I just want to say a few words about Freda. She is the type of person that anybody would have your -- in your Senate district, you would be tickled to death to have her, 'cause she is a workhorse. She works for the community. And the last big thing she done was for the American Legion. She always goes to the American Legion and VFW, and does whatever she can do for them. What this legislation does is it changes the time frame that the Department of Human Services can approve an application for TANF services and it also makes the -- the time that we go back and make the payments retroactive if somebody is approved for those services; we limit that by fifteen days. The change takes it back to what was originally in place back in 2010 - it was changed in 2010. And by making these changes, it's estimated to save the State of Illinois a little over nine million dollars annually. Be happy to answer any questions.

Senate Bill 2450, as amended by the House, makes changes to the budget for the Department of Healthcare and Family Services and the Department of Human Services. It authorizes a hundred and 23 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 117th Legislative Day 5/18/2012 fifty-one million in GRF deposited and it -- which, when federally matched, we'll have three hundred and two million in appropriation to be spent on Medicaid bills - unpaid bills. And it will also reduce the Medicare Part B premium assistance appropriation in HFS by 73.6 million dollars and transfer the funds to Human Services to be spent on child care grants. So this will enable us to now pay for the low-income families who are participating in the child care assistance program. I would urge an Aye vote.

The Medicare Part B premium subsidy that you are taking the 73.6 million out of for the child care, will that now go down to zero and be eliminated, or will there still be moneys in it, we're just reducing the amount of the appropriation?

No, it will not be zeroed out. It's down -- I don't have the exact, precise number, but it's down to around two hundred million. These dollars, though, are -- over the past three years, we have not been making Medicare premium assistance 24 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 117th Legislative Day 5/18/2012 payments to the federal government in a timely manner, so they - - federal government has been reducing our participation amount. So we don't need this appropriation authority. We still do have some and we still are getting in revenues, but we just don't need this appropriation authority.

Will we need the full amount next year, or can it be reduced by that seventy-four million -- 73.6 million next year?

We don't have an -- full analysis on how we're going to approach that next year. And, ideally, we'd be making our time -- timely payments, so we'd get the full match and need the appropriation authority. But if we don't, we can reduce it for next year as well. But we're still looking at that.

Thank you, Mr. President. House Bill 4492 designates the Illinois Saint Andrew Society Tartan as the official tartan of the State of Illinois. The Illinois Saint Andrew Society tartan was designed by Frances Gillan and is registered with the Scottish Tartans Authority. Registration of this tartan ensures that it is unique and will not be duplicated. House Bill 4492 will make the Illinois Saint Andrew Society Tartan the official tartan of the State of Illinois. Ten years ago, the Society had attempted to pass a similar bill to secure a State tartan. It passed the House 114 to 2, but never made it out of the 27 STATE OF ILLINOIS 97th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 117th Legislative Day 5/18/2012 committee in the Senate. The State of Illinois has more than twenty symbols, emblems, and icons to represent the State. There are over thirty-seven states in the United States that have their own state tartan, including the neighboring states of Iowa, Kentucky, Michigan, Missouri, and Wisconsin. There is a national -- American National Tartan. And all branches of the United States Armed Services have their own tartan. There is a Scottish National Tartan, as well as a tartan for all counties and many large cities. All eleven Canadian provinces have their own tartan. There is an Irish National Tartan, as well as the tartans for thirty-two Irish communities. Michigan Governor, then, Jennifer Granholm has designed a Great Lakes State Tartan. Now there are over five thousand tartans around the world that serve as a unique means of identification and represent corporations, public bodies, individuals, or commemorates specific events. The tartan is a recognized symbol of Scottish and Celtic cultures. It represents courage in the face of adversity, of loyalty to family and friend, and serves as a continuing inspiration for all people today. I ask for an Aye vote. And I -- just for some information: I do have the tartan. I know that I -- had -- everyone had a handout with explanations about the Illinois Saint Andrew Society, which happens to be one of the oldest philanthropic organizations in the State of Illinois, back into the 1800s. But the colors that are in this tartan represents the United States flag, the Illinois State flag, the Saint Andrew's flag, and the navy blue represents Lake Michigan. So I do ask for an Aye vote.
