Thank you. As you look around today in the Assembly, the Chamber, you notice that we have a lot of young adults from the Muslim community. This is Illinois Muslim Action Day. And I have the honor of having two Pages with me today that I would like to introduce. The first one is Jinan Chehade. She's a junior at Universal School in Bridgeview. Her favorite subject is biology. She's taking many AP courses and she said today is important to her because she admires this program because it gives Muslim Americans a voice that is normally unheard. My other young page today is Ismaeel Jarad. He's also a senior at Universal School and he's an American-Muslim-Palestinian living on the south side of Chicago. His favorite subjects are English and history. So I would like for the Chamber to give my Pages a warm welcome to the Illinois General Assembly.

She hasn't yet decided whether she is going to go into medicine or into government and public policy, but I'm sure there are plenty of people here in the Illinois Senate who would be happy to guide her as she contemplates that upcoming life decision. Sitting here to my right is Salma Khalid, also a student at the Islamic Foundation School. She is a lifelong resident of the Chicago area. She lives in Villa Park. I'm sure she's looking forward to meeting Senator Cullerton, her former Mayor, shortly. She is now a junior there at the Islamic Foundation School and has strong interests in obviously policy, law, and many other subjects, and is really an engaged and active student and community member. And I -- I hope everyone in the Senate today will join me in offering a very, very warm welcome to these two very talented young women.

First, I would like to introduce one student at the Islamic School -- Foundation School in Villa Park. That's Safia Ateeq. She's an eleventh grader, who lives in Lombard in the 24th Senate District. The other student from the Islamic Foundation School is Marifa Saber, who is also an eleventh grader, who lives in Glen Ellyn, which is also the district that I have the fortune of representing. Both of them are debaters and so they're very much looking forward to our committee hearings today and any action that we might take on 3rd Reading. And then my third page is -- is eighth grader Dylan Hulseberg, from Franklin Middle school, but who will be attending Wheaton North next year. I -- I -- when I served in the House, I had the privilege of representing Villa Park and the Foundation School was in my district. And so I just wanted to thank everybody for having Pages today and -- and giving the students from this very important school and a wonderful school in Villa Park a wonderful experience today. So, one last note, my Pages have a book and they've got a pen and they will be walking around trying to get as many autographs as they can today. Amy is a seventh grader at Blessed Sacrament School in Belleville, and she's involved with soccer and volleyball and basketball. But she's also a part of the Environment Club and The Green Beans club, which helps her peers learn how to eat healthy foods. So I thought that was an interesting name for a club. Her father and mother are Jill and Dave Wenzel. I ask each of my Pages one question, and that is, "What is the role of government?" I was blindsided with that -- that one day for -- with about two hundred kids and, honestly, I had a hard time answering it, so I turn this back to the kids and ask them, "What is the role of government?" Mr. President, I am honored to be joined by these two lovely young ladies. They're cousins. They're cousins. They live in my district in the Village of Hillside. I have with me Youmna Kassar. She is homeschooled. This is her junior year. She joins the Page program because she wanted all of us to know about the Muslim faith. She wanted their voices to be heard. She wants to be a therapist when she grows up. She likes soccer and badminton. She's a teacher in the Webb Foundation school on Sundays. She's a Girl Scout and a 4-H tag team {sic}. So that's Miss Youmna Kassar, very busy young lady. And the second young lady is Miss Laila Kassar. She's also a high school junior, homeschooled. She want to make a long lasting difference in the world. She joined the Senate Page program in order to gain knowledge and experience that will better enable her to reach her goals. Career-wise, she wants to get into aerospace engineering. To share with you guys, I have some pretty dynamic ladies. She's also a Girl Scout for ten years. She's a Girl Representative to the board of directors for the Greater Chicago and Northwest Indiana Girl Scouts. I'm happy to be joined today by my Page for the Day, who is Dakota Strode. Dakota is a senior at Knoxville High School, in Knoxville, Illinois. He is the president of four clubs there: the student council, the National Honor Society, Athletes Committed to Excellence club, and the Green Titans, which is a -- the school's environmental awareness club. His hobbies include, running and exercise. He's on the track and cross country team, and he enjoys being on student council. He also has an interest in history, World War II, politics, and the Hunger Games. Dakota, last summer, attended the National Student Leadership Conference in Washington, D.C., where he ran for the Presidential candidacy and learned how to draft legislation. Sure. One more time for Senator Syverson. This prohibits a person from operating a motor vehicle when a person is smoking if a person under the age of eighteen of age is in the vehicle. The provision does not apply to an operation of a motorcycle, convertible with the top down. The bill -- bill imposes a maximum fine of a -- hundred dollars and states that an officer may not stop or detain a vehicle solely due to a violation or suspected violation of this Section.

