Well, this is truly a sad 62  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 day for the Senate, but hopefully a happy day for A.J. Wilhelmi and his family, many of whom are -- are here today. And it's good to see you all. I thought I'd tell you a story about A.J. that I don't know if many of you know about this. And, Senator Radogno, you might be particularly interested in this because this -- you and I have gone through this -- each gone through this, where when we ran for President of the Senate, we asked our Members -- some of our Members to second our nomination. And last time we had this election, I sat down with my Chief of Staff, Andy Manar, and we went through the list of who I wanted to ask and we decided that we would ask A.J. Wilhelmi to be one of the people to nominate me. And I don't know if you remember, but he gave a -- a great seconding speech, from my point of view. It was -- it was just sincere. It was very convincing. It was just really impressive. And then I came to find out later that day that Andy thought that he was supposed to -- that I was supposed to ask A.J. to second the nomination and I thought he was supposed to ask him. So as it turns out, when he was called upon by the Governor to give the seconding speech, he didn't know he was supposed to do it that day. And with all due respect to the other people who seconded my nomination, my family was here and I asked them what they thought about the speeches and my son said, "The guy that didn't have any notes did the best job." So think about that, Senator Radogno, maybe the better way to do this is just don't tell anybody that they might be called upon to second us and that way fifty-seven other people will have to think of something nice to say about us and get their speeches ready. But that really was amazing, that A.J. was able to do that spur of the moment, under the -- you 63  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 know, you know what it's like when everbody's here, everybody's family, and it was really -- in retrospect, I was thinking, boy, that guy really is talented. When -- when I got elected, I had been the Chairman of the Judiciary Committee, which -- a job that I loved, but I know it's very hard work. And I had learned under Carl Hawkinson what a tough job it is and I, really, kind of was proud of that, being the Chairman of that committee, and I -- I knew that A.J. would be the one guy that could really, really, take over and do a good job. And he has certainly done that. Comes from a -- a great, long line of -- of public servants in the Joliet area. I've served, of course, with former Senator Tom Dunn, and we all know Larry Walsh. And he comes here, does a fantastic job, and as many people do, they -- they leave. I -- I know there's some people around that think we should have term limits. I don't think A.J.'s probably been here as long as what the average Senator is here. But we are definitely going to miss him. And as we've talked about when people leave, the ways -- the different ways in which you can leave here. We probably should add a new one. Certainly when people -- it's very sad when someone dies who's a Senator and we lose them. We -- we've had to undergo an impeachment of a Governor. I guess it's theoretically possible for someone to be impeached. That would be a bad way to leave here. You can -- another bad way is to lose an election. That's happened to a few -- a few folks. I've lost an election myself. It's not -- not very much fun. Many of us try to run for other office and they get elected. That's a good way to -- to leave the -- the place. But maybe the best way is to retire from here, get another job, get a -- make more money and get a pension. I can't help but thinking you're leaving us too soon. You have been a tremendous colleague. You are the -- the first member of the "Pizza Caucus" to retire voluntarily, I believe. And I -- I know that you're not done, but it's going to be awfully sad for us to -- to -- who have called you a colleague to not have you here in the Chamber with us. The fact that you have made a decision that is clearly in the best interests of your family and not your short-term political agenda only raises the esteem in which I hold you and I think many of our colleagues hold you. You have beautiful children. Mr. and Mrs. Wilhelmi, you did a great job. Be very proud of -- of A.J. When I first heard that A.J. was leaving, I was very, very, happy for his family, but at the same time, very sad personally that I'm going to miss a -- a really good friend. But I -- I -- I will tell you that A.J. and my son Dan have a mutual friend, a son -- a friend my son Dan went to college with. And -- and he called me one day and asked me if I would talk to this guy that is being considered as a possible replacement for Larry Walsh, and the type of qualities that Larry would be looking for in a Senator. And we talked and I told him that, basically, knowing Larry, you would have to be conscientious, you would have to be a good communicator and a hard worker. And I was so excited and so impressed with my conversation with A.J. that I actually though about calling Larry. And I thought better of that and I thought I'm going to leave this up to Larry's good judgment. Well, I was right about Larry and Larry was right about A.J. He has all those qualities that I mentioned. He is a hard worker. He's dedicated. It's truly a loss for the Senate, but I'm so happy for him and his family to have this new opportunity. Okay, so I -- I said I was going to do this and not get teary. So I came here three years ago and when I first came on the Floor, for the Senators -- or, the Members that I didn't know, Senator Wilhelmi was one of the first people to walk over to my desk and say, "I was appointed too and I know there's a 68  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 part of this that's kind of difficult, so I want you to know that I'll be with you every step of the way. If there's anything you need, don't hesitate to ask, just -- just know that I'll be right there." And that was comforting, because this was a big thing. I came two weeks before the impeachment trial. So it was a -- that time in Illinois politics was already all over the map. And then, as I got to know him, and I found out that we were both Catholic. And his beautiful wife Michelle - my middle name's Michelle. We both had three kids. We both were born in May. We both have English degrees. He was a lawyer; I was a law student. There were so many things that we could talk about and it became a very easy -- just a very easy friendship. And for those of us in the Chamber who know what it means to put your name on a ballot and stand in front of your communities and ask a very public question, "I would like to serve you", and ask that, in -- just the bravery that it takes to do that, those of us who know what that really means, that means we also understand what we're losing today when he goes on to his next opportunity. So I just want to state for the record, that because I know you and love you, A.J., that does not mean that I'm going to say yes to everything you ask me for next week. 