Hannah Smith started her road to the pageant scene in 2009 when she won the Miss Huntley contest. She went on in the same year, in August, to win Miss McHenry County. She actually also won Miss Windy City this past March. She is an accomplished ballet dancer. She is currently -- she's been studying for seventeen years, and she's currently studying and teaching at the Beth Fowler School of Dance, based out of Genoa. And you see here, to my right, Senator Johnson, who is representing Genoa at this particular time. She's happy to share in this honor with me. Hannah is -- platform is distracted driving. She's going through the State of Illinois talking to teens about the importance of safe driving. And what I'd like to do is give Hannah an opportunity to address all of you now. Nettle Creek School is a school in my district that has one hundred students, K through 8. It's a very small school out in the country. We would like to recognize and congratulate the students, teachers, parents, and their Superintendent, Dr. Pete Pasteris, on a huge accomplishment and for their outstanding Illinois Standardized Achievement Test results. The -- 2010, Nettle Creek had ninety-nine percent of their students meet or exceed the Illinois State Learning Standards in Reading and Math on the ISATs. This year the school increased the percentage of students exceeding on the test from fifty-two to sixty-nine percent. Current and former students from Nettle Creek should be commended for their accomplishments and so much in regards to their ISAT scores. We'd like to give them a warm Springfield welcome. This resolution urges the President of the United States to lift the restrictions currently in place that prevent Poland from being admitted to the visa waiver program. I have a constituency that is representative -- or, that's made up of a good percentage of the Polish community. And right now, in order to come to America, instead of just getting a passport and coming here, they have to go through this program to obtain a visa, pay for it, and they're not guaranteed to get the visa. So they pay for it and could be denied, and then they have to go through the process again. So I'm asking the President to -- make them part of the visa waiver program.

This is an initiative of Illinois Attorney General Madigan's Office, with the close cooperation of the State Police and a number of local jurisdictions - sheriffs and -- and others. It creates -- it takes a pilot program for electronic tracking of precursor elements to the manufacturer of methamphetamines and establishes -- as the policy of the State. It establishes electronic records, which may be disclosed to law enforcement agencies or to State's attorneys for the purposes of identifying, investigating, or prosecuting violations of -- of - - of the Act. The pilot program worked very well. It slowed down these irresponsible criminal elements making meth. And we would ask for an Aye vote.

Under previously passed legislation, that legislation required the Department of Human Services to conduct a financial analysis of each student as part of an admissions process for the Illinois School for the Deaf and the Illinois School for the Visually Impaired. DHS has concluded that requiring that financial analysis for those students would be unreasonable since no other public school requires that. It was amendatorily vetoed to meet with our intent, but the Speaker thought that the Governor exceeded his authority. So the true intent of the bill is in Senate Bill 1047. Floor Amendment 1 -- Senate Floor Amendment 1 of Senate Bill 1462 - it's a bill that we passed last year unanimously. It passed in the House unanimously. It basically deals with the first and last day of school, making it rather than an hour but at least - - at least five hours, the first and last day of school. The Governor amendatorily vetoed it by basically saying that the date was wrong as far as the -- you know, schools had already made up their schedules, that we needed to move that date one -- one year. And that's what this bill does, basically moves it back to -- to actually going to -- into operation -- become law on -- in 2012 and '13 school year.
