And then in the President's gallery, I just see -- I want to welcome -- Adonna -- Reverend Adonna Reid and her daughter Rebecca. Rebecca, can you stand? Rebecca is a freshman at Whitney Young. Thank you, Mr. President. I would like to -- to rise to introduce two constituents from the 48th District that are here today. This young man to my right, his name is Robert Wiggins. I've known him since he was probably two feet shorter than what he is. Just a fine, upstanding young man. He is a sophomore at Carlinville High School and he's here with us today in the Senate. Also his father, Tony Wiggins, is a member of the Macoupin County Board, who's up in the President's Gallery. I would just like to welcome them to Springfield and to the State Senate. Thank you.

Yes, thank you, Members -- thank you, Mr. President, Members of the Senate. We have a -- Senate Resolution 1174 that I'm the 12  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 sponsor of and I don't think -- since I've been the President, I may have had some bills that didn't pass originally, but we put 'em on Postponed and I -- we came back to 'em and I passed them, so I don't think that I've lost any bills or any resolutions - and I really don't want to lose this one. So I urge you to please consider voting for this resolution. It's a congratulatory resolution for Dan Kotowski, who's a former State Senator. You may recall that when we introduced Senator Murphy that we made some joking comments about what a big improvement she would be, but that was then and now we are here and we have a resolution that talks about the service that Senator Kotowski provided. And I know that many people here have been here for other resolutions of people who have retired and it really is true that there's different ways of leaving this place. And I don't know if -- I remember Senator Dillard used to talk about it, you know, people die, people run for other office and get elected, people run for other office and lose, but someone who retires at the top of their game, that's the best way probably to do it, and Dan had provided great service since his run for the Senate in 2006, but he had a great opportunity for his family, his wife Anne and his sons, Cooper and Nate, who are here, and I certainly understand his decision, even though it was a really, really tough one. I think we all know that he's done a tremendous job, rising up the ladder and then running our Appropriations Committee, I think in a very fair and spirited way, and so we already have -- have missed him. I'm so happy he was able to come back today. And so I really know some people here -- we know some people want to vote No on this resolution, I just don't want to lose it. Okay? So I really, really, am going to need an Aye vote, maybe a voice vote would be 13  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 even better. So, once again, I want to thank Senator Kotowski for his great service and welcome him back to the Illinois Senate.

PRESIDING OFFICER: (SENATOR SULLIVAN) To the resolution, Senator Matt Murphy. I'm told I have to clarify now which Murphy. Senator Matt Murphy, please proceed.

Yeah, we're in a -- based on the content of the resolution, we are in a much better place. Unfortunately, there is one slight downside - it's going to require that specification which Murphy we're talking about. I think we should start though, Joe, I don't -- I don't think he's got privileges out here. You know, it was nice we all gave him the applause, but I -- you know, he's really -- he's not a Senator anymore and I think maybe we could, you know, keep some decorum out here. I -- you know, when I first heard that -- that Dan was leaving, I -- I -- I don't know if it was the Catholic guilt or what, but, you know, I -- I said, you know, is this something that I did? I mean, because as he knows, I was behind him every step of the way. And I thought, you know, was it the time I blamed him for blowing out my knee 'cause I wanted to come out of the game and he wouldn't let me before it happened? Was it -- was it the time I referred to him as the -- the third- string quarterback of the Senate Democrat budget team? I mean, 14  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 was it -- was that just a bridge too far? Was it the time I blamed his -- blamed, to his Jesuit father, that I -- I blamed his wealth redistributionist tendencies on his Jesuit upbringing, not knowing that he almost became a Jesuit priest? I think he got over that one over time - I hope, I'm not sure. You know, when I -- the one thing I will say, though, I did -- I always loved -- and -- and Senator Harmon did this one beautifully. One thing Dan was really, really expert at was pretending completely that he had no idea what you were talking about in your question on the Floor, when he absolutely knew what I was talking about and what I was getting at. And Senator Harmon did it perfectly. He did -- it was like, you know, "Was that a dog?" That would be the answer to the question - any sort of distraction, any sort of diversion, and all in the interest of his cause. Dan and I got elected at the same time from neighboring districts. Philosophically, politically, didn't agree on a whole lot of things over the years, but we came from very similar backgrounds, had a -- a very similar passion for this job and the people that we served and what we believed in and similar family -- similar experiences, so I always felt like we had a lot in common. And I -- I really enjoyed serving with you and I'm going to miss having you around down here with me. That's not to say that we didn't get a tremendous upgrade with adding another Murphy to the Senate, and don't think it was lost on me that you played a significant hand in having somebody replace -- replacing you with my name. It's been a lot of fun, Dan. I wish you the best. The one -- the one thing that I did think of immediately when I heard you were leaving was I hope you're in a better position to take care of your family, I hope you're in a better position to spend more time with them, and I -- I believe 15  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 that's the case, although I know -- what have you been there, a month, and you're taking days off? I mean, as if -- are -- they're not paying you for today, I assume? You got a heck of a deal. No, really, he's a hard worker, really. Anyway, I'm sure there are other people who want to roast you a little bit, but I -- I - - I would be remiss if I didn't make some farewell comments. It feels like that ended a little bit too soon for the two of us, but I wish you well in your future endeavors and I'm sure we'll see you soon.