'Cause I want to make sure that, you know, we understand what clout is and that those of us who go on to different things doesn't necessarily mean that we are doing something untoward just per se. We know you to be an honest and truly kind and one of the most decent people I have ever met. And when I'm looking back on my days in the General Assembly, I am so honored to say that you were a part of those memories. We're going to miss you. And we're proud of you. Thank you. There are certain people you meet who instantly change your life for the better. Certain people you meet, when you shake their hand for the first time, you know that they're true, they're honest, they are kind, and because of the light they carry, that they are going places. Our natural instinct is that we want to be around these people. Our gut feeling's that we want these people to be on our side. We look forward to learning from them, to being led by them, to counting on them when times are challenging, when the situation calls for a difficult but necessary solution, when the moment calls for our best. At the very least, we just want others to know that we have a good relationship with this person. We want to be able to say, because it reflects well on us, "Oh, I know him. He is my friend." Senator A.J. Wilhelmi is one of those people. I am proud and honored to call him my friend. A.J. is as true and as real as the thousands of people who attend his fundraisers in Will County. He is as authentic and kind as his parents that raised him. He is as genuine and selfless as the wife and children who love him. When I first met him, it wasn't in person; it was through a congratulatory letter. I was wondering, who's this guy I don't know who is actually taking the time to write me and wish me well. And then I met him in person. He had a big smile on his face. He shook my hand. He gripped my other arm. He looked me square in the eyes and told me that he couldn't wait to work together, that we had a chance 70  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 to accomplish great things. And I believed him, and I still do. We all know A.J. Nine times out of ten, he has a smile on his face. He's typically brimming with enthusiasm. When you're around him, you feel as if something positive is going to happen and that, at some point, something great will happen too. There is no question that A.J. has accomplished a stunning amount for his district. His work on the intermodal project was and is impressive and unrivaled in many respects. The number of jobs created, the businesses involved, and the collaborations required to ensure success illustrated the best of A.J. the public servant. And then there is the annual Will County day in the General Assembly, when -- when A.J. has about fifty bills all for Will County. And all of them are good. Well, not all of them. But, it's Will County day. But it was like being on the Floor at the Board of Trade when everyone is buying a particular stock, nothing but ringing bells and green lights and motion and yelling and confusion and -- and progress, 'cause it was Will County day. But -- because not only is A.J. a good decent man, he's about getting things done. He is about achievement, about improving as a community, about making our State better. But what makes A.J. truly special is today. He knows and understands that there is more to life than being called Senator. He knows that it is not just about the title, but what you bring to the position that matters. These past seven years, A.J. would have helped people in his community whether he was elected or not. And he will continue to make a lasting difference in his new position with the Hospital Association. But A.J. gets that there are people that are more important than politics and that there are times that call for 71  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 changing your life course for the betterment of these people, the ones that you love that -- ones that make this all possible, the ones that give us the belief and the confidence to be down here in the first place. And that's what makes A.J. special, and that's what makes him great. Because, at this moment, A.J. represents the very best of you, A.J. the human being. This is why whether you are a Senator or not, my friend, you are a leader. And leaders lead no matter the position they hold. And the light that is within you will always shine bright and bring out the best in everyone you meet, as it has with me and so many others in this Chamber. To the resolution. I wasn't sure what to say. There's not, I think, much left to be said. We've had an awful lot of good comments about Senator Wilhelmi. And I kind of feel like there's not much need to say goodbye, because I don't think he's going to be gone very long and it's not that we won't see him much. Really, we should be having a lot of the people who would normally attend a Joliet pancake breakfast or a Lockport chicken supper or -- or some sort of chili dinner in New Lenox, those are the people who aren't going to see A.J. as much as us. And I think, especially in light of the Governor's proposed 2.7 72  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 billion dollar cuts to Medicaid, I think we're going to see an awful lot of A.J., probably more than some of us would like. When I -- when I heard the news, it was with mixed feelings - I shared this with A.J. - on the one hand, there was sadness that he wasn't going to be here with us and part of our caucus and around, but part of it was -- was a sense of certainty they chose the right person. There's no doubt in my mind the Hospital Association will do well by A.J. And as someone who has served in this Chamber and as all of us know, this job can put a lot of strains on family lives, a lot of time away from children. And as I look at your family today and I see especially your youngest daughter, who's just two months older than mine, I have no doubt in my mind you've made the right choice. I want to congratulate you on that and thank you for your service and time together.

