It is indeed an honor and privilege today that - even though the dress code will not -- let me wear my beloved Illini jersey - that I have the privilege and honor of introducing one of the greatest Illini in the history of the institution, Mr. Dee Brown. Many of you will remember Dee from the front cover of Sports Illustrated. We're very proud of him. Point of personal privilege.

Well, thank you. Now that the paperwork is official, I would like to take a moment to tell you a little bit about our newest Senator on this side, Senator Chuck Weaver, from the 37th District, who is replacing Darin LaHood, who has moved on to Congress. Chuck is a native of Peoria. He graduated from Dunlap High School, Bradley University, and DePaul Law School. He's had a number of achievements and service to the Peoria community. He -- comes to us after serving as an at-large member of the Peoria City Council. He's had national leadership experience with over thirty Kentucky Fried Chicken restaurant franchises. So he has a strong background there. He's also been very active in the community, including with the Boy Scouts. So Chuck has -- is married. Senate Joint Resolution 35, offered by President Cullerton, Senators Radogno, Martinez, and Barickman.

Thank you, Mr. President. I rise to support this resolution. The Audit Commission, I want to compliment them on the process that they went through. They really did their due diligence. They eliminated candidates that did not have the appropriate qualifications and they ultimately chose to recommend Frank Mautino for the position. They deemed him to be eminently qualified and I think that this is something that we've done before by recommending a seasoned legislative professional. Our last Auditor General, Bill Holland, came out of a partisan environment but proved very quickly that he was for the taxpayers of Illinois and acted in a most impartial manner. I think those that know Frank, have served with him, recognize that he has that same potential, and I'm sure he will do a fine job. He certainly reassured us all he wants to represent the taxpayers. So I would urge your support of this resolution. And, again, thank you to the Audit Commission.

Thank you, Mr. President. To -- I want to expand on just a few of the comments made by my colleague, Senator Martinez, here that -- this afternoon. Thank you for those, Senator. The Commission, I've -- have been a -- it's been my pleasure to serve as a Co-Chairman of the Audit Commission now for some three years. Having served with Mr. Mautino, I can tell you that the Audit Commission today is providing all of us a tremendous service. And 24  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 10/20/2015 I think that generally the Audit Commission does the work that it does. It's been led very well by General Bill Holland and the -- the result of the work done by the Audit Commission is a better Illinois. And I -- I think many of us who are familiar with the work that has been done under the leadership of Bill Holland are grateful for his years of service to that Audit Commission, and as we embarked on choosing his successor, we spoke among ourselves many time about the need to identify someone who can bring the knowledge and the experience to continue the positive work that is being done under General Holland's leadership. So as Senator Martinez says, we embarked on a -- really a national search that resulted in a number of individuals applying. The Commission went through a rigorous process of reviewing those applications, performing interviews, and ultimately with recommending Mr. Mautino as our candidate. I think the -- the result of this is that the legislative process can work. I think it was a -- it was a pleasure to work with my colleagues across the aisle and in the other Chamber on that selection process, and I, too, stand pleased to -- to support Mr. Mautino's nomination and ultimately his appointment to this office. I think Mr. Mautino brings the experience and the knowledge that is necessary to continue the good work done by General Holland. I think we'll all be well served under Mr. Mautino's leadership and guidance and look forward to supporting him here today. Good to see you in the crowd, Frank. Thank you.

In the old days, people like Senator Haine would use words like honor and privilege. And he's not even here for the joke. Oh, well. But I would say, having spent ten years serving with Frankie in the House, it was my honor and my privilege to get to know you. At one time, we were on the Legislative Ethics Commission together, and you served with distinction. You were always fair. You were always honest and it was a great privilege watching you work. So I look forward to watching you work in this new role. Thank you.

Thank you. I'd like to speak to the resolution.

Yeah, first of all, I would like to commend the Commission for going through the process in a bipartisan manner. I know that they worked very hard to come to this conclusion with many fine candidates, so we do appreciate that. As President Cullerton said, Representative Mautino represents half of my district, and when I first came in, I didn't know Representative Mautino too well. He represents the -- a little bit more difficult part of the district for me, to say the least, but, you know, on the big issues, when 26  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 67th Legislative Day 10/20/2015 we speak, you can tell that we have philosophical differences about where -- the direction of this State and the budget, but, you know, on smaller issues and especially on issues that are important to the district, Representative Mautino, or as -- Frankie, as everybody so affectionately calls him, works very hard to make everything work for our district, and he single-handedly helped me this year with one of the largest bills to pass for the Chamber and the environmentalists with this air permit bill. It died a thousand deaths and Representative Mautino helped me on the House side to maneuver and work through that bill, which we think is going to be, you know, such an asset for this State. More importantly, I think -- just want to let people know, when I talk with Representative Mautino -- we were just at the ribbon cutting for his alma mater, which his kids still are attending, Hall High School in Spring Valley, this past weekend and everybody, you know, yells "Frankie", "Frankie", "Frankie". He is -- they love him over there; it's where he's from. His kids still are in high school there and he was a graduate of Hall High School. I can tell you that he and his family are well respected; his father being in office since '75. When you do speak with Representative Mautino, the thing he's most proud about is his family. Talks about his kids all the time, shows us pictures of homecomings, you know, every special occasion. And it's nice to actually see the whole family here. I feel like I know all of you because he talks about you all of the time and he's very proud of you. I know he's a little nervous for this next step in his life, but I think he's very excited and we wish him well. So, thank you.
