They're from Pekin High School, and I'll introduce two that are right behind me and then two that are in the gallery. Ashton -- Ashton Quotskyva - is that right? Quotskyva. I knew that I'd -- she spelled it out phonetically for me as well. Annika Rockhill, sitting right behind. We have in the gallery -- we have Jayce Parrish, who is a student, and then we have their teacher, Colleen Kahl, who has been a social studies teacher at Pekin High School for eighteen years. She currently teaches American government and psychology. She is also the head of the student council and the National Honor Society. This year, she will earn a master's degree in politics and government from ISU next month. What's unique about these students is that just last week at Pekin High School -- every semester they do a mock legislative session, where they organize themselves into Republicans and Democrats and they go through the whole process of creating legislation. In fact, I think that Annika, here, was Speaker of the House. Is that right? Huh? Oh, Majority Leader, I'm sorry. And so I've asked them as well to just kind of observe what we're doing and give us any pointers, if they can. But I'd like the Senate to give them a good welcome.

He's a starting lineman on the varsity football team. He's interested in law and politics, but he says his favorite thing is telling his friends at school that my uncle Mike is a State Senator, so it's kind of exciting in that respect. His parents are John and Ann Kavanagh. John, my brother-in-law, is behind me here in the gallery. And, no, for those of you who've read the story about my brother-in- law in a Turkish prison, that's not my brother-in-law who served time in a Turkish prison. So I'd like a warm welcome for my nephew, Jack Kavanagh.

Thank you, Mr. President. I'm honored today to have standing next to me, Adam Hudson. Adam is the Illinois High School IHSA 160-pound Class 1A State Wrestling Champion. He won the wrestling championship on February 21st after an undefeated career of 43-0, which is pretty amazing. His Head Coach is Greg Harkins, in the gallery, who's sitting with his -- with Adam's parents, Sherri and Brad Hudson. And he was named Wrestler of the Year for the Herald 14 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/21/2015 & Review. He's a Shelbyville High School student currently, where he's a senior, and he also plays football. Next year, he'll be attending Campbellsville University, where he plans to wrestle, and he's going to major in environmental science. And in his spare time, which I can't imagine he has any after going 43 and 0 to a State Championship, but he likes to hunt, fish, and trap. So, if we can welcome him and congratulate him on winning the State Wrestling Championship.

I'd like to welcome today Isaiah Martinez. He's a redshirt freshman at the University of Illinois. And if his name is familiar, it's because he was recently the national champion wrestler after a 35 and 0 season. He was undefeated. Isaiah, would you -- thank you. This is important because he is the first freshman in fifteen years to win a national championship with an undefeated record. This is incredibly impressive. He's a California native. He's a sociology major at the University of Illinois and we're very proud to have him in our midst. I would also like to welcome his coach. Would you stand, please? Coach Jim Heffernan. This is his -- he just finished his sixth season at the University of Illinois as our wrestling coach. He's mentored nine national champions in the last seventeen seasons and he's a national champion himself. He was the 1986 NCAA champion, as well as being a four-time Big Ten champion. It increases the TANF pass-through for families receiving child support. So, if a -- a family member, a man or a woman, pays child support to their child, whatever that amount is, they're only receiving fifty dollars and we know that that's not enough. So we're looking to increase that to one hundred or two hundred dollars, depending on how many children, and we know that is good policy over long term. It also garners that sixty-six percent federal match.

So there's a portion that the federal government assesses and if we go over the amount of the hundred dollars, 'cause currently we are at fifty dollars. Federal government is allowing us to go fifty percent higher. So if we go over that amount, then there will be an amount assessed by the federal government. This bill is attempting to just go up to that threshold of a hundred dollars per individual child and two hundred for two kids or more. Then that way we wouldn't be assessed any fees for the federal government. They will waive that amount, because we're just simply at their threshold.