But the one thing they don't tell you about when you run for this office is, really, the relationships and the friendships that you're going to make when you get down here. And I thought back to five and a half years ago, when I first came into the Senate. In fact, Roseann and Rhonda and I were talking about this earlier today. But when it came time to look for our office space, we kind of left that up to our legislative assistants, Roseann and Rhonda, and they did a wonderful job and they connived and they began to scheme and - - and, all a sudden, we ended up as -- as officemates in Room 311. And what an impact that had on me. I mean, you're much younger than I am, but you've been a mentor to me. And I look back to those conversations that we had about -- whether it was the issue of the day or whether it was about family or whether it was just about, whatever, politics in general. And those are the things you remember. Those are the times that you really cherish about being in this job. It's the friendships. I'm sad as well to see you leave, but really I'm -- I'm happy. This is a celebration. You've made the right decision. It, I think, really elevates the -- the wisdom of the IHA in choosing you to really direct and lead their efforts, because that's such an important part of -- of our whole State, of our whole economy, and the issues that we have to deal with this year. You've been a friend. You're going to continue to be a friend. And I just -- I -- I cherish these moments. And this is okay. You're going to do well.

Thank you. Senator, it's been a wild, crazy ride since -- since we were both first elected. I -- you were appointed in -- in '05 and I was elected along with you in -- in '06. We voted and discussed many of these bills together as seatmates. I'm sitting here now. I've sat down where Senator Mulroe is, just a few seats down. Talked about gaming, talked about some of these capital bills, impeachment, a lot of weighty issues. But my favorite story, and we all have these stories, is one that occurred before we even met. It was the 2006 campaign cycle and, as is often the case, we were both endorsed by similar -- same organizations. And I can't remember exactly which organization this was, but one of my volunteers -- it was the end of a long Saturday. We had a lot of volunteers in the office and one of 'em came back and they handed me a flyer that had been sent out by this organization. On it were all the many reasons why they should vote -- why people should for Michael Noland. The only problem -- or apparent problem to staff at the time was that it had your picture on it. And staff thought that I was going to be kind of upset about that, but - and I know some people remember that - but we huddled up and I said to 'em, I said, "Now, wait a second. Okay, take a look at this. First of all, this guy's a whole lot better looking than I am." Okay? And I said, "So, in my view, I'm trading up." Okay? "And 77  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 secondly, you know, if this causes people to vote for me, that would be a good thing, would it not?" And as is the case with all of my elections, it was a close one and I can't help but believe that somehow you were influential in -- in my victory, my success. So I want to thank you for that, as well as having to apologize for my -- for your picture being on my flyer. But, having said that, I also want to say something too, and that is that, you know, I've been told, and I believe it's true, that just about every story that we could ever hear or see, whether it's a movie, it's a -- it's a book that we read, or even our -- our lives, they come down to basically two simple things, propositions: on the one hand, first, stranger comes to town; and the other is, young boy or girl goes out into the world and does well -- does good and comes back home. I have no doubt that the people of your community, in -- in Will County and Joliet, can't help but believe that your coming down here to the Senate, that you have done well, not only for yourself but for others. And the way that you have handled your committee assignments - and I've served on these committees with you - the way you've handled yourself here on the Floor has been exemplary. It's been a true example for your classmates, many of which are speaking here this evening, and for everyone in this Chamber and in the General Assembly. You're going to be missed - there's no doubt about that. And I would just close by saying this, that you have those rare qualities, very special qualities that would make you anybody and everybody's hometown favorite no matter where you went. So, we, under the Dome here, are not always widely admired by the -- the public and the press. And I love, back home with -- in the district, being able to sort of put people's mind at rest and really set them straight on the real nature and the caliber of the folks we get to work with here. And whenever I do so, A.J. is somebody I always have at the top of my mind - I'm sure he doesn't know that. But just the thoughtfulness and the compassion and the real integrity with which he approaches his work here is something I've -- always aspire to. Sets a real example that I hope I can just live by. I'm probably one of the only people in the Chamber here that was really happy for today, however. As we are going into some really tough times and dealing on challenging Medicaid issues going forward, I feel incredibly blessed and thankful that A.J. is going to be the person I get to work with at the IHA on these issues. He's somebody I'm -- I know. I just have implicit trust in his integrity and I'm happy to be in the foxhole with you, A.J., as we go forward. So I look forward to the coming weeks and months.