Dan, I just want to wish you the best. It truly was an honor serving with you. I had the opportunity of sitting down with you before I became a Senator. I came out to your district as I was an administrator with the Department of Commerce and Economic Opportunity, so I got a chance to see how you do business. And I must thank you. Your -- your predecessor {sic} is a lot better looking and has a whole lot more hair. So, thank you. So I just got to work on the left side right now. But, Mr. President, I want to request a roll call vote on this resolution and a verification.

For as long as any one of us is privileged to serve in this Senate, we are Members of a rare club and we develop friendships and relationships, but, Dan, I don't think there's anyone I serve with in this Body who is more concerned with all of us as people, our families, what -- what really matters to us. You have been an exemplary friend in that regard and you will missed by all of your colleagues. I'd offer a friendly amendment, Mr. President. I don't think this is a retirement resolution. I hope that it is a sabbatical resolution. Anne may not want to hear that. But I don't think that this is the last time you will answer the call of public service and Illinois will be better served upon your return. But in the interim Godspeed, take care of your family, make some money, do good for the kids that you're serving, and come back and help us solve the political problems as soon as you can. Danny, you're one of the reasons that I'm here and I want to 17  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 thank you for that. It's -- it's been a great experience and I'm going to truly miss you when -- when you're gone. But I do want to tell you that I'm going to miss a few other things. The softball games are going to be -- dearly missed -- you're the -- you're captain of the team. Your spirited speeches and all the -- the fun times that we had, I'm going to really miss that. I'm going to also miss those spirited debates that you and Senator Murphy had at Lutheran General Hospital, the legislative forums that we had. It was always very entertaining and I'll never forget that. But most of all, Danny, I'm -- I'm going to miss your friendship and your camaraderie and all the good things that you -- you brought to the Senate. And while you -- you are a great politician and anybody that's ever had the opportunity to have Dan with you campaigning, he's a walking machine, he's -- could be described as the Energizer Bunny. Now while I say that, you know, that you're a great politician, you're an even better public servant because you -- your heart is -- is there, you have the compassion for the people, and you -- you do all the right things. When I first got the call that you were going to be leaving, you know, I -- I felt congratulations to you, but then I also said, hey, now call me you SOB, because I knew you would be leaving. But I am very happy for you and your family, Anne and Coop and Nate. I know they mean the world to you. They always have. You've always talked about them fondly and they were always in your heart. So I -- I just want to tell you, I'm truly going to miss you, buddy.

PRESIDING OFFICER: (SENATOR SULLIVAN) To the resolution, Senator Lightford.

Thank you. When Dan arrived here, just a couple years ago, he had these big blue bright eyes and he was singing Luther Vandross. And I thought, what guy -- White guy knows all of Luther Vandross? And so we started singing a little bit and then he started singing Teddy Pendergrass and he started singing Barry White and he started singing the Temptations and, before I knew it, I go, "Are you a brother from another mother, Dan?" And so we actually connected, and then one day I teed him off over the budget. He was so passionate about the budget and fighting for what's right and for what he believed in, not only personally, but what he believed in collectively as a Body. And so I want to commend you for all your hard work. I don't know if you remember, I taught you your first dance move. Him and Senator Hutchinson did a dance at the COWL and I -- I was their choreographer - for Michael Jackson, right? So he even dances to Michael Jackson. So just meeting his wife, I asked her, "My gosh, how long have you been married to this guy?" And "Lucky you". He has a beautiful family. His sons are adorable. And I just wish you Godspeed. Thank you for coming to the Legislature and putting your stamp on what you believe is right and proceeding in the right direction. We'll miss you immensely in conversations around the budget of course, but just in your overall appearance and the way you carry yourself and how giving of -- of yourself that you've been. So I'm happy for you. I'm glad that you're going on to an agency that still needs more passion, more support, and a person to 19  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 deliver what it is that you do. So I'm sure you'll be very successful at what you're doing, but what's most important is raising those two boys that's sitting next to you. It's important to be there for them and I'm glad you've taken the time out now to contribute to your sons. So God bless you, have a happy retirement, and I'll roast you at another time.

