Senator Raoul, as you're aware, typically when this Body feels that there are matters that is appropriate on which to waive posting and move forward, that there is a consensus in doing that. That consensus does not exist on this, so I want to give you the opportunity to explain to the Body why you believe we should waive the Senate rules with regards to posting on this bill.

Certainly, Senator. House Bill 557 was passed by the House of Representatives this past spring with overwhelming bipartisan support, overwhelming vote. I became sponsor of the bill towards the end -- towards -- towards -- I'm sorry, towards the end of the Session when we were dealing with matters such as trying to come to consensus on the budget and things of that nature. As I looked at the bill, I committed to talking to advocates, parents, teachers, community members, over the summer, have a number of town hall meetings throughout Chicago to get input on it, and to bring it back to the attention of this Body in Veto Session if I had the opportunity to. It's not -- it's a bill that actually passed the House in -- in March of this year, so it -- as opposed 16 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 129th Legislative Day 11/15/2016 to other bills that we may have waived posting on in the past that came to the attention of folks under this -- this -- under the Dome within twenty-four or forty-eight hours, this has been months that folks have had an opportunity to look at this bill.

Thank you. Ladies and Gentlemen of the -- Ladies and Gentlemen of the Senate, I know that, you know, we've been gone for a few months and so we're all back and wanting to visit with one another and whatnot. We are starting this Session by saying we want to disregard the Senate rules and move forward right away with a piece of legislation that I would suggest is a massive shift in policy for a large percentage of the State's students by saying that we are going to set aside a reform that was adopted years ago in allowing the Mayor of the City of Chicago to appoint school board members and give that authority to the voters. Whether or not that's a good idea, Mr. President, or a bad idea, I don't know. I really don't know. But the point of the rules and the posting requirements are to give all of the elected representatives in this Chamber a chance to become fully educated on the issue and then have their say. Waiving the posting requirement prevents us from doing that, or at least mitigates our ability to do that. There is no urgency here. This is not something that we can't wait six days to do and come back in two weeks and address. 17 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 129th Legislative Day 11/15/2016 Therefore, I would oppose the motion. Ladies -- Ladies and Gentlemen of the Senate, we've seen staffers come and spend their time here helping us out. And, you know, a lot of people distinguish themselves from -- from others. I know, in my case, I've been the beneficiary of people who really made me look like I was smart. And one of those people is Caitlyn 18 STATE OF ILLINOIS 99th GENERAL ASSEMBLY REGULAR SESSION SENATE TRANSCRIPT 129th Legislative Day 11/15/2016 McEvoy -- McEllis, I'm sorry. I've chaired the Judiciary Committee over the last few years and I've had the benefit of having Caitlyn by my side in order to enable me to answer the questions that I really didn't know the answer to, but she made me look like I was just about as smart as Professor Haine. There was one Session in particular where Caitlyn and I spent so much time together that it made a lot of people nervous and I had these easels in my office that I think I brought most Members of the General Assembly in my office to look at competing conceal carry bills. And we had to navigate our way - I guess in a little bit more than a hundred and eighty days - as to how we would become the fiftieth state to embrace a conceal carry law. One would think that given a deadline provided by the federal courts it would be an easy task. Under the leadership of Senator Forby, we were able to negotiate a bill that Senator Forby got the credit and I got the credit to some extent, but it was Caitlyn McEllis who -- who spent the time with Members to -- to -- to kind of go through the very detailed differences between the bills that brought us in line with the -- the forty-nine other states. That's just one example. But from a -- on a day-to-day basis, again, I've had the benefit of -- of looking good. I hope that there's a ready replacement trained by Caitlyn, because I can't afford to allow my true lack of intelligence be on display in the Judiciary Committee, 'cause Caitlyn has truly made me look good and she's made many others look good. But she'll be leaving us, hopefully not to go out of phone contact, because I'll be calling on you quite often. If -- if -- if we can give her a -- a warm Senate thank you for her years of service, I'd appreciate it.
