Currently, the sexual harassment protection of the Human Rights Act does not extend to unpaid interns. The IHRA prohibits sexual harassment and provides that an employer is responsible for the harassment of employees if the employee {sic} is aware of the harassment and does not take any reasonable corrective measure. The bill uses the -- the definition of unpaid intern as defined by the U.S. Department of Labor. And I'll be happy to answer any questions.

The Department of Public Health and the Department on -- on Aging have some changes they believe are necessary to carry out the mission of the Public Act. And one of them is to split the registry concept into two, keeping the Department of Public Health's registry as to those who are qualified to work in nursing homes and other community care programs and then a -- a registry of those who are not so authorized, which would be maintained at the Department on Aging. The Department on Aging registry will be those who have been found to have committed financial exploitation, abuse, et cetera. And there are some other minor changes. That's in essence what the bill does.

This is really trying to address situations where the condo developer owns a significant number of units, but where the board may have a legal claim against that developer. I'd urge an Aye vote. Last year, at the federal level, the federal farm bill that was passed into law had a provision in there that allowed states to do research on industrial hemp. There are now thirty other states that have initiated state laws on this. The Farm Bureau is in support of this. The byproduct of industrial hemp is everything from car doors to clothing, to personal hygiene products and other products that are similar to fiberglass that are used. It defines community health workers as frontline public health workers who facilitate access to health care and improve the quality and cultural competence of health service delivery. What this does is establishes a fifteen-member Illinois Community Health Worker Advisory Board appointed by the director of the DPH and defines its composition. The board will serve without compensation. It's required to develop and submit a report to the Governor and the legislator -- legislative leaders within twelve months. What this will do is define what community health workers are. Be happy to answer any questions.

Requires, within fourteen days, the State's Attorney shall present evidence to probable cause to a court. Puts the State's Attorney in charge of the -- of the vehicle and its storage. It expands to all law enforcement agencies, rather than -- than the sheriff, the power to seize in the given statutory circumstances. I'm not aware of any opposition to the bill.

House Bill 5785 is one of the recommendations that came out of a local government consolidation task force that met during the course of the last year or so. It acknowledges that there's a set of thirteen different types of local governments that statute creates a mechanism for them to come into existence, but not for them to then dissolve. And so, for these units of governments, it creates a entirely voluntary method of dissolution, where the board of the government in question and the board of any affected other government would have to, by vote, elect to dissolve the unit of government and fold its responsibilities into another entity. This would include bringing with it all debts, all contracts, all labor rights, and so forth. And I think it's a path to enabling greater efficiency in Illinois government. House Joint Resolution 68 concerns a collection of Iraqi Jewish artifacts that were found in recent times as a result of the conflicts in Iraq. And there's great concern that these artifacts would not be adequately preserved if they were simply left there, and so it -- it calls upon the United States Department of State to reconsider its plan to return the Iraqi Jewish artifact collection to the government of Iraq this summer and, instead, calls on the relevant authorities to house the collection in a place that's both conducive to its long-term preservation and accessible to scholars and Iraqi Jews and their descendants.