Well, I -- I actually had a question for the sponsor, but I'm -- I -- I won't ask it. And I won't say anything nice because everybody else has said nice stuff. But my question for the sponsor was going to be, why does the resolution only thank him for his service? I think we should also thank him for leaving, because it's going to really, drastically shorten the length of our caucuses 'cause he won't be speaking so much during the caucuses. And, you know, we used to call him Rahm Kotowski because he was always the strategizer. But -- but I do have a lot to thank Dan about. Dan and I are similar in -- in -- in certain ways, meaning we're both follicly challenged. But we both are pretty passionate and can, at times, can let our temper rise, and Dan's taught me breathing exercises to kind of avoid punching out some of my colleagues down here. And we've -- he's been my office mate for the last couple of years and, you know -- Senator Noland, I got to tell you, he's saved your butt more than once, man. But - - but we -- we've spoken a lot about family with one another and -- and, boys, he talks about you guys so much. He talks about your experiences. He really loves you guys and he shares his 20  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 experience with you guys, at least with me and I imagine with the other Members here. And as Senator Lightford pointed out, he's got some brother in him, because he -- when he hits the dance floor, he really puts the moves on. And I'm going to miss you, man. Gonna really miss you, but, you know, I know you'll -- you'll be there, and not just your two sons, but the children of the State of Illinois will be well served by your new endeavor and -- and we all will be well served and -- but we'll still -- I'll still call upon you when Senator Noland gets under my skin and I need you to calm me down in Criminal Law Committee.

So, you know, I -- it's with a real mixed and heavy heart that I stand up to wish him a happy farewell onto his next endeavor. It's been a real joy and pleasure to be able to work with Senator Kotowski. He's really one of those folks who just so combines his ability and passion for public policy and doing the right things with his sense of politics. He has taken, over the course of his time here -- I've just seen him take numerous really tough votes for his district and he does it, though, because he knows it's the 21  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 right thing, and he does it so passionately, he can sell it back in the district so well because he's so genuine and everyone knows where it's coming from as he goes and explains it. That's -- that's a real gift and he's been a real joy to watch and learn from here in Springfield. I got to at least say, he's going to leave his mark, so we can't get through some of these comments without at least somebody Budgeting for Results. I may not go into a whole lot more than that, but we know he's going to leave that legacy here. I've always felt like he has my back here too, as we go through the budgeting process together. So I'm a little sad that as the going gets tough here on the budget, he's out the door. I know -- but I'm glad he's doing it for his family reasons. I thought one nice thing that we might get out of this is that the nice gentleman from Palatine might keep following in his footsteps, so I -- I gather today -- we're hearing that that may not be the case, so we'll continue to get to have some ribbing from the Senator from Palatine, I'm sure in other ways, shapes and forms, which has been a real joy. I don't want to say I'm going to miss his friendship though because he's going to stay in touch, at least he better. He's been a real, real joy. I do feel like in terms of somebody to really sit down and be able to talk to in thinking about what's the right thing to do and the right way to do it, I always have faith that Dan's going to give me a really good sense of place on how to do that. His judgement and his passion and his concern for doing what's right for the State of Illinois is always there top and foremost and it's been a real joy. Thank you, Dan, and good luck.

PRESIDING OFFICER: (SENATOR SULLIVAN) Further discussion? Senator Biss, to the resolution. 22  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015

Thank you, Mr. President. You know, I'm finding myself thinking about two different episodes in my relationship with you, Dan. The first is one that all of you will likely hold against him, which is that Dan had a lot to do with me getting to the Legislature in the first place. He came to my district and walked with me. And I remember one day in particular when we were walking door to door, starting in the early afternoon, and as we would get to a door, he would be more articulate and charismatic and persuasive than I was and so the voters would be drawn to him and he would start trying to explain they should be voting for me and -- and eventually he just gave up and would go to the door and explain that he was Daniel Biss and explain why they should vote for him, and that was by far the most effective door knocking that I ever performed in the district. But then as the day went on, as you may know, Dan doesn't believe in stopping knocking on doors and so the -- you know, the sun set and night fell and eventually it was pitch black and we -- we -- we seemed like intruders rather than good public servants exercising their First Amendment rights, and at that point, people would open the door and be frightened and then Dan would say, "Don't worry, I'm not Daniel Biss; I'm Dan Kotowski", and it was that willingness to do whatever it took, but also to be very, very generous with your time and with your insight, an incredible teacher, that I really keep as my first memory of you. And the other moment that I think of is sitting in your office late one afternoon here in the Capitol and - maybe not all of you know this, but Dan's attention span can be -- can be a little variable - and so we were talking and you had your phone in front of you and I felt like you weren't totally all there. You 23  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 were looking at the phone a lot and finally you explained that it was Cooper's baseball game. You were following the play-by-play of Cooper's baseball game and you were living and dying with every play on this app on your phone. And it was so real and so moving, and my guess is that has a lot to do with why you're making this move. I'm heartbroken about it, but I'm happy for you. I'm proud to know you. Happy for your family. I wish you all success in the world and you better not be a stranger. Thank you, Dan.

