Thank you, Mr. President. This is an initiative of the Illinois Community College Board. It's really the second time around for this bill. The -- we've had unprecedented rises in tuition increases at the community college and these -- the reduction in State funding has necessitated these increases. So what this bill will do is - currently, a district without a strong local tax base, under the statutory formula, must meet a non-formula stipulation; that is, their tuition and standard fees must be within eighty-five percent of the average community college fee - this will reduce that fee stipulation to seventy percent, giving some -- taking some pressure off colleges that - - receiving these equalization grants. What the legislation does is it makes it consistent with federal law. But, there are alternatives in classrooms to miniature horses, if they indeed are responsible. Now, you know, last week, I -- I -- I voted against the mandated recess because it was one of the real threats that I had to behave in school, which may help you understand why it would be hard for me to learn in a classroom with a miniature horse. I -- I thought back of all the things I might just do in the classroom with a miniature horse there, and I probably wouldn't be learning that much. So, we understand that we need to be looking out for these kids, but there are alternatives to miniature horses and service animals. There are weighted backpacks. And federal law or not, this is not the thing that we should be speaking about today rather than fixing the budget and making the hard, tough decisions that we need to in this State. Currently, there is no provision in the Recyclable Metal Purchase Registration Law for the tracking of the sale of recyclable metals containing copper to recyclable metal dealers. Current law only addresses recyclable metal valued at one hundred dollars or more and metal street signs. The intent of this -- of House Bill 4013 is to reduce the theft of copper.

Thank you, Mr. President, Members of the Senate. House 35 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 5/15/2012 Bill 4028 has four main components. First, it amends the Abused and Neglected Child (Reporting) Act to expand the definition of a person responsible for a child's welfare to include a custodian of a child who allows the offenses of involuntary servitude, involuntary sexual servitude of a minor, or trafficking in a person for forced labor, to be committed against the child. Secondly, it amends the Adoption Act, allowing the court to shorten the time frame required before a person who has consent of the birth parent may petition for the adoption of a child already in their custody. This provision also strengthens the existing requirements for DCFS to -- notification to the birthing parents regarding their rights and responsibilities of the status of the adoption petition. Thirdly, what it does is, it creates the Adoption Advisory Council. Specifies the Department of Children and Family Services will co-chair the Council and that it will be established with both the Department of Public Health and DCFS. The amendment also provides that a DCFS attorney shall serve as an ex-officio, non-voting member of the Council and clarifies the Council's role is advisory in nature. And lastly, what it does is provides that when -- a court, when considering a petition for appointment of a confidential intermediary for the purposes of exchanging medical information between mutually consenting biological relatives, shall not condition the appointment of the confidential intermediary on the advance payment of the intermediary's fees and expenses. To get their tax exemption, there were some criteria that they had to adhere to. It would amend the Illinois Sexually Transmittable {sic} (Transmissible) Disease Control Act to require the Department of Public Health, in consultation with the Department of Corrections, to devise and implement written procedures that create a process for confidentiality {sic} (confidentially) notifying and recommending sexually transmittable diseases, 61 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 114th Legislative Day 5/15/2012 STDs, testing of the contacts of an incarcerated individual who has been diagnosed with either STD and -- and for informing and recommending them testing of an incarcerated person who has had contact with one diagnosed with an STD. Currently, inmates are not allowed to participate in the partner notification process. This bill would notify the community that this person is at risk of STDs and provide counseling, testing or treatment necessary. I'd be happy to answer questions.

New -- new codes like this, even that come from a task force, raise the cost of construction. Yes. This is a very good measure. It has -- by looking at ways in which we can conserve water, we can actually save money. This is not, in any situation, a way to increase costs, but it's a way to make sure that what we do with our plumbing, that we do so in such a way that is conservation/environmental-friendly. House Bill 4500 further provides that in the event of illness, prolonged absence, death, or a resignation, the executive director of the Metropolitan Water Reclamation District may appoint an acting public and intergovernmental affairs officer to perform the duties of that position.

Thank you, Mr. President. House Bill 4601 is an initiative of Comptroller Topinka. This is essentially the same as Senate Bill 3245, which we passed earlier this Session, and it passed 56 to nothing. The main difference is the electronic filing of grants and contracts. Senate Bill 3245 required agencies that file more than three hundred grants or contracts to file those grants and contracts electronically with the Comptroller. This bill requires all agencies capable of filing electronically to file electronically. There's a few caveats; if they are unable to do so, they need to explain that.

Thank you, Mr. President. The purpose of this bill is to permit the Ridgeland School District No. 122 to issue bonds to refund its outstanding debt-voted bonds outside their limit. The district has outstanding capital appreciation bonds issued in 2000 and 2003. The debt service on these bonds was structured with optimistic growth that has not occurred. So, basically, what they're asking -- this situation is not unique, by the way, to this school district. Yet, there's no one-size- fits-all fix for this. The fix for this district, if I could use an -- this analogy, is that somebody has a twenty-year mortgage; they have some -- their income level has decreased; therefore, they're refinancing for a thirty-year so their payment is less and they will not have to sacrifice any school programs. I'd be happy to answer any questions.

In regards to IMRF, the change reflects a requirement that the local government use two separate levies for the employer contribution to IMRF and the employer contribution for -- for Social Security. This is merely updating out-of-date language and would not affect current practice -- practice. With regards to SURS, the changes mostly update incorrect references. The most substantive change would give a member one hundred and eighty days, as opposed to ninety days, in -- to elect an optional benefit. What we've done, after discussion on the bill last time, is we really limited the scope so that now it pertains only to healthcare facilities either within -- in or within twenty miles of the following cities: It's Rockford, Pontiac, Bloomington, Galesburg, Monmouth and Peoria.
