Senate Bill -- Senate Bill 20. (Secretary reads title of bill) 3rd Reading of the bill.
PRESIDING OFFICER: (SENATOR SULLIVAN) Senator Harmon.
Thank you, Mr. President, Ladies and Gentlemen of the Senate. In the last days of the last General Assembly, President Cullerton passed a bill which we referred to here as the Management Act. It permitted the Governor to designate certain employees as exempt from the collective bargaining. This is a trailer bill to that Act. It -- it identifies a -- a certain pool of employees who would not be subject to that gubernatorial designation. There was general agreement. In fact, President Cullerton mentioned in his Floor speech that certain employees represented by the Operating Engineers should not have been included. They are expressly being carved out here. We have also, since that time, identified certain 12 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 11th Legislative Day 2/13/2013 employees represented by the Laborers Union and the Teamsters as appropriate to carve out of -- of this bill. I think we have general agreement from both management and labor, at least the affected labor organizations. There's some refinements that may need to take place in the House for the Teamsters piece. But other than that, I'm not aware of any concerns with the bill. And I'd ask for your Aye votes.
PRESIDING OFFICER: (SENATOR SULLIVAN) Thank you. Ladies and Gentlemen, let's hold the visiting down. We are on the Order of 3rd Readings. Is there any discussion? Is there any discussion? Seeing none, the question is, shall Senate Bill 20 pass. All those in favor will vote Aye. Opposed, Nay. The voting is open. Have all voted who wish? Have all voted who wish? Have all voted who wish? Mr. Secretary, take the record. On that question, there are 48 voting Aye, 0 voting Nay, 0 voting Present. Senate Bill 20, having received the required constitutional majority, is declared passed. Ladies and Gentlemen, if I could have your attention for some committee announcements. Can I have your attention? With regard to committee announcements, first of all, the -- the Judiciary Committee, which was scheduled for today, has been canceled. The Judiciary Committee has been canceled. Also, Human Services will meet today in Room 409 at 3 p.m. That's Human Services in Room 409 at 3 p.m. Judiciary Committee has been canceled for today. Mr. Secretary, Senate Bills 1st Reading.