You are a true witness to the best in Catholic social teaching and I am grateful for your commitment and calling to public service, whether in this Chamber or in the community, working with our children. You know, I'm just listening to everyone and -- talking about Dan and, Dan, they're absolutely correct. Everyone here has said the right things, no question about it. I heard Leader Harmon talk about that -- that we're a family, and -- and you are family to me. You're -- you're like a brother. You're like that foster child that comes on Friday and -- and then, next thing you know, here it is Tuesday, you're leaving us, you know, and why did you come in the first place? Well, you know -- you know -- but you needed someplace to come to -- to whereas you can do what you do, and that is fight for the downtrodden, to fight for those individuals who are truly voiceless, and -- and that's what you did when you were with the other non-for-profit. What is it? The handgun group and so on. And I know you're going on to do -- do further work working for the community. So there's no doubt there that's -- that's going to be reality. I'm -- I'm not going to get biblical like my other colleague over here. One is because we don't want lightening to strike us, but -- but the thing is, is, you know, you're being so articulate and knowing so much about the budget. I remember when you did first come and I tried to give you some advice, and to this day, you haven't followed anything that -- that -- that I told you to do. I said don't -- you don't 26  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 have to argue with them, you know, and -- and you argued. I said, you know, you don't -- you don't have to go down that street man, you know just -- it's -- it's -- and as we've talked about before, sometimes a -- a question only deserves a "yes" or a "no", you know. But you have -- you have basically exemplified the technique of, one, you know, if you -- if you can't convince them with your intelligence, just dazzle 'em with a whole bunch of BS, and believe me, you have done that, because we've all been dazzled by -- by - - by your compassion. You know, we -- we've been dazzled, one, of how you can get into the -- the inside of a -- of a -- of a situation and -- and really the -- the nuance and -- and the minutia of -- of the issue, and -- and we appreciated it, we just wish it would be something that we were talking about in general. It just happens to be something that you got into and… But -- but you got stuff done and that -- and that's important. And then I want to personally thank you for -- for quitting on us in the middle of this crisis and -- and then telling the President, you know, "Trotter can take my place", you know. You know, that certainly wasn't your attitude when you took my place, so… But - - right, you know. Yeah, nothing like leaving when we don't have any money. You know, it's -- you know, it's really fun when we have dough, isn't it? You know, when there's -- when you have something you can give away. But, Dan, on -- on -- on the real side, as they say, it's -- it has been a pleasure working with you, and as mentioned before as -- from our colleagues, we know you're not going anywhere; you're at that place, a short place away. Thank you. To the resolution. I -- I've listened to everybody speak and, I have to say, I was also in the same freshman class. I was elected at the same time as Dan was, as was our Senator from Palatine here. Like the Senator from Palatine, I do have to say that very often Dan and I disagree on the issues. We've -- we've learned to work through some of those, though, which has always been amusing. Dan, to me, is -- you know what, he's that annoying little brother. You love him because he's family, but it doesn't stop you from wanting him -- to bop him upside the head now and then. And I've actually been warned, when our new Senator Murphy came in, that I had to make sure to restrain myself and not to punch her all the time, because I'm so used to just that backhand across the seat here. So, I promise I -- I -- I will not be punching you as we sit on the Floor. It has been such a wonderful amount of time that I have spent with Dan. As a matter of fact, I -- as many of you know, we have never been parted on the Floor. When we were first elected, we sat next to each other. We were seatmates. We have been seatmates ever since. As I am one above him in seniority, I always had to make sure when we were changing seats that I would have another seat next to me so Dan would have his place to sit. I think that was probably a service to the rest of you, because you knew that I was going to be the one that would have to sit and put up with Dan, and I've done that and, to be honest, I've done that willingly. I don't know how I would get through spring Session without Dan to keep me -- to keep 30  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 me sane. When things get crazy here, he is the person who can always make me laugh - usually it's because he's making fun of me and I have no choice but to laugh and also because, as -- as Senator Rezin alluded to, he's so amused by himself you can't help but laugh along with him. But what I have to say is, this is a man who genuinely cares about people. I don't know that you will ever find a public servant who cares more about the people of Illinois that he was fortunate enough and felt blessed enough to represent. I look up to him. I respect him for his passion, his dedication. I also, from sitting next to him in those spring Sessions, listening to him going absolutely crazy because he was missing a sporting event or -- or something that Nate and Cooper were doing and he was just begrudging that he could not be spending that time with his family, and I want to say this is such the right move for him to spend with his boys and his lovely wife Anne and I'm very happy for him. But I agree with so many of the other speakers, I think we will see him back in public service because this is a man who we actually are fortunate to have in that role. So, thank you and good luck in all of your future endeavors, Dan. I expect to see you back.

