The bill also states that if a pupil transfers to a charter school between quarterly payments, the school district shall provide a prorated portion of the public funding to the charter school to provide for the education of that pupil. House Bill 4653 provides that prior convictions for domestic battery or a substantially similar offense under the laws of another jurisdiction or those out of state are included in Illinois' penalty enhancements for domestic battery. This is simply cleanup legislation to a bill that was passed two years ago. Right now, a person may have a conviction in another state and it would not be counted toward a penalty enhancement if they also committed domestic battery in this State. So, what this bill does is ensures that those persons who are habitual offenders are held accountable, whether past offenses occurred in Illinois or elsewhere, for sentencing purposes. There was an incident in my district where we had a police officer who was sending inappropriate text messages to a twelve-year-old girl. This would establish a task force to review standardized assessments. The task force must meet at least four times to review the tests and assessments administered by the State Board of Ed and by local school districts. The task force must report its findings no later than May 31st of 2015. We amended that bill to include a number of categories, including legislators. I'd be happy to answer any questions.

I've received many phone calls about the PARCC test and not being ready as a school district with not having the capability to deliver the test, also with just asking for a little bit more time to, you know, prepare and implement the test. So I rise in strong support of this piece of legislation in order to kind of look over and make sure that we're -- we're headed down the right path, but make sure that we give the correct tools, and all of the tools, to our superintendents and schools.
