She is from Rushville, which is my 7 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 51st Legislative Day 5/24/2011 hometown, but she is also Miss Macomb. She competed in the -- and won that pageant here recently. Megan is a senior -- will be a senior at Western Illinois University, majoring in -- in exercise science. Her platform is -- she’s created this platform herself, and it’s eCHANGE, which stands for “everyone Choosing Healthy Activities and Nutritional Goals Everyday”. And so she is very active with -- with regard to reducing childhood obesity. She will be competing for Miss Illinois, June 30th and July 1st and 2nd. There are twenty-six different pageants around the State of Illinois, so she will be going up against twenty-six contestants. I’d also like to introduce -- up in the gallery to my right are the two individuals who have been sponsoring and organizing the pageant, the Miss Macomb Pageant. For - listen to this - for fifty-two years, they have been doing this job. Bob and Nancy Foote. Bob and Nancy. And Megan just told me that of the twenty-six pageants around the State of Illinois, that Bob and Nancy, because of their fundraising activities, that she is -- she will be -- Megan will -- will be receiving a five-thousand-dollar scholarship to be applied to her tuition at Western Illinois University. That’s the highest scholarship of all twenty-six pageants. So I’d like everybody to welcome Megan and Bob and Nancy Foote to the Illinois State Senate.

This -- the -- the rule states that the -- rules may be utilized for citizen participation, the right to cross examine witnesses, present evidence and testimony at such hearings. The notice must state the address of the property, the citation of the code provision that was violated, facts the violation is based on, and the date and time and the location of the appearance by the property owner. This must be served upon the property owner, either personally or delivered by confirmed mail and first-class mail. The county must also post the notice on the property itself. House Bill 1929, as amended, provides that when an inmate receives medical or dental services on a non-emergency basis, they are required to pay a five-dollar co-payment, which is up from the two-dollar co-payment under current law, to the Department of Corrections for each visit. Currently, as I said, inmates pay two dollars. We’re raising that to five dollars. There are three exceptions to the requirement that inmates pay for this co-payment: number one, when an inmate has a chronic illness; number two, for a follow-up visit ordered by a doctor, who is employed by the Department; and number three, when the inmate is indigent. We’ve also amended -- or added a -- a definition of “indigent” to the Act, and we’ve defined it as a committed person who has twenty dollars or less in his or her Inmate Trust Fund at the time of the medical or dental services 16 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 51st Legislative Day 5/24/2011 or for the thirty days prior to those services. It establishes an increase in some licenses -- for cemeteries and funeral homes. It removes some of the power recently granted to the Department of Professional Regulation back to the Comptroller for the supervision of the Administrative Fund, and retains oversight of care funds with her office. Many of these fees, by the way, were established -- were first established and required in the 1940s. It also changes the law as to pre-need contracts.