Thank you, Mr. President. I just want to say -- share something that maybe many of you -- I'm pretty sure I've heard a lot of text messaging has -- goes -- goes on back and forth. I - - I -- but I got to really honor a man who actually has a passion and he taught me a lot about epilepsy. As you know, Dan suffers from epilepsy, but I know that when the bills on epilepsy were brought up to the -- to the Senate Floor, there was -- you know, there's debate. There was -- you know, the compassion about the disease, but more important is his passion out there to make sure that we're doing the right thing in -- in here in the Chamber when it comes to the health and the well-being of individuals with epilepsy. During the time that the bill on the children -- epilepsy for children with the CBD oil, I -- I got to learn a lot from Dan. He taught me about, you know, what it is that we needed to make sure happened within a bill that was very sensitive, but it was the right thing to do. However, there's one thing that I will not miss about Dan Kotowski, is those midnight text messages that I used to get regarding the bill. So that part I will not miss. But I want to just thank you - thank you for your service, thank you for your passion around the subject - but more important 33  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 is the friend that you were -- that you've always been here to all of us in this Chamber. Thank you, Mr. President. This is the first time I've done this so I just -- I got to get a couple of things off my chest since Senator Kotowski's in the Chamber with us. My Kotowski baptism happened in 2007, think it was about this time of year in 2007, when President Jones said to his budget director, "I need you to go deal with Kotowski", and so I -- I called you and you set up a series of meetings with mayors in your district. We went 34  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 to Arlington Heights and Buffalo Grove and Park Ridge and Des Plaines in about three hours' time. That was my baptism in Dan Kotowski's world. Now I've spent a lot of time in cars with Members over the years, going back to when I drove Vince Demuzio in parades, and many of my colleagues, I've been in cars when they were driving, but I can say without question that Dan is the worst driver that I've ever been in a car with of any Member in the State Senate. I feared for my life that day. So as -- as Chief of Staff -- as Chief of Staff, you drove me absolutely crazy, absolutely crazy, but then after I became a Member with your help, because you got me through that 2012 race. You called me in the wee hours of the morning, late at night to check on me to see how I was doing, to push me harder. I remember you told me at one point in time, you're not doing enough until somebody says you're a little crazy, especially when it comes to knocking on doors. I learned that your advocacy here was something that you put highest on the pedestal, which is the most that we could hope for in a Member of the Senate. To Cooper and Nate, real quick, let me just say this, you should be -- you should be proud of your father -- be proud of your father. The -- the time that he spent here away from you, he did good things - not just for his district, but for the people of the State - and that's tough to do, that's tough to do from your perspective as his sons and it's tough to do from his perspective as your father. But he did good things when he was here away from you. And I just met you both, but I feel like I've known you forever because your dad talked about you all the time to all of us. He gave us updates on what you were doing and how you were growing up, and just understand that he did good things here. And, Dan, finally, I just want to thank you for your friendship over 35  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 the years through my roles here at the Senate, ultimately serving together as -- as colleagues, as State Senators, was a true privilege. But I'm -- I am going to really miss you, because I know that before you arrived in the Senate, you worked for a non-for-profit, and normally, normally, when a person -- when one of the legislators leave, they go and lobby, but you chose not to do that, you went back to the non-for-profit arena, and so, to me, that means that -- and it also tells me how loyal and sincere you always have been, because you've always been for the people. You've always advocated for their rights and improving their quality of life, and that means so much to me because I feel the same way. So, I don't know what we are going to do next year when it's time to play our annual softball game, because you were our coordinator, and so someone is going to have to step up to the plate, Napoleon or somebody, so that you can coordinate all of us and get us all ready for the upcoming game. But I know that we'll see you more than what we had been seeing you in the past because we have so many financial challenges down here in Springfield. But maybe you know that the non-for-profit community's funding are -- is going to improve, because that's probably why you decided to return, that's the only 36  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 reason why. You were one of the first guys to greet me when I took office here in Springfield, was my, quote, unquote, "roommate", because you stayed across the hall from me on the -- on 1M. But more importantly, we have a lot of things in common - I mean, you like sports, you like basketball, you like softball, you like baseball - but athletics is not one of 'em. It's your passion, the passion that you've demonstrated, and your leadership, to see you debate on this Floor about issues that resulted in our families and your families and families around this State -- you were very passionate about what you believed in and what you stood for. You're also - - the passion as a friend - to take me and to give me the advice and mentorship that you've provided is second to none. But more importantly, to Nate and Cooper, as a father myself and to hear you in the conversations that we've shared about fatherhood and what it means to be a good dad, you guys just don't know how much your father loves you. From staying up to hear him, late night talks about baseball games, and when Coop strikes out he's telling me about "I don't know what to say to him, because he's upset, he just struck out", and I'm -- I'm going through the same thing because I have a young boy who's playing baseball and we talk and sharing stories - to know that he loves you the way that he does 37  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 is special. So, to me, although you were a great elected official for your district, a good motivator, a good softball player, and a good guy overall, I think one of the largest contributions you could ever have is being a great father. I'm going to miss those conversations that we've had. And as previous speakers have mentioned about your diversity in music, I also can talk about your diversity in movies, the conversations that we've had about many different movies that we talked about and different topics that affect all communities. Man, your friendship has been real and it's not just a Senate friendship, it's a real friendship, and ever since I've been here you not have just been a Senator, but you've just been a guy from the neighborhood. So I'm going to miss you, your camaraderie, your friendship here in the Senate, but the friendship is going to always remain. Take care, God bless, and take care of the family.