Well, I was invited to A.J.'s district a couple years ago. I went up there and stayed a couple days. Talked to the people in his district. I went all over. That night, A.J. and Larry Walsh got together and we talked. And we had a great talk. And if there's any doubt in anybody's mind if A.J.'s not a great guy, you ought to go to his district and listen to his people. But when I came out of there, I know and there's no doubt in my mind that A.J. is one of the greatest guys I have ever met.

Yes. There is actually -- and so much has been said and there is so much I can say about A.J. I could talk about his accomplishments, of which there have been so many. I could talk about his ability to work with legislators on both sides of the aisle - but you all know that. I could talk about his responsiveness to his members, to the organizations, to the businesses in his community. I can easily describe him as a consummate statesman, which he has always demonstrated here. He is very often a voice of reason in a world where there isn't always the supply of that that there needs to be. But, instead, I'm going to just take this opportunity to say thank you. I met A.J. back at an Olive Garden restaurant, when I sat down with Executive Larry Walsh and Senator A.J. Wilhelmi of the 43rd District in Joliet. They were there to encourage me to run for the Senate. Obviously, they -- they were somewhat persuasive and -- and successful, and I did ultimately run for the seat. The seat included a large portion of Kane County and Will County. I'd lived in Will -- in Kane County for a number of years, sat on the Kane County Board - was very comfortable with that. It was very scary to be approaching the whole Will County area. However, A.J. didn't just convince me to run; he then became my guide into Will County. He introduced me to scores of people. I later learned that he has also worked tirelessly behind the scenes to get organizations and people and businesses to support me. And for that, I thank you, A.J. Once I was elected, he still stayed as my Will County mentor and -- and my mentor in so many ways on the Floor. He was always available to answer questions, to provide guidance when I had questions. So 82  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 what I have to say is, the Illinois Hospital Association has made a wonderful choice. I don't think there's anybody out there who is more qualified to tackle the major Medicaid issues that we have confronting us. So, for that, they did well. And we have done well because we have somebody we know we can work with. So I'm just going to conclude this by saying thank you. Thank you for being the statesman you are. And, mostly, I just want to say, I am so proud to call you my friend.

A.J., there is a latin proverb that goes, "Things hard to come by are much esteemed." I've had the distinction and the pleasure of serving with you now over -- your last seven years. Senator Martinez and I were just talking about how long we've been here, now ten years, a decade, closing on a decade. And I can clearly say that I am so happy that you are moving on and that you are going on to greener pastures. You have made my life very complexed. You have made me work like no other Senator has before. Unlike your predecessor, Larry Walsh - "Uncle Lar" - who is the gentleman that greeted me when I first arrived to this Chamber. His office was right across from mine. He was a gentleman that, after a week of sitting in my office with the lights off and not knowing what the hell to do and how 83  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 to pass a bill and how to be a State Senator, Larry was the guy that turned the lights on in my office and told me, "Hey, kid, can I help you?" And that's just what Larry Walsh was all about and continues to be. And you fall in that same fashion, but you do it in a more complex manner. You -- your way of showing Senator Sandoval how to turn the lights on and how can I help you is, "Let me think about it." "Let me think about it." "Let me think about it." You eventually -- you eventually have helped me turn on a few lights in my house. Things hard to come by are much esteemed. I look forward to working with you and making you work me for my vote in the future. The issues before the Illinois hospitals and the members of your association are very complexed, are very sensitive - let me think about it. Let me think about it. Let me think about it. The issues of in- state tuition, the issues of driver's licenses for the undocumented, the issues of improving the quality of life for the Latino community in Will County and Joliet have always been near and dear to you. You have showed me that you are a man who is compassionate and of principle. In that, I respect in you. And unlike many other Members who sit here in this Chamber, who have come before us, you have always been sincere and direct about your need to improve the quality of life for the people you represent, and you've done it in a very caring way. And when you have not been able to be there for me, you have always been very direct and very sincere and very compassionate about what I am trying to do for our people. And you don't get that from a lot of people in this Chamber many a time. I appreciate that, and I've always said that to you. I'd rather you tell me. I wish to thank you, Senator