight is becoming more and more important to our economy and to a number of stakeholders and businesses throughout the State of Illinois, certainly in Will County. Madam President, we do the same thing right now for hay. I know there’s a burning question in your mind, Madam President, as well as probably a number of the Members, about what exactly switchgrass is. I’ve done a little research and I’d like to relay that to you. Switchgrass is actually a perennial warm season bunchgrass native to North America. It is the dominant species of central North American tall prairie -- tallgrass prairie and can be found in remnant prairies, native grass pastures, naturalized along roadsides. It’s used primarily for soil conservation, forage production, game cover, an ornamental grass, or, more recently, as a biomass crop for both ethanol and butanol. Other common names for switchgrass include tall panic grass, Wobsqua grass, blackbent, tall prairiegrass, wild redtop, thatchgrass, and, ironically, Virginia switchgrass. Now, Madam President, I know it’s typical and traditional at this point in the presentation of a bill that a sponsor would conclude and say, “Thank you, Madam President, for the opportunity to present my bill. I’ll be happy to answer any questions.” I really don’t feel that way, because I’ve told you absolutely everything I know about the bill and about switchgrass, but I’ll do my best.

On March 24th, 2010, David Morris was driving down Derby Street in Pekin and he -- he was off duty. He saw smoke coming from a home on a side street and, upon driving closer, he realized the entire second story of the house was engulfed in flames. Realizing that the fire department was not yet there, he entered the home without protective gear. He found one man on the first floor and helped him out of the house. He noticed a second man on the steps attempting to go upstairs. If it wouldn’t have been for his bravery, these two people would have perished. This bill folds the Charitable Trust Stabilization Fund into the management by the Treasurer’s Office, rather than management by the Charitable Trust Stabilization Committee. It provides an absolute resource to ensure that this program moves forward underneath the Treasurer’s Office, so the Treasurer’s Office might provide the resources for the program. It also shifts the focus of the fund to grants, as opposed to loans, for public and private entities with operating budgets of less than one million dollars which are located in depressed areas, as defined in the Enterprise Zone Act. It was an initiative of DHS and it requires the Department of Human Services to record the menstrual cycles of every women {sic} of child-bearing age who is admitted and remains in a facility operated by the Department for more than sixty days. They are currently required to record the cycle of every woman of child-bearing age and this has created a problem because women who are there for a short stay, it is sometimes very difficult to ensure that it’s possible for the Department to monitor that. I would like to recognize my chief cosponsors on this bill, and I’d also say if anybody here has any questions, I encourage you to ask my cosponsors on the bill for answers to those questions.