I just wanted to tell a quick story about my first COWL show since we've talked about your dancing abilities and the -- the choreographing skills of Senator Lightford and how myself and Senator Kotowski listened to everything she said. So you had three Senators in a hallway making up a dance to do to Stevie Wonder's "Ebony and Ivory" and then Michael Jackson's "Wanna be Startin' Somethin'". So Dan shows up on the night of the -- of the performance in a fedora and flooded black pants and the white socks and penny loafers just like Michael Jackson and the song comes on 38  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 and it's "Ebony and Ivory" and I come in from one side and Dan comes in from the other side and Kim's telling me "Walk in slow, Senator Hutchinson. Walk in real slow, Toi. You got this." And then Dan comes in from the other side and he's, you know, whipping his fedora like he's Michael Jackson, but the song "Ebony and Ivory" is playing, and people are like, what are they about to do, like a waltz? What -- what is about to happen? And then as soon as Michael Jackson comes on, we bust into this amazingly choreographed and fast thing. And first it was only supposed to be one dip and there ended up being three dips, like I turned around and I was dipped again and then dipped again, and then -- President Cullerton said, "Man, Senator Hutchinson, you make Kotowski look like he can really dance." It was so much fun and everybody knows how much I love COWL and the performances at the end of the year. It was so much fun and that was when I started calling him "blue-eyed soul", because he was like another little brother to me and he knew way more songs like R&B and neo-soul than a whole lot of folks that I really know. The best moments I've had with Senator Kotowski is when he's had those "drop the mike" moments, like "I'm doing it because it's the right thing to do, because it's the right thing to do, because it's the right thing to" and it's like drop the mike. I'm like that's how you do it. And whenever any of us leave, we want people to remember what it is we did here, and you left a mark and I'm proud to have served with you. You want to dance to "Ebony and Ivory" any time soon for ChildServ, you know fundraisers coming up, I'll do that. Thank you for being my friend. He has been very clear about his intentions. And all the time that I've been here in these few years and I'm going -- going into my fourth year now, he has continued to speak the same language, regardless to what was going on in his life and regardless what -- to what was going on in this State. He always spoke up for the ordinary people who didn't have a voice in this room. He constantly led the way and never wavered. And for that, I want to thank you so much and -- and just congratulate you on the service that you provided to this State in this Chamber and I know that you will continue to provide service to the State even as you leave here and go other places. So, thank you for your offering.

Thank you, Mr. President. Jeez, it's been what? Two hours. It's like one of these budget meetings that Senator Kotowski used to run - goes on forever with no result. When I first had my professional dealings as a Member of the Senate with my distinguished former colleague and friend, he referred to me as "The Grim Reaper". He had some bills in the Insurance Committee which were - how shall I put it? - less than adequately drafted for the support of the committee, so they went to subcommittee, and Senator Kotowski was not happy - hence, the nickname "The Grim Reaper". And I -- I concluded from that - I was a bit shocked - 40  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 that he is truly a passionate young man. He believes in what he says and he wants to help people, and he wants to help people so much that he's willing to bring in a poorly drafted bill which would not accomplish what he wanted to do in the long run. So I offered to help him and to help him negotiate. And, Ladies and Gentlemen, he has been a valued and frequent and satisfied visitor to the Insurance Committee over the years since that time and I believe he would tell you that he would not refer to me in those terms currently. So, part of that maturation process I believe took place when he became Chairman of the Appropriations Committee, as Senator Trotter put it, in an era where the money dried up. He himself learned the role of the Grim Reaper, learned how to say no. He never lost his passion, but his passion was always accompanied by intelligence, confidence, unfailing courtesy, honesty, and his willingness to work longer than anyone else. Dan Kotowski, you are a credit to the history of the Illinois Senate. You have served the people with distinction. Godspeed on your future. Thank you.

Again, Mr. President, Ladies and Gentlemen of the Senate, this is the result of a, really, a collaborative effort. The -- the impetus of the bill began with the hygienists, wanting for years to expand their scope of practice. Their champion was our distinguished colleague, Senator Trotter. The -- the -- this came to a head really in May and then we've had meetings over the summer between the dentists and the hygienists and the Pew Foundation and the Public Health Association to expand the scope of access for the poor. Those of us who have insurance, who are fortunate to 47  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 have insurance, have access to a dentist. Those who are poor, especially young people, do not and these provide for clinical settings in schools, federally licensed health centers, and other public health entities. It allows a dentist to use a -- a -- an assistant to do limited functions of cleaning and sealing. It allows the hygienist to be the front-end part of the process in these clinical settings, to examine and work in close collaboration with a dentist. The -- the dentists have long opposed hygienists having this -- this authority to be the first gate to the dental practice, but they saw the wisdom of this when pressured by the public health community. This is the only way to do it in a state with a limited number of dentists, a limited number of assistants, with thousands of young people in need of medical care. I see it personally in the SIU Dental School in my home -- hometown. But that's what this is and I'd be honored to answer any questions on this bill.

