It names a highway -- a portion of a highway, Interstate 64, for two young citizens who were tragically killed because of the recklessness of - and I'm sad to have to say it - a man who wore the uniform of the Illinois Police. Thank you so much. On November 23rd, the day after Thanksgiving, Jessica and Kelli Uhl were traveling home from visiting with their father and stepmother. While traveling on Interstate 64, in St. Clair County, in heavy traffic, the girls were struck by an oncoming Illinois State Police vehicle that was traveling at an estimated speed of a hundred and twenty-six miles per hour. The trooper operating the vehicle was not only speeding at that speed on the shoulder, but operating his onboard computer and cell phone, going to a scene of a -- of another accident where he was not necessary - his presence was not necessary. The car was out of control -- became out of -- 11 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 92nd Legislative Day 3/8/2012 uncontrollable and killed -- struck a vehicle occupied by eighteen-year-old Jessica and thirteen-year-old Kelli, who were killed. A pregnant woman and her husband in another vehicle were struck and sustained serious injuries. State's Attorney Bob Haida, now Judge, of St. Clair County, convicted the trooper of two felony counts of reckless homicide. And, as a matter of fact, we had a bill which passed - it was signed into law - that you're familiar with, that changed the workers' compensation statute as a result of this terrible incident. The girls' mother, Kim Schlau, left her career to focus on making the police recruit classes aware of the dangers of these negligent pursuits. Since that accident, the State Police have significantly limited the use of these devices in these situations. We ask that the -- a portion of this highway be named after them, these two girls, these two young citizens. Certainly, it can never make this family whole, but it should be a small statement by we in the State General Assembly of the high regard we have for these two -- the lives of these two young people and our deep sorrow and regret at how this loss occurred. And I would ask for this adoption.

The concern I think we have on our side is this is urging support of legislation that has an estimated cost of a hundred million dollars at a time 14 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 92nd Legislative Day 3/8/2012 when the federal government doesn't have the ability to pay its current bills. And it is for that reason -- while the idea may have merit, the idea of us urging the federal government to increase spending is probably sending the wrong message at this time. So, for that reason, we'll be in opposition to this resolution.

If I could, Mr. President. This disease, this insidious disease, impacts over four million people here in the United States. Seventy-five percent of those individuals that are infected by this disease do not know it. Testing is, well, one, is a health prevention issue. A hundred million dollars, it's estimated that it would save us thirty to eighty-five billion dollars if, in fact, we actually pass this -- or, they pass it in Congress. So I urge its passage.

Thank you, Mr. President. Senate Joint Resolution 53 expresses our support for Argonne National Laboratory's bid to become the site for the federal Energy Storage Hub. If they're successful in this bid, the U.S. Department of Energy will place the Storage Hub at Argonne and it will bring together world- class researchers into this area to focus on energy storage, green technologies, and leveraging the smart -- smart grid investments. It would be a hundred-million-dollar investment, which they are working with the Governor's Office to identify where that would come from, but it does have the potential to create hundreds of new jobs and lead to even more investment in this State. Argonne is leading the partnership of universities, 16 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 92nd Legislative Day 3/8/2012 industry, and national laboratories in competing for this energy storage project.
