Thank you, Mr. President, Members of the Senate. This is a rule change. It passed out of the Executive Committee yesterday, has to do with the Executive Appointment process. So it would say that the -- the committee, the Executive Appointment Committee, would have options when they meet and make -- and take a resolution and take a vote. The resolution provides that the Appointment Message that was reported to the Floor would either be "do recommend advise and consent", "do not recommend advise and consent", or "without recommendation". So this way the Committee is giving the -- their -- their opinion, if you will, to the full Senate as to what should happen. We don't have a situation now where someone's appointment is killed in committee. The committee meets, they take testimony, but 22 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 89th Legislative Day 3/1/2012 then it automatically comes to the Floor. So this is going to make it easier for us to know -- it kind of strengthens the committee's recommendations, so now we know what they think about this appointment, whether we should vote for or against. And so we have a lot of these as a result of a law we passed. As you know, we wanted to strengthen the -- the Senate's hand in correcting a law that allowed for holdovers to just stay in their positions without the Senate advising and consenting on their -- on their power. So -- on whether they should be there. So we passed that law. It was originally Senate Bill 1, and then we passed another version of it. There's a number of these appointments that the Governor was -- has made, and we are taking those up. And I wanted to pass this rule, so that we can get more direction from the committee as to what they think of these prospective appointments. Be happy to answer any questions.