Yes, if I could, Mr. President and Members of the Senate, I want to talk to the bill, not necessarily about the access - and this does create access, better access to the delivery of dental care throughout the State; however, that was not the core impetus of what the attempt was. We hear and we've heard from the Dental 48  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 Society, and as pointed out by Leader Haines {sic}, this is something we've been working on for years. So it is a major improvement from where -- where we are. It does create access because it does allow now the dental hygienists and -- to work at FQHCs, public health centers, school-based clinics, and -- and that's a good thing. However, there is still a significant portion of our community that is without access because of the stranglehold that the Dental Society has on the delivery of care. So what the attempt was, was to bring these hygienists, to allow them, within their scope of work, to work somewhat independently. And I say "somewhat" because they still had to report their findings of -- through the training that they've learned, of what problems with dental care were. Well, in giving them a little more access in working in these public sectors, they basically shut the backdoor on them - or -- or maybe I should rephrase that - they opened up the backdoor to 'em. Because what they wanted to do was, they let 'em get more opportunities on the front end, but on the back end, they've brought in non-skilled, non-certified, non-licensed individuals to, now, to do their job in the offices, and as reported by the Society -- the Dental Society, it's an economic thing. These people work cheaper than the hygienists do, so as, in fact, they can move out of their office, but there will be no job for them on the back end. So what this creates is a two- tiered system of how we deliver dental care in our State, two- tiered because we now have individuals who just out of high school, who are told if they have a thousand hours -- can get a thousand hours of training -- oh, excuse me, they had to be hired for a thousand hours, then they can do now scaling of your teeth, but on the front end, again, the hygienists and -- and -- no -- see, now 49  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 I'm confusing myself. This is basically how the argument got confusing too, as we did these multiple negotiations. On the back end, these dental assistants, untrained, uncertified, unlicensed individuals, can only work on people who are on welfare and Medicaid. So if they're just good enough to work on poor people, what does that say about the delivery of health care itself? They can only work on individuals with -- of course, under the observance of the dentist, but it's only individuals that fall in this cohort that no one else does. There is no fee for service to individuals. Individually, when they talk about there's more access and the -- throughout the State, that's not true, because downstate basically, and -- and certainly down in -- in southern Illinois, where -- around Cairo and the other suburbs, where there is not a dentist, there is no one to service them, not a hygienist and certainly not a dental assistant. So as a consequence of that, this was not a -- an agreed-upon bill. It made that major improvement, but also it stabbed and cut services to -- to other individuals almost in half. So I propose as we go forward - I think we need to have more discussions in going forward - before we allow these uncertified, unlicensed individuals to work on anybody in our State, that we come up with criteria, better criteria of -- of how we deliver dental care throughout the State of Illinois.

Thank you. And I -- to -- to quote Senator Kotowski, "Thank you for that question, Senator Righter". This bill does not create a new -- a new person called an assistant. That's already allowed under the law. In fact, dental assistants are now trained to take digital radiographs, remove sutures. Those are those things that go into to your gum and come out again - rather frightening. And they fabricate temporary crowns, take alginate impressions for study models, provide infection control. They remove excess cement around provisional restorations - using the same instrument that's, by the way, used for the scaling - and they place and remove gingival retraction cords under the gumline for final impressions to be taken. So they're already in the dental offices. 53  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 What this does is expand the scope of what they're -- they're doing and limiting it to scaling below the gumline - that's it. And they -- and to do that, Senate Bill -- I'm sorry, Senate Amendment 5 requires two thousand hours of clinical experience; the patient must be twelve years old or younger, absence of periodontal disease - keep in mind, they're in the dentist's office to be observed by the dentist; the patient is not medically compromised; patient does not have special needs. There's a minimum of sixteen-hour training by the Department of Financial (and Professional) Regulation, which must include courses in dental anatomy, public health dentistry, medical history, dental emergencies, managing pediatric dental patients. They must complete, in addition, six full mouth supragingival scaling procedures under the direct observation of a dentist. They must complete coronal polishing and may -- a course -- and reduce {sic} other course requirements and various other things. And there -- there will be rules established by JCAR, assuming this passes and the Governor agrees with it. There'll be rules to further flesh that out. In addition, we are doing the same thing with hygienists. We are forming a new category called "public health dental hygienist" with increased training in various other matters, which allows them to be better able to treat these patients that'll be coming in.

The Dental Society and the public health community put those together. This -- this allows the dentist to use an assistant for a limited purpose to get these young people into the office under the Medicaid system. Now the dentists, there aren't enough of them and -- and there aren't enough of 'em doing Medicaid, so this incentivizes them to get these young people in the office to get these teeth cleaned, and in -- and in doing that, they will discover whatever problems they may have. So that's the -- the access part, and that's jointly with the access with a hygienist at the other end, at the clinical level.

Senator, the -- the -- the -- if the young person is in there being -- having his or her teeth scaled, then they're in the office. They're brought into the office because there'll be some reimbursement under Medicaid and the -- the -- the dentist can be doing something else in that office while that assistant is scaling. The economies of scale, pardon the pun, allows for this; that's why the -- the public health authorities were so strongly in -- in favor of the bill.

