Thank you, Mr. President. A point of personal privilege. Ladies and Gentlemen of the Senate, amidst the debate over firearms in the State, we are joined by some special visitors today from Sandy Hook Promise. Certainly, I believe, all of our offices have received a multitude of phone calls and emails advocating one way or the other on gun bills, but I hope that the presence of these individuals today offers a face to the debate. Today I'd like to introduce people who are -- we are joined by: family representatives, Mark Barden, Francine Wheeler and Nicole Hockley. We're also joined by Sandy Hook Promise representatives, Tom {sic} (Tim) Makris and Rob Cox. These individuals are not paid lobbyists. They're -- they aren't political strategists. Instead, they're parents who are advocating for gun laws. While I commend their courage for being here today, I feel that a moment of silence for those they fight for is in order here today. I'd request, Mr. President, a moment of silence at this time for their children, Daniel Barden, Benjamin Wheeler and Dylan Hockley, the victims of Sandy Hook, and the Illinoisans who have mourned a loss due to gun violence.

On behalf of the Joint Legislative Task Force on Turkish-Illinois {sic} (Illinois-Turkish) Relations, the Niagara Foundation and the Turkish American Federation of the {sic} Midwest, I would like to extend a personal invitation to our Intercultural Reception, which is a celebration of our bonds of friendship, our business and our cultural relationships with Turkey and the State of Illinois. It will be May 21st from 5 to 7 p.m. at the office of our Secretary of State, right here in the Capitol. And I would really urge all of you who have attended before to come and say hello to our friends. And for those of you who have not taken advantage of this opportunity, please come and meet these wonderful men and women and learn about our Turkish friendship and the opportunities that we've established with this wonderful country. It amends the Illinois Grant Fund {sic} (Funds) Recovery Act and creates a task force that will look at creating one unified form that would be applicable to all agencies for any grant that is offered. It also then will permit transparency, in that each one of these agencies or entities would have to follow the same prescribed reporting requirements so that we'd be able to review all of these grants and make sure that the moneys are being spent appropriately. House Bill 101 is supported by the Illinois Pawnbrokers Association and Illinois Department of Public -- I mean, Illinois Department of Professional and Financial {sic} (Financial and Professional) Regulation. There's no opposition to this bill. The bill -- increase -- increases maximum civil penalties for violations of the Act. Current law allows for the Department to issue civil 39 STATE OF ILLINOIS 98th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 53rd Legislative Day 5/20/2013 penalties of no more than a thousand per violation. This bill allows the Department to issue civil penalties of no more than ten thousand for each day a violation occurs. It modifies the pawnbroker ticket reporting requirement to be consistent with the current and historical implementation of the Act. The bill updates the Act to reflect that the estimated "value of things loaned thereon" has not been required by the Department on a pawnbroker ticket since the Pawnbroker Regulations {sic} (Regulation) Act was implemented. It also protect -- protects consumer privacy by exempting pawnbrokers' daily reports from the Freedom of Information Act. {sic} Pawnbrokers daily -- submit daily reports to local law enforcement that record each transaction made in the pawnshop. I would ask for your favorable vote.

Thank you, Mr. President. We've heard about this bill before in this Chamber, but this is the bill that will probably land on the Governor's desk. It bans indoor ultraviolet tanning for individuals who are under the age of eighteen years old. It's a known carcinogen. It's a Class 1 carcinogen. And I think that it warrants us passing this bill in order to protect the children and help educate their parents and reinforce the parents to encourage their kids not to tan. So I ask for your support and would be happy to try to answer any questions.
