This is a company that holds stock in subsidiary companies. And this is an ongoing discussion between the Department of Insurance and its able director and the insurance companies. And these two amendments reflect the ongoing discussions. They will continue in the House and there -- there will be more amendments. And I would ask that this be adopted.

Senate Amendment No. 2 makes a technical change to ensure that the official issuing the building permit shall maintain the name and photo identification number, as it appears on the government- issued photo identification, in the building permit file. This change came at the request of the Home Builders Association. It also exempts municipalities whose building permits are processed through electronic means. That's an excellent question, Senator. I believe it arrived -- let me check that status for you, just so I don't give you a bad answer, Senator. It arrived in the Senate on March 30th, 2011.

Can -- can you explain to the Body, Senator Harmon, why we're waiving the six-day posting notice requirement now for a bill that has been in this Chamber for almost a full year?

Yes, Mr. President, thank you. Senator Righter, your question is well placed. The -- the subject matter of the bill is the ability of a -- a candidate to switch parties between the primary election and the general election. Today is the first day that candidates could file -- or begin to collect signatures to run as a -- as a -- an independent candidate or in another -- the opposite party's -- as the opposite party's candidate. It's 67 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 97th Legislative Day 3/27/2012 -- it's my view that this has become ripe when perhaps we weren't paying attention to it early enough. But I think it's important for us to take on this issue now, before anyone begins to rely on the current law. Let's -- let's make sure that we deal with it. This, I would emphasize, is a bipartisan initiative. Representative Fortner, in the House, is the sponsor. And so I don't -- there's -- there should be no partisan overtones. I think it's merely a matter of fairness and courtesy that we take this bill up immediately so that no candidates who are ineligible for office under this rubric begin the work of collecting signatures.

Thank you, Mr. President. Well, Senator Harmon, I think the rationale that you just outlined about why it would be good to move it now was equally good, and maybe a little better, twelve months ago when it first came over. But, let me ask, since this is, according to your words, in anticipation of what's going to happen in the sixty days or so after the primary, are you aware of any candidates who are on the ballot now or who may be making efforts to get on the ballot that this would effect?

Now, from time to time, there can be an agreement between the sides to do that, if both sides are comfortable with what's going to happen. This is not such an instance. We just got out of a primary. We are moving into the general election phase of elections and, suddenly, we are now called upon to act on an election bill that's been in this Chamber for a year. I, absolutely, take Senator Harmon at his word, that he does not know of any candidates to whom this would apply. But that doesn't mean there aren't any people out there to whom this would apply. Remember, this bill originated in the House of 69 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 97th Legislative Day 3/27/2012 Representatives under the guidance, of course -- while not sponsorship, under the guidance of the Chairman of the Democrat Party of Illinois. I would suggest that this is one of those moments when the Senate ought to take a deep breath and say, you know what, this one can wait for the sixty {sic} days. 74 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 97th Legislative Day 3/27/2012 Thank you, Mr. President. Senate Joint Resolution 58 designates tomorrow, March 28th, 2012, as "Hiring Our Heroes Day". This resolution also highlights the history and the progress of the federal Hiring Our Heroes Program and encourages the people of Illinois to recognize the valuable service of members of the military and commend them for their perseverance in acquiring employment. The Hiring Our Heroes Program has partnered with the United States Department of Labor, the Illinois Comptroller's Office, and the Illinois Department of Employment Security to conduct the "HIRING OUR HEROES" Job Fair, which will take place tomorrow at the Hilton Chicago. The Hiring Our Heroes Program recognizes Illinois' commitment towards reintegrating our military service members back into the workforce after their service to our country and aims to improve public-private sector coordination in local communities to address the issue of military and spouse unemployment. I ask for an Aye vote.