But this a -- a class, as you call them, these are citizens that need to be in a dental office and they need to have a check-up to see what their problems are. If they don't have periodontal disease or anything else, they can have their teeth cleaned, which they should have, and they're not getting that service now. We get it. Yes. The genesis of the bill was the hygienists talking about 58  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 those who are being served by Medicaid and the public health authorities wanting to bring them in. The -- we are -- the last speaker seemed to indicate that our dentists, in their own offices, are placing people at risk. It's hard for me to believe that that's the case. These are in their own offices, they're putting a child in -- in a risk? These are children who need to be observed by a dentist with a diagnosis to have their teeth cleaned. And this whole bill was supported -- I mean, this has been an ongoing turf war between the hygienists and the dentists from aeons ago. The tiebreaker for me was the public health community - they want access for people who don't have it. I go see a dentist and I have a dental assistant and a hygienist in the office. They're - - they're -- they're giving me a Cadillac care because I have the State insurance, whereas the -- the person on Medicaid doesn't have any care. They won't get a Cadillac, but they're going to get a well running Ford, to use Senator Righter's analogy, which I don't think is apt. But in any case, these requirements and these amendments are efforts to assure trained people, who are already authorized by law to be in a dentals office -- a dentist's office, to provide care, under the direct supervision of a dentist.

Although you're not trained, it's a much more dangerous act to go and buy a scaler on your own and -- and do this act. Wouldn't you -- wouldn't you say, Senator, that it's probably safer to have somebody who's at least remotely trained in a couple hours of training to perform this act?

I would -- I agree completely with that.

So, this is sort of scary. We allow people to have -- I'm sorry, Mr. President. To the bill. So, it's kind of scary that we allow people to go out and buy these instruments and go ahead and scale your own teeth. And I can tell you, as a -- as a dental patient with Invisalign, you know, I'd much rather have somebody who's trained in terms of how to use the equipment or at least remotely trained on how to use the equipment to operate on my teeth. And I think it's kind of silly this argument that we're making here. We have four thousand one hundred and eighty-four dentists in Cook County and we have one thousand eight hundred and sixty dental hygienists and -- and less assistants than that, and I represent a lot of poor areas, for those of you who don't know, and a majority of the diseases manifest themselves in the mouth. 61  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 So I think it's our responsible duty as a -- as a Chamber to give these people access and at least give them some sort of hope so they can have proper dental care. Well, that's not my understanding. I -- I apologize. My understanding is, in working with the hygienists and talking to the dentists, is that the hygienists wanted to expand care into nursing homes, into facilities where people are not getting their 63  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 teeth cleaned and are not getting them scaled. So grandma can scale her own teeth, but a dental hygienist cannot currently go in and scale someone's teeth. So I don't see this as expanding access. And -- and, personally, I can go in and I can buy a big knife; it doesn't make me surgeon. I can't -- I could cut off my own arm, but I don't think it's the smartest thing to do. Anyway, so I'm going to be a No. I don't believe this really expands access and so I'm a No. And thank you.

The -- the last comment about the bill, I think is a reason to vote for it, because this bill expands the dental hygienists role. And personally, I would think they would be for the bill, because after four years of watching this thing work with them being the entry level, this certainly could be expanded into other areas, such as nursing homes. Comparable speed bumps will remain into law until schedule of 2018, but we would encourage all parties to start in 2017. This is a saving of four hundred and seventy million dollars in taxes and three hundred million in benefits. Be more than happy to answer any questions.

The significance of that date, the 27th of October, is the same date or day that the War Department authorized the -- Combat Infantry {sic} Badge. It was actually in 1943. What's significant - and this was brought from a constituent, George Hitzman, who's a seventy-nine-year-old vet and his association, the Combat Infantry {sic} Association - infantrymen are soldiers who are specifically trained for the role of fighting on foot to engage the enemy face to face and have historically borne the brunt of the casualties of 82  STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 69th Legislative Day 11/10/2015 combat in war. As the oldest branch of combat arms, they are considered the backbone of armies. Thank -- thank you, Mr. President. And I especially am taken my Senator Mulroe's resolution on the CIB, the Combat Infantryman's Badge, which is so apt for the eve of Veterans Day. As I pointed out to you some years ago, when the Roman citizen took an oath to join the Roman Army, it was such a profound act that that oath was given the name sacramentum, from which we get the word sacrament. And although the soldiers today and all the members of the armed forces, the men and women, take an oath, it's the same oath that we take, but there is a profound difference - when they take the oath, they are saying to America, "You may place our lives at risk", "You may send us where you wish", "No matter what our military occupational status is or specialty, you may put us in harm's way". Some are in more harm's way than others, but that's the nature of the oath, the sacramentum which they take. As President -- to paraphrase President Ronald Reagan, who said on - - in 1964 {sic} (1984) on Omaha Beach, asking the survivors of D- Day, "Why did you do it? Why? What impelled you to put (aside the) instinct for self-preservation and risk your lives to take these cliffs? What inspires men to take these risks?" "It was faith and belief", he answered - "loyalty and love". There's a profound moral difference between the use of force for liberation and the use of force for conquest. We believe in America that those who take this oath know that some things are worth dying for. Again, to paraphrase the President: "One's country is worth dying for"; our "democracy is worth dying for". Liberty is worth dying for.
