She has a -- it's an important piece of 10 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 3/30/2012 legislation here. Okay, I'll start again. On June 10th, 2011, six days prior to Julie's eighteen birthday and exactly one week after her high school graduation from Lincoln-Way North High School, she was killed as a passenger in a 1997 Jeep Cherokee that was making a northbound turn on 135th Street and 80th {sic} (88th) Ave. in Orland Park, Illinois. At which time, a 2009 Mazda 6, going westbound, driven by a twenty-one-year-old at an excessive speed of at least seventy-six miles an hour - and an investigation shows that it could have been eighty-three miles an hour - on a forty-mile-per-hour residential street, struck the car that Julie was in and, as a consequence, the Jeep sustained at least three rollovers and the passenger seat, where Julie was sitting, had an impact with such force that it thrust thirty-six inches behind the driver's seat, killing Julie immediately. Initially charged with a Class 4 felony reckless homicide in this case, but has since been reduced to a Class B misdemeanor, due to the State of Illinois laws that are -- in effect today state that a Class 4 felony of reckless homicide must have another deviating factor, meaning drugs or alcohol, besides the speed limit. And -- and this law, now being called Julie's Law, amends the Unified Code of Corrections, providing that the court may not enter orders for supervision for defendants who are charged with speeding twenty-five miles per hour or more over the speed limit in an urban district. The bill also provides that the court may not enter orders for supervision for defendants who are charged with speeding thirty miles per hour or more over the speed limit 11 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 100th Legislative Day 3/30/2012 on highways. This young man was charged with seven prior speeding within a two-year period. And one of those were reckless driving. He still is driving today. Still holding his license, as the court continues his case. And I think it's time that we as legislators, as we look at many of our laws, whether it be cell phones or texting, that we also realize that speed also kills. So, at this time, I'm looking for the passage of Julie's Law and I would ask for a favorable vote.

I do believe that Park Ridge wins the award this week for having the most visitors coming down to Springfield. We have Katelyn Kahn, who's with me as a Page for the Day. She's thirteen. She goes to Emerson School. She likes volleyball and dance. Her favorite subject in school is health and she wants to be a nurse. Favorite baseball team is the Cubs. Thank you, Mr. President. Senate Bill 3619 is initiative of the Department of Commerce and Economic Opportunity. It makes some technical changes to the angel investment credit. The bill clarifies that in order for an investment to qualify for the credit, the investment must be made after the business applied for the credit and after it receives certification that it'll receive the credit.