Wilhelmi, for your -- for the way you conducted the Judiciary Committee, for the way you used the craft you learned in law school and afterward to advance the common good. You replaced Senator Walsh, a tough act to follow. You replaced John Cullerton, President of the Senate, as Chairman of that distinguished, venerable committee. And you put your imprint on both of those positions. You became the Chair of that committee. You treated people with civility, everyone who came in. You used the law. You used the opportunity to craft the law to advance the common good, which you will do in the coming years. As the French statesman Clemenceau once said, "War is too important to be left to the generals", and the law is too important to be left to the lawyers. You showed a dedication above all to the common good. Thank you. A.J., you've followed a couple legendary people in your position. You followed somebody that was a judge, and I -- I, like a few of us in this Chamber, also served with. You followed the popcorn king, in Larry Walsh. But you really did, you followed a lot of legends in this building. And they were tough shoes to fill. And I -- I know when you -- we talked at the beginning; it's tough to follow people like Larry Walsh and what he did. And you know, you think of how you're going to set this tone. But you didn't fill Larry Walsh's shoes, you set your own pace. You set your own legendary moments, and you set that tone from day one on how you wanted to be perceived as a Senator. And I got to tell you one thing, the person that follows in your shoes will have a extremely difficult time in filling those shoes. Because the one thing I've learned from 86  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 you -- and, President Cullerton, I got to tell you one thing, it was easy for him to make that seconding speech because A.J. does one thing that I've watched. Not only on the Senate Floor, I had the privilege of being in your committee as the only non- attorney on Judiciary - as I said, I was the interpreter - but I served on that committee and I watched you in action. I watched you in action on the Floor. And I watched you on the adoption bill. I watched you on other legislation. And you do one thing that is truly admirable about you - you speak from the heart. So you don't need notes when you speak from the heart. You don't need bullet points. Because when you speak from the heart, you're speaking from who you are and how you feel about a subject matter. And no speech writer can write that for you; that's who you are. And I think that's something that whoever follows you will not be able to match, because those footsteps are going to be imprinted in this Senate forever. And I got to tell you, it's been a privilege to spend a number of hours in Will County. And for those who are thinking, it's not just in Joliet. I've spent many hours in Will County with -- at A.J.'s fundraisers, at a lot of other doings in Will County, and I thank you for your help constantly with me in endeavors in Will County. But it's been a privilege not only to serve with you, but the friendship that evolved during this period of time. And just to say thank you for your service not only to the Senate, for the people of this State, and for the legacy that you have left us. And I know that your family is the biggest winner of your decision. God bless you and thank you.

Thank you. And so Larry Walsh was a really good friend of mine. And we were in the Minority when I arrived and I was -- became the chairman -- or the Minority Spokesperson for Financial Institutions and Larry was my Vice-Chair. So we just started having these pre-meetings. My office was a little Cracker Jack box and Larry's was just a little larger than my Cracker Jack box, so I began to have meetings in Larry's office. And we developed this friendship, and not too many Members embraced me back then. I was so young and what is she about and where did she come from, and all of that. But not Larry. So I knew there was this goodness coming out of Will County. So Larry says, "I'm retiring. I'm leaving, oh, kiddo" - is what he called me - "I'm leaving." Then all this buzz started going around about this new young guy coming in and, you know, he's so young. And I'm thinking, well, just how young is he, because I've been the youngest Senator in the history of the State of Illinois for the past seven years. So, I'm thinking, how you young is this guy? And they kept saying, "Oh, he's just so young and he's a lawyer", and… So the first day, Senator Wilhelmi walks on the Floor, I go over to him - and he likes to tell the story that I barged over to him, so I'll take that for today. He said I did. I barged over to A.J. and I said, "Just how old are you, because you're making me change my resume." I 88  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 said, "But let me tell you, I was elected and you were appointed. So when is your birthday?" So I tried to initiate him coming through the door. And he gave me the same big smile, and I thought he is so cute, Michelle. I said at that very moment, "When is your birthday?" He said, "May 14th, 1968." I'm May 10th, 1968. I became a big sister immediately, at that very moment. And I have been calling A.J. my little brother every {sic} since. And I know a lot has been said about you as this - they didn't say great-looking