Ladies and Gentlemen of the Senate, the bill will 65 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/21/2015 move the State's willingness to not consider child support payments to the maximal allowed by federal law. There is a fiscal impact. It ranges somewhere between the million or million and a half that Senator Lightford referred to, to six million dollars. We don't know exactly where that falls. The question for this Body is whether or not now is the time to be extending greater benefits, quite frankly, under any program when, on the other hand, a few weeks ago we voted to cut programs out of recognition that the fiscal year '15 budget was unbalanced and the fiscal year '16 budget looks even more daunting. With that, it seems to me this is not a time to be increasing spending on that front and I would urge a No vote.

Thank you, Mr. President, Ladies and Gentlemen of the Senate. It's a little complicated and, Senator Righter, thanks for the questions. But HFS plays a role in this because they're actually the department that administers the child support. DHS has a role in it as it relates to the alignment with federal dollars. So, actually, both agencies are involved. Last year, when we passed this measure out, both agencies was working together and they were willing to come up with the additional dollars that's needed, which was HFS. So HFS is not opposed to this bill. I'm not exactly sure if they're going to work something out with DHS as they suggested they would last year for this bill. But what's really important to note is that the family benefits. If you have a family that has been divorced and the father is paying child support or the mom is paying child support, that mom or dad is 66 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 30th Legislative Day 4/21/2015 only receiving fifty dollars out of the amount of child support that they're paying. So if they're paying an -- an extreme amount of money, but only fifty dollar goes to their child, perhaps this would be an incentive to keep that father motivated to pay child support or to keep that mother motivated. It also puts that additional dollars into their home, which would allow them a better support system. And so I would urge an Aye vote and then allow the Department -- allow the Governor an opportunity to either veto it, if he feels there's no funding for it, or allow the Department to determine whether or not this child support portion is important enough to help remove families off of TANF. If we don't begin to subsidize these families with their own money, then they continue to stay on the rolls. So this is an effort to also help them so that they can become more self-sufficient and move themselves off of the TANF rolls. I encourage an Aye vote.

We did make an amendment; it was to address the Municipal League's request that it include -- to not put as much pressure on smaller police departments. So this is a hundred employees. Senator Syverson asked in committee whether that included part-time, full-time. I didn't have the answer to that question at that moment. I thought it included both. I checked with the Municipal League and it made sense to me that a hundred police officers mean part-time or full- time. So I know of no opposition. That removed the Municipal League's opposition.

That's an insurance company created for high risk by hospitals or industrial insureds and it relieves a taxation burden upon them that was included in a bill of surplus lines and it was a mistake. Last summer, Governor Quinn signed it into law and this is the fix. That bill was never intended to do anything other than tax surplus lines, but not captive insurers. It cost many - - many domiciled Illinois companies money - unnecessary, unfair taxation - as well as many hospitals. I would ask for an Aye vote.

Thank you, Mr. President and Members of the Senate. Senate Resolution 52 was brought to me by a constituent -- or, actually, it was a constituent of Senator Kotowski's district. This resolution talks about August 14th, 1945, and its significance to -- in American history. It's the day that was designated as the end of World War II. It was the day that Japan officially surrendered to the United States. The whole idea of the resolution is to remind us all and our younger generation the significant {sic} and the price paid by all the brave men and women who sacrificed their lives in that war - not only them, but all the brave and -- men and women that sacrifice their -- their life for us to maintain our freedoms and everything else we enjoy in America as they serve to protect -- protect all of us. And in the words of Shel Newman, who brought this to me: This is our family we are talking about, these are our relatives -- in a sense, we have -- and in a sense, we have an obligation to pause a moment and reflect on what they did for us…. They really struggled and sacrificed and we need to remind everyone and continue to tell their story. Thank you very much.

I appreciate very much Senator Mulroe bringing this resolution before the Senate. Those of us who are -- whose fathers or brothers were in World War II, those of us who remember the history of World War II can only recall with gratitude all of those who served. And we can only say, as Franklin Roosevelt said, that those who did not return may God, the Father, embrace them for what they died for. Given the fact that World War II was, along with the Civil War, the defining war in the history of the United States when we fought for our survival as a nation of free men and women, we must recall and always remember the service of those who fought and died and those who fought and came back and raised families and became productive citizens of the greatest nation on earth. Thank you, Mr. President.
