I believe most individuals of the Body have heard me speak very fondly and affectionately, as well as professionally, about the National 18 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 15th Legislative Day 2/27/2013 Conference of State Legislators {sic} (Legislatures). It's a national organization that -- whose mission is states' rights. They work very collaboratively with all of the states here in the United States. We have guests. They make annual visits in an effort to introduce themselves to new Members and let you know what wonderful services that they provide for us. We have with us Natalie Wood, who is the program principal for NCSL. She's been with them for thirteen years. She deals with the ethic portion -- ethics portion of what states deal with. We also have -- Natalie, say hello, wave. We also have Michael Bird, who is counsel. He deals with all of the fiscal issues, both at the state and federal level. He has been with NCSL for twenty-eight years. And we also have visiting with us Martha Salazar, who is the policy specialist. And one of her policies is the health exchange information that many of the states are now dealing with. So I'd like us to give them a nice welcome to Illinois. And I, again, urge all of you to utilize those services when you're looking at legislation if you need information about what other states are dealing with and how they are addressing many of the issues that all states have to deal with. Today, I'm pleased to welcome the first visiting dignitary of the 98th General Assembly to the Senate Floor. Israel remains a strong ally to our great democracy and I'm pleased to welcome the Consul General of Israel to the Midwest to our Chamber today. In fact, the Consul General's visit comes on the heels of, as you may know, the White House announcement that President Obama will visit Israel next month. As Israel's highest-ranking official in the Midwest, the Honorable Roey Gilad is responsible for eleven states in the Midwest region, including his base in Chicago. During his tenure with Israel's Ministry of Foreign Affairs, Consul General Gilad served in various positions outside of Israel, including the United Kingdom, the Hashemite Kingdom of Jordan, and Kenya. The Consul General was head of the Political Affairs Department in Israel's Embassy in London; media spokesman in Israel's Embassy in Amman, and the second secretary in Nairobi during his first posting. While in his native Israel, the Consul General was most recently at Israel's National Defense College and, prior to that, was head of the Export Control Department of the Ministry of Foreign Affairs. Since ascending to his post -- this post last summer, the Consul General has hit the ground running - literally. He's someone who has done something that I did a few years ago, and that is run marathons. He's an avid marathon runner and has run eight marathons. We'll be rooting for him. Thank you, Mr. President, Ladies and Gentlemen of the Senate. These appointments by his Excellency, the Governor, raise some serious concerns in our mind. They affect my district and the district of Senator Clayborne and others in a unique way, but they should concern us all. The Constitution 26 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 15th Legislative Day 2/27/2013 has, from its inception, given the Governor the great power of nomination to certain boards and commissions. The Constitution, according to law, has given the Senate the authority to advise and consent. And that authority implies that there's a consultation with the Senate on appointments to allow us - those of us -- particularly on a university board - to have some input and knowledge of the proposed nominees. Not that we -- we have a blank check. The Governor does have a blank check - but we do not. We should give great deference to the Governor's appointments. Without speaking to any qualifications or merits, or lack thereof, of any of the proposed nominees, it suffices to say I don't know any of their backgrounds save for one and that's only a limited knowledge. I do know the record, the public record, of the three board members who were summarily dismissed without formal notice or consultation by those of us in this Body or the other Chamber that are affected. And those individuals are Attorney John Simmons, Chair of the Board; Superintendent of Public Instruction Edward Hightower, longtime member of the board; and Mr. Mark Hinrichs, relatively recent member of the board. Attorney Simmons and his previous partners, individually and together, have literally given millions of dollars to SIU - millions. There sits in Springfield the SimmonsCooper Cancer Center. They've built a soccer complex in -- in Edwardsville. Why? Because the man is a proud alumnus of SIU Edwardsville and he attributes their training and environment somewhat to his success. Mr. Hightower has served on that board for years - years of distinction without blemish. He is a trained educator, who serves on hospital boards. He's superintendent of one of the most 27 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 15th Legislative Day 2/27/2013 successful school districts in the State. And he serves, again, without pay, only because he believes that SIU is an -- is a place of opportunity for all of our citizens of whatever race, gender, or creed, or economic status. The same for Mr. Hinrichs, who is a -- is a successful building contractor, whose expertise is good for SIU, both campuses. To have these three people dismissed publicly - I called it, few moments ago, their defenestration - without any reason given, I don't think is the right thing to do for them, for their record of service, for Southern Illinois University, or for any university. When the Governor asks someone to serve on any board of trustees, they should expect to be fairly treated for their record of service. Irrespective of internal board disagreements, the record of these gentlemen has been, again, marked by distinction. And that's the second reason why I would ask a No vote, to exercise our constitutional responsibility and say we do not consent. Thank you, Mr. President.

Thank you, Mr. President, and it's good to be back. You know, it's -- we -- we provide funding to make sure that all of our citizens in this State get an opportunity to live a productive life, to give them tools they need to be successful 28 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 15th Legislative Day 2/27/2013 in life. And I was approached - actually received a phone call several weeks ago - by one of the board members that was not reappointed. And it concerned him because one of the current board members was president of this board two years ago, when he was first appointed. And he was told that this time, if this same gentleman became president of this board, he had two things he was going to do immediately. One was to get rid of the current president. But what disturbed me the most was the fact that he said that he would make sure, as a priority, he would reduce the minority population at Southern Illinois University, at Carbondale. Particularly the Carbondale campus because their enrollment is about thirty-five percent minority, and apparently he believes that's wrong. Well, you know, in this day and time, we should not be giving access based upon race, creed or color. We should be making sure that those students deserve an opportunity who want to go, who are going to work hard, receive a fair opportunity to be successful in life, just like anyone else. So it concerns me that there's a push to make this individual the chairman of the board. What direction are we going? What -- what message are we sending by appointing or -- or -- or placing an individual on this board who does not believe that everybody should receive an opportunity to go to college; that we will close the doors on those individuals not because of their merit, not because of the hard work that they've put into it, but because they're a minority? You know, this is not the -- this is not the fifties or forties or thirties. We're beyond that. We should be looking at people based upon their merit. But I hate to say that, you know, there are some people that want to take us back to the past. And I 29 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 15th Legislative Day 2/27/2013 tell you that we should not go back to the past. We should allow everybody the decent opportunity to improve their own plight, to be self-sufficient, and to be productive in their community. So if we allow -- and it has nothing to do with the three individuals who are -- who are being nominated. The problem is, they were asked by the Governor to support this gentleman again for president of the board. So if we -- if we support denying people access to education because of their skin color, then we'll vote Yes on this. But we should send a message to the Governor and to this individual who's on this board that we're going to give everybody who works hard, who has a dream, access to be self-sufficient, give them access to a quality education, and to give them access to success. I would ask for a No vote.