guy, Michelle; I'll tell the truth - this great-looking guy from Will County. But, A.J., I've got to tell you, we went to support candidate U.S. Senator Obama who was running for President Obama - have to tell this story - in Ohio. We were going to speak at African American churches. A.J. was the only Caucasian who took this overnight trip with us on a bus to speak in African American churches. So there was a lot of conversation on that bus about "What's A.J. doing here?" "What's A.J. doing here?" And he had to stomach a whole lot. And A.J. would say, "Hey, I can -- I speak in Black churches. This is no, you know…" And A.J. went to Ohio and hit the ball out the park. He had the Baptist churches saying, "Hallelujah", "Amen", because of A.J.'s soul. A.J. is a good man. I just shared that with his parents. I said, "You really raised a good man." Michelle, you have a good man as a husband and your girls are beautiful. I remember, your oldest girl now was about the same size as my son, about three or four years old, when Senator arrived. So, what I want you to commit to us is, during the budget crunches and the late nights, that you send us food. We want you to send us food. I want to walk into the President's Office and know that Senator Wilhelmi gets it; 89  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 he understands what we're going through and that we're all hungry and need to be fed. And we would appreciate you all the more. I really will miss you. I will still call you my little brother. I learn so much when you stand on this Floor and give your debate and speeches. You're an excellent orator. You make it simple. You make it easy and understandable. And when I preside in the Chair as Madam President, I love to acknowledge Senator Wilhelmi. You always greeted me with a smile and told me how good I looked up there, even if I wasn't confident, and I believed you. I believed him - no matter what. Well, we had some previous speakers talk about the fact that it was Will County day down here day after day, year after year. This is a Will County day. Will County needs this. Senator Wilhelmi, from Will County, fighting for Will County. Well, I'm convinced that the reason 90  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 is, is because he's a natural. You're a natural fit, A.J., for -- to represent Will County and you're a natural leader in this Chamber. And that happened not by chance; it comes out of the respect that you have earned from all of us. You know, I've wrestled with what to say here over the last -- sat down several times to write a speech and -- to talk about my good friend and colleague A.J. and I just -- I just couldn't ever quite do it. Just -- never could quite come up with the words. But a good friend of ours, A.J., mutual friend of ours, late one night, after I first found out that you were going to be leaving this Body, sent me a text and he said, "What do you think?" And I sent him a text back and it was four words - sad, happy, jealous and proud. I said I wasn't going to do that. Sad, because obviously I'm losing a good friend and a colleague. Happy, because you're going on to bigger and better and greater things. Jealous, because I'm not going on to bigger and better and greater things. And proud, because I think you are in the position -- or going into this position because of what you have learned and what we have all taught you over the last several years. The question, if there is a question, as to why A.J. is leaving us, I think that the answer can be seen very visibly in the eyes of his wife, Michelle, and his beautiful daughters and his parents and his in-laws that are here with us today. So, A.J., I'm not going to tell you goodbye, because I know we're going to see you a lot; I'm just going to tell you good luck, 'cause you're going to need it. Thank you very much.

And -- and I've told A.J. that A.J. has -- he will have to make a lot of choices in his life about where he will take his career and where he will go. And we've talked about the fact that family is very important and -- and family is impacted by the decisions that we make. So, Michelle, with -- with A.J. taking this job, he has to, at least, take you on one vacation every year. That's -- that's a discussion that we've had. So A.J. has to, at least, take you on one vacation a year. And, you know, Michelle, I know this was a -- a difficult decision for A.J. to make, and unfortunately -- or, however you see it, unfortunately -- fortunately or unfortunately, A.J., this is just the beginning. You will have many other opportunities. You are a man of -- of good conscience, hard worker, a very 93  STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 85th Legislative Day 2/24/2012 honest person, and you draw people to you, so you will -- you will have many more opportunities and tough decisions to make. I mean, what's going on? You know, I served with Tom Dunn, and Tom left and went on to better and brighter things. And obviously, Larry Walsh - "Mr. Pabst" - he left and went on to brighter things. So, what is it with Will County? You all have an itch or something? What -- what… No, I -- I only say, A.J., I wish you -- wish you the best, and I know you will be successful, and take care of those girls. And, Michelle, he will take you on a vacation at least one time a year. God bless you all.