Thank you. This is trying to get at, in most cases, I think, children that are riding in their -- with their parents in their vehicles. But in -- if that's the case and you have parents smoking, then these children are -- are going to be in the same home with these parents twenty-four hours a day. So that little bit of time in the vehicle, is it -- does it really have that kind of an impact then than what's -- than what's happening with their life anyways?

I agree with your analogy, but I have to differ. When you're in a car, you're in a closed environment, windows might be up. In a house, you can smoke in another part of the house; you can smoke outside. So I think you're in a more confined area. This way, the smoke -- secondhand smoke is more dangerous and potent; there's more carcinogenics {sic} in that area. So I think it's -- it's much more dangerous smoking in the car than smoking in the house. But I do appreciate your point and your point is taken.

Yes. There are six other states. Arkansas, California, Louisiana, Maine, Oregon, and Utah have adopted similar legislation.

In those states, do they have the same rules that they can't be stopped for -- if they're smoking?

That I do not know. That -- that -- I don't have an answer to that. But it's the same -- same concept.

I guess, a question. Who is going to end up being stopped by this? So, the only -- if you can't stop them for this, so the only time that they can be given this ticket is if they are stopped for a speeding ticket and -- and they determine that that person was smoking. And how do you determine that? If you have cigarettes in an ashtray or they have to have watched them smoke? And if they're working on a speed gun and getting 'em for speeding, how are they going to know if they were smoking at that time?

Let me just go back and -- I -- I just want to clarify my answer. Cities in Maine, New York, and New Jersey have also enacted similar ordinances. So this is nothing new. First of all, they don't -- if a person is going to be stopped for speeding, that's one -- one violation. They -- police officers cannot stop somebody solely for this violation. It's going to be within the discretion of the police officer, of course, something that we put a lot of discretion on, similar to if you're driving without a seatbelt - if someone pulls over -- are speeding and their not driving with seatbelts, within the discretion of the police officer what he or she is going to do.

How many people do they think they're going to stop -- or how is this really going to prevent smoking if the only time they can be stopped is if their committing another traffic accident {sic}? How many people do we think this going to prevent from -- from smoking, knowing that it's not -- they can't be stopped for that?

This is a separate violation. If they get pulled over for speeding, that's one violation, and if they see 'em smoking, that's a separate violation. But they cannot stop them -- a person just because of -- of -- because of the smoking aspect. Bill says smoking means to inhale, exhale, burn, or carry a lit cigarette. So that would answer your question.

There is. There's opposition to this bill, Senator. The Illinois African American Family Commission is opposed to this legislation. They've been opposed and they shared that opposition with you some time ago. I think the concern here -- to the bill, Mr. President.

The concern here is that in order to add another reason for law enforcement to stop a person in a vehicle, could increase the area of racial profiling, which is a big concern for the Illinois Legislative Black Caucus and the Illinois African American Family Commission. We stand in opposition to this legislation. We need not to have an additional reason at all for officers to stop moving vehicles. I personally feel if you're in the privacy of your own automobile, what you do is your own personal business. It's not a public restaurant, a public facility. I've voted for every secondhand piece of legislation that has come through this Chamber, but I think this right here is just a step too far, just went too far in the privacy of your own domain. I'm asking all of you and urging you to vote No on this legislation.

It's official today. I have three Pages. Morgan Krug is a freshman. She's here with her -- she's here with her siblings. I met Morgan last year at Keller Junior High School and she's a freshman at Schaumburg High School. As I said, I first got to meet her when she was on the student council. She was the -- I believe she was the -- the treasurer. She played on Schaumburg's volleyball team this year, is currently on their badminton team. She's a great student and hopes to become an occupational therapist where she can help premature babies, like she once was. Morgan also has Tourette's syndrome and she enjoys educating others about this disorder and going to other schools to advocate for younger children who have Tourette's, as well as their classmates and teachers. Next March, she wants to be in D.C. for the Youth Ambassador Program and talk to as many as possible about Tourette's. Now, Justin Krug is a seventh grader who attends Keller Junior High School. Justin is a three-sport athlete, excelling in football, basketball, and wrestling. Off the field, Justin enjoys debating others and aspirers to become a lawyer. Reegan Krug is nine years old and attends Lakeview Elementary School. Reegan is a two-sport athlete, dominating in basketball and softball. It assembles a workgroup by January of 2016 to review treatment programs for youth in the Department's care who are victims of sex trafficking and makes recommendations regarding a continuum of care for those youths. It also implements a five-year pilot program of multidimensional treatment foster care, or professional foster parents {sic} (care), by June 1st, 2016, but this is subject to appropriation. It also requires the Department to address through rules and procedures the failure of individual staff at child care facilities or child welfare agencies to report suspected abuse, neglect of children with the facility. The Department must also adopt rules regarding the investigations of these reports that are committed by professionals working with children or adult residents. This has been carefully discussed. There has been many meetings. I believe there is no opposition to this bill and I would ask for the Body's approval.